December 31, 1986 County SUBJECT: Legislation: Assembly Bill 166 (Hauser) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of support for AB 166 by Assemblyman Hauser relating to reestablishing the Abandoned Vehicle Trust Fund. BACKGROUND: One of the Board' s high-priority legislative items for the 1987 Session is to deal on several fronts with the issue of abandoned vehicles. One element of the problem is that the California Highway Patrol has not had funds available to either tow abandoned vehicles from public property, or to assist local jurisdictions financially in towing and disposing of such vehicles. Assemblyman Dan Hauser of Santa Rosa has introduced AB 166 . This bill reinstates the Abandoned Vehicle Trust Fund; authorizes the CHP to disburse the funds to cities or counties which establish specified abandoned vehicle programs; authorizes the CHP to directly provide for the removal of abandoned vehicles by franchise or contract, and transfers $15 million from the Motor Vehicle Account in the State Transportation Fund to the Abandoned Vechicle Trust Fund. In view of the Board' s high degree of concern about abandoned vehicle programs, it is recommended that the Board support AB 166.
