SUBJECT: Relative to Sanitary Landfill
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Refer to the newly established Blue Ribbon Task Force on
Landfill Options the Board' s response to the recommendation
of the 1985-86 Grand Jury that the Board of Supervisors
undertake a broad-based plan of public education in matters
of waste disposal.
2 . Remove this item as a referral to the 1986 Internal
Operations Committee.
BACKGROUND:
The 1985-86 Grand Jury made the following recommendation to the
Board of Supervisors:
RECOMMENDATION #111 (Page 183, Item 10) : "That the Board of
Supervisors immediately undertake 'a broad-based plan of public
education in matters of waste disposal. Programs to gain public
confidence in modern waste disposal facilities are critical, not
only in securing initial acceptance of sites and facilities, but
as an ongoing program of support. Upon the approval of any new
landfill site, it is recommended that the Board of Supervisors
appoint a citizens ' advisory committee comprised of residents of
the community in which the landfill site is located. The purpose
would be to assist the landfill operator in promoting public
understanding and acceptance within the community. Techniques to
be utilized in public education efforts should incorporate a
speaker' s bureau, utilize public service television services,
develop slide and video presentations and workshops on recycling,
composting, etc. "
On September 9, 1986, the Board of Supervisors adopted the
following staff response to the Grand Jury' s recommendation:
RESPONSE: "The Board of Supervisors provides ongoing
opportunity for the public to become involved in the development
of landfill policy.

"The suggestion that a Citizens Advisory Committee be appointed
to act as liaison between the landfill operator and the
surrounding or host community, will be reviewed by the Solid
Waste Commission and will very likely be included as a
recommended condition of land use permit. "
In addition, the Board of Supervisors adopted the following
additional response which had been recommended by our Committee:
Authorize the Internal Operations Committee to assume the lead
role in establishing a public education and community planning
process involving the cities, the Solid Waste Commission,
homeowners' associations, industry and community organizations
designed to reach consensus on the siting of a sanitary landfill,
and to address the need for an integrated Solid Waste Management
Plan.
We have been unable to complete work on this recommendation, but
believe that the Blue Ribbon Task Force on Landfill Options,
which is being recommended for creation by our Committee today,
is an appropriate forum for discussion of how such a public
education and community planning process can be most
appropriately implemented.
