BACKGROUND: The 1985-86 Grand Jury made the following recommendation to the Board of Supervisors: RECOMMENDATION #111 (Page 183, Item 10) : "That the Board of Supervisors immediately undertake 'a broad-based plan of public education in matters of waste disposal. Programs to gain public confidence in modern waste disposal facilities are critical, not only in securing initial acceptance of sites and facilities, but as an ongoing program of support. The purpose would be to assist the landfill operator in promoting public understanding and acceptance within the community. " In addition, the Board of Supervisors adopted the following additional response which had been recommended by our Committee: Authorize the Internal Operations Committee to assume the lead role in establishing a public education and community planning process involving the cities, the Solid Waste Commission, homeowners' associations, industry and community organizations designed to reach consensus on the siting of a sanitary landfill, and to address the need for an integrated Solid Waste Management Plan. We have been unable to complete work on this recommendation, but believe that the Blue Ribbon Task Force on Landfill Options, which is being recommended for creation by our Committee today, is an appropriate forum for discussion of how such a public education and community planning process can be most appropriately implemented.
