THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
Adopted this Order on January 13 , 1987 by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Contra Costa Transportation
Advisory Committee (CCTAC)
The Board received a report from Harvey Bragdon,
Community Development Director, setting forth four recommendations
relative to the disposition of CCTAC, scheduled to terminate on
January 31, 1987 unless action is taken by the Board to provide
for its continuation. A copy of that report is attached for
inclusion as a part of this document.
Supervisor Tom Torlakson advised that the Contra Costa
County Mayors ' Conference had determined that the Committee should
be terminated and replaced with a committee representative of all
cities within the County. Supervisor Torlakson further advised
that the Mayors ' Conference had appointed a committee to develop
guidelines on the composition and structure of a new transporta-
tion committee.
Board members expressed concern that with the
termination of CCTAC the County would be without a transportation
committee to monitor transportation issues as well as work toward
the development of the transportation plan for Contra Costa
County. The Board further concurred that a Committee of the Board
should be established to handle this function.
Following further discussion, IT IS BY THE BOARD
ORDERED that the following actions are APPROVED:
1. AFFIRMED that the Contra Costa Transportation
Advisory Commitee will sunset on January 31, 1987;
2. ESTABLISHED the Board' s Transportation Committee,
and APPOINTED Supervisor Robert Schroder as Chair
and Supervisor Tom Torlakson as member of said
Committee;
3 . DIRECTED Supervisors Powers and McPeak, as members
of the City-County Relations Committee, to meet
with the Mayors ' Conference to explore the options
for an agency to succeed CCTAC, including the
planning and sharing of financial responsibility of
any new transportation agency; and
4. AUTHORIZED Certificates of Commendation to CCTAC
and staff.

SUBJECT: DISCUSSION OF THE CONTINUATION AND COMPOSITION OF CCTAC
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATION
The Board of Supervisors should discuss the continuation and composition of CCTAC
or its successor committee. The Public Managers Association and the Conference
of Mayors meet on January 8, 1987 to discuss the continuance and composition of
CCTAC. The results of those meetings will be reported by Supervisor Tom
Torlakson.
The Board should also consider the funding necessary to staff CCTAC or its
successor committee.
FINANCIAL IMPACT
The amount of funding needed to support the CCTAC or its successor agency is
dependent upon the size of the committee and function of the committee. CCTAC
staff estimates that a minimum cost to staff this committee is between $104,000
and $135,000 in staff salaries and benefits. If the County agrees to fund 50% of
the CCTAC staff, the County must contribute annually between $52,000 and $67,500.
REASONS FOR RECOMMENDATION/BACKGROUND
CCTAC recommended to the Conference of Mayors and the Board of Supervisors take
final action in January 1987 to:
1. Continue the CCTAC with a two year extension until January 31, 1989, as
CCTAC will sunset on January 31, 1987.
CCTAC serves as the only countywide forum for transportation planning
issues, problems and solutions. Currently, a broad spectrum of groups from
the cities, the county, private interests and public interest groups are
represented on CCTAC. In order to continue a needed areawide forum and to
provide continuity in this. critical area, CCTAC proposes that the Conference
of Mayors and the Board of Supervisors grant a two ear exten ion until
January 31,1989.

2. Reaffirm the primary functions of the CCTAC.
The original Board order establishing CCTAC recommends a variety of duties
and tasks. CCTAC recommends that for purposes of clarification that its
mission be stated as follows and incorporated into a revised mission
statement:
a. Study and recommend ways to fund needed transportation system
improvements and maintenance;
b. Educate the public to promote alternative modes of transportation; and
c. Promote coordination among surrounding jurisdictions and transit
agencies.
3. Consider funding the staff of CCTAC on a Countywide (cities and county) per
capita basis.
For the past several years, the County has been providing the staff and the
funding support for CCTAC. It is suggested that since CCTAC serves both the
Board of Supervisors, the Conference of Mayors and the cities that the
Cities and the County agree to the concept of funding the CCTAC staff on a
countywide (cities and county) per capita basis. The funding recommendation
would be reviewed by the Public Managers Association to ensure adequate
support is provided for CCTAC to carry out its function.
The funds generated would enable the staff to continue to provide the
support that CCTAC needs to function as a areawide forum for the discussion
of transportation problems, as well as recommend potential solutions to the
Conference of Mayors, cities, and the Board of Supervisors.
4. Consider two options proposed by CCTAC for the composition of CCTAC, and two
other options by the Conference of Mayors.
Two committee composition options were offered by CCTAC for consideration as
a means to ensure that CCTAC maintains a broad spectrum of groups involved "
the current dialogue on transportation issues.
The two CCTAC options are:
Option 1. Retain CCTAC as it is currently constituted and add a new member
representing the environmental interests in Contra Costa (CCTAC is not
opposed to the addition of other members as necessary) or;
Option 2. Reconstitute CCTAC as a nine member committee, based upon the
suggested County Transportation Authority, with the addition of six ex-
officio members. The ex-officio members would be chosen from the private
sector, the labor sector, the environmental sector, the transit sector, a
public affairs group, such as the League of Women Voters, and a
representative from the Contra Costa County legislative delegation.
The Conference of Mayors' two options from their December 3,1986 meeting
are:
Option 3. A City representative from each City and representatives from the
Board of Supervisors; or
Option 4. A City representative from each City and representatives from the
Board of Supervisors, and other representatives from private and public
interests.
CONSEQUENCES OF NEGATIVE ACTION
Lack of action will mean that the existing forum or its successor for areawide
transportation problems and solutions will cease. The Cities and County will not
have a formal arena to discuss problems and solutions that involve all the
parties interested in alleviating the transportation problems in the County.
