SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Establish a Blue Ribbon Task Force on Landfill Siting consisting of 13
members as follows:
2 Members of the Board of Supervisors.
4 Representatives of Cities - nominated by the Contra Costa
Mayors Conference.
1 Representative of the Contra Costa Solid Waste Commission,
nominated by the Commission.
1 Representative of the Sierra Club, nominated by the Sierra
Club.
1 Representative of the Audubon Society, nominated by the
Audubon Society.
1 Representative of the League of Women Voters, nominated by the
League.
1 Representative of the 1985-86 Grand Jury who is no longer
serving on the Grand Jury.
1 Representative of the Contra Costa Council nominated the
Council.
1 Representative of the Coalition of Labor and Business (COLAB)
nominated by COLAB.
2 . Appoint to the Task Force representing the Board of Supervisors,
Supervisor Sunne Wright McPeak and Supervisor Nancy C. Fanden.
3 . Appoint. to the Task Force representing the 1985-86 Grand Jury Mr.
William Ross or his designee.
4. Direct the County Administrator to contact the other jurisdictions and
agencies noted above and request that they make their nominations as
quickly as possible.

5. Request the Solid Waste Commission in making their nomination for
membership on the Task Force to consider nominating a representative
of the solid waste disposal industry from the Central County area. .
6. Request County Counsel to report to the Board on January 20, 1987 on
the question of whether there is any legal conflict of interest in the
Board' s appointing a representative or employee of the solid waste
disposal industry to either the Task Force or a Technical Advisory
Committee
7 . Establish as the purpose of the Task Force to:
a. Evaluate and compare all feasible remaining landfill site options
and recommend their preferred alternative(s) .
b. Recommend appropriate solid waste management policies to accompa-
ny the siting of new landfill(s) taking into consideration the
attached comments of Supervisor Powers.
C. Recommend an appropriate plan of action to ensure the siting of
new landfill( s) in the shortest timeframe possible.
8. Authorize the Task Force to form a Technical Advisory Committee if
they believe one is needed to consist of representatives of at least
the following:
California Regional Water Quality Control Board
California Department of Fish and Game
East Bay Regional Park District
Contra Costa Water District
Bay Area Air Quality Management District
Central Contra Costa Sanitary District
Delta-Diablo Sanitary District
West Contra Costa Sanitary District (with other Sanitary
Districts to be notified of meetings of the Technical Advisory
Committee and invited to attend) .
9. Direct the Task Force to carry out their work in a way that does not
duplicate the work of the Solid Waste Commission and that does not
interfere with or delay the processing of the two currently pending
private site applications.
10. Direct the Community Development Department to provide necessary staff
support to the Task Force.
11 . Direct the Task Force to make status reports to the Board of Supervi-
sors on March 1, 1987 and April 15, 1987 and a final report to the
Board of Supervisors on June 30, 1987 .
12. Remove this item as a referral to the 1986 Internal Operations Commit-
tee.
BACKGROUND:
On December 16, 1986 the Board of Supervisors referred to our Committee a
recommendation from Supervisor McPeak that the Board establish a high level
policy committee to examine and recommend the best options for siting a new
landfill( s) .
Supervisor McPeak asked each Board member to submit any comments on her
proposal so they could be considered by the Internal Operations Committee.
Supervisor Powers submitted the attached comments which we believe speak to
the second charge to the Task Force, namely to recommend appropriate solid
waste management policies to accompany the siting of new landfill( s) .
Supervisor Powers comments should be integrated into the work of the Task
Force.
With .the withdrawal of the application for the Central Sanitary Landfill
(Bailey Road) site, it is critical that the Board of Supervisors take
immediate action to establish a public process which will have community
credibility and which will examine all viable options for siting a new
landfill( s) and managing the wastestream in an appropriate manner. As a
new landfill is sited we need to ensure it is a part of a comprehensive,
environmentally sound program of managing solid waste.
Time is also of the essence. Staff from the Community Development Depart-
ment have noted that the County is in the process of revising the County
Solid Waste Management Plan. State law requires that the revision be
completed and sent to the State in nine months. The nine month period
started on September 22, 1986 and ends on June 22, 1987 . During this time
period the Plan must be reviewed, then approved by the cities and the Board
of Supervisors. The approved Plan must address future landfills, so until
a decision is made on future landfills, the Plan cannot be completed. The
schedule for completion of the Plan anticipates a decision by the Board of
Supervisors in March on landfill siting. If this timetable is delayed,
and therefore the Plan revision delayed, our county will be considered
delinquent in submitting our Plan to the State. As a result we have
recommended a very tight timeframe for the work of the Task Force.
The Revised Solid Waste Management Plan will provide for a comprehensive
county-wide waste program that includes recycling, waste-to-energy, com-
posting and transfer stations. Preliminary drafts of the Plan Revision are
now being reviewed by the Solid Waste Commission' s Technical Advisory
Committee.
Specifically, some of the items that are included in the Plan Revision are:
- A realistic recycling goal and an implementation plan to achieve
the goal. A recycling study, now being done by a consultant, will be
incorporated into the Plan Revision.
- A plan for transfer stations for each part of the County. This
plan will include resource recovery as part of all transfer stations.
- Requirements for storage of abandoned automobiles by new solid
waste facility operators including an off-site option.
- A plan for considering waste-to-energy projects, including the West
county Agency waste-to-energy project and possible future projects in
the County.

SUBJECT:
Establishment of a Committee to make a Comprehensive Solid Waste Management Study.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. That a committee composed of persons appointed by the Board of
Supervisors shall be formed and charged with the primary responsibility
of developing a Comprehensive Countywide Waste Program concerning
alternatives for waste disposal , waste-to-energy, recycling, and other
related issues. Upon completion of their report, said committee shall
recommend those alternatives to the Board of Supervisors for the Board's
review and consideration.
2. That upon adoption of the aforementioned plan by the Board of
Supervisors, that it be made -apart of the county Solid Waste Management
Plan and that all future elements of waste disposal , waste-to-energy,
recycling, and other related issues be required to comply with the
elements of the plan.
3. That the committee and the Board of Supervisors require that the
following be elements of the Comprehensive Countywide Waste Program
prior to the use of any county approved landfill , recycling center,
transfer station or waste-to-energy plant.
(a) That all communities in Contra Costa County be required
to develop a plan to recycle from 5% to 25% of all household &
commercial waste within at least 5 years.
(b) That at least one waste transfer/recycling center be set
up in at each of the five subregions of the county.
(c) That automobile storage/recycling centers be located
within each of the five subregions of the county or reciprocal
arrangements be made between subregions for such automobile
storage/recycling in lieu of centers.
(d) That Contra Costa County work with the private waste
disposal interests to develop a market for recycled material .
(e) That any landfill proposal be accompanied by detailed
analysis of the impact of the operation of said landfill on nearby
residents and communities, and that a community impact fee be levied on
the operator of the landfill .

(f) That the Contra Costa County Solid Waste Commission shall
undertake all necessary studies and assist cities and sanitary districts
which franchise garbage collection in implementing curbside recycling
and composting programs.
4. That processing by Contra Costa County of land use permits or
other entitlements for land use for solid waste disposal , solid waste
transfer, waste-to-energy, recycling, or other related activities
continue at the fastest pace under law.
5. That the Board of Supervisors make recommendations to the West
County Sanitary District and the West County agency to resolve the
evaluation of the proposed waste-to-energy project, by appointing a high
level , blue ribbon committee to review and make recommendations on the
project. Furthermore, that such committee recommend to the board of
Supervisors whether the project will comply with the Solid Waste
Management Plan requirements.
BACKGROUND:
While the question of locating the best site for a new landfill
presents a challenge to the Board of Supervisors, the issue of solid
waste management in general presents an opportunity. The Board should
focus upon the entire scope of solid waste management in an effort to
develop a comprehensive approach to the problem. This approach would
include an emphasis on recycling and composting as well as a network of
shared responsibility for waste. management throughout the county.
We must find a place for our garbage but it must be an
environmentally sound location. The more that we recycle, the longer a
dumpsite will remain operable thereby minimizing the adverse affects on
the county environment as a whole. The proposal set forth above will
help to make this desire a reality.
