Adopted this Traffic Resolution on June 6, 2026, by the following vote:

ABSENT:
TRAFFIC RESOLUTION NO. 2026/4555
ABSTAIN: Supervisorial District I
SUBJECT: Red Flag” Event Parking Restrictions, Kensington area.
WHEREAS, California is experiencing a greater number of “Red Flag” events –
days when weather conditions are such that the potential for a wildfire is extremely high, including
when relative humidity is 15 percent or less with either sustained winds of 25 mph or greater or
frequent gusts of 35 mph or greater for a duration of 6 hours or more, or when relative humidity is
10 percent or less for a duration of 10 hours or more, or when there is widespread and/or significant
dry lightning, or for other hazardous local conditions;
WHEREAS, the State Fire Marshal has designated significant portions of the Kensington
area as Very High, High, and Moderate Fire Hazard Severity Zones that face greater risk of hazards
during Red Flag events;
WHEREAS, the Kensington area contains narrow and winding roads, roads with tight
curves, and critical intersections that would create chokepoints, making emergency response and
resident evacuation extremely challenging in the event of a wildfire; and
WHEREAS, Vehicle Code section 22507, Contra Costa County Ordinance Code section
46-2.004, and other applicable laws authorize the Board of Supervisors to adopt traffic orders to
prohibit parking at all times on County roads for various reasons.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Contra Costa
County, as follows:
1. Emergency Response and Evacuation Routes. All County roads within the Very High,
High and Moderate Fire Hazard Severity Zones shown on Exhibit A, as may be amended from
time to time, are designated as emergency response and evacuation routes, and are subject to the
parking restrictions in Section 2 during any “Red Flag” event declared by the National Weather
Service or the Kensington Community Services District (KCSD) Fire Chief or designee. The
KCSD will be responsible for developing its communication procedures for notifying the public
when a “Red Flag” event is declared.

2. “Red Flag” Event Parking Restrictions. Whenever, with reference to any road or portion
of a road within a Very High, High or Moderate Fire Hazard Severity Zone shown on Exhibit A
(as may be amended from time to time), the KCSD Board of Directors determines, on advice of
the KCSD Fire Chief and KCSD Police Chief, that parking on one or both sides of the road would
create a hazard to life or property by interfering with emergency vehicle access or resident
evacuation, on-street parking at that location or locations is prohibited at all times until the “Red
Flag” event is declared to be ended. Vehicles parked in violation of this restriction are subject to
removal at the owner’s expense. The County Public Works Director or designee is authorized to
install and maintain at that location or locations signs giving notice that on-street parking on those
roads is prohibited during declared “Red Flag” events, and that vehicles parked on those roads
during a declared “Red Flag” event are subject to removal pursuant to Vehicle Code section
22651(n) and other applicable laws. The County Public Works Director or designee is authorized
to amend Exhibit A from time to time based on revisions made by the State Fire Marshal to fire
hazard severity zone designations in the Kensington area.
3. Enforcement. The law enforcement and traffic officers of the KCSD are authorized to
enforce this traffic resolution.
4. Exception. Vehicles of any federal, state, or local agency, or any public utility, are
exempt from the parking restrictions in Section 2
