Carlson, Family Support Operations Manager to Assistant Director Family Support Collection Services via P300 No. 14112. The position has been studied and a determination made that the duties and responsibilities are at a higher level than J. Carlson's current class- ification. Incumbent h'as performed at the higher level since December of 1985. The action requested can be accomplished under authority of Section 503 (Promotion by Reclassification Without Examination) of the Personnel Management Regulations. The employee and the action requested meet all requirements imposed by this section. The class of Assistant Director-Family Support Collections is unrepresented management. Recommend approval of Reclassification Without Examination effective January 1, 1987. DISTINGUISHING CHARACTERISTICS: This single position class serves as the Assistant Director of the Family Support Collection Services Division and acts for the Director of the Family Support Collection Division in the latter's absence. The class is distinguished as the second highest level of supervision in the Family Support Collection Division and is responsible for providing day-to-day work review and policy direction to Family Support Collection Supervisors and the Family Support Office Manager. The incumbent reports directly to the Senior Deputy District Attorney in chargek Who KA4f s 416 e* Lev o � TYPICAL TASKS Assists the Director of Family Support Collection Services on a variety of matters involving family support operations and clerical supportive services that are concerned with the policies and procedures associated with interviews, interrogations, investigations, collections and related operational activities; proposes new and revises existing procedures to increase productivity and efficiency; assists in the interpretation and implementation of County, State and Federal regulations regarding family support and welfare fraud investigations; assists in administering the fiscal collection system; participates in meetings with superiors on the establishment of general program policies and guidelines; evaluates the quality and efficiency of program operations; participates in hiring and promoting subordinates; assists in training subordinate staff; serves as operational liaison between subordinate supervisors and the Director; acts for the Director of Family Support Collection Services in the latter's absence; prepares correspondence and reports. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate. Experience: Four (4) years of full-time or its equivalent experience in family support collection work in a California County District Attorney's Office, at least two (2) years of which must have been at the level of a first line collection supervisor or supervising welfare fraud investigator, or equivalent. { <r . J _ KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of the principles and practices of public administration and organization applicable to a local public agency; good knowledge of collection procedures and welfare fraud investigation principles; knowledge of proper legal procedures relating to failure to provide cases; knowledge of appropriate legal procedures used as the basis for fraud pr secutions• to coordinate complex programs within a county department; ability to rain subordinate staff; ability to present the program effectively in writing and orally; ability to establish and maintain effective working relationships with others; ability to prepare clear and concise correspondence and reports.
