December 23, 1986 SUBJECT:Approval of Contract Amendment Agreement 4624-292-7 with Paul R. Elmore, Ph.D. for Additional Technical Assistance Regarding the County's Mental Health Client Data System SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract Amendment Agreement 4624-292-7 with Paul R. Elmore, Ph.D., effective December 16, 1986, to amend Contract 4624-292-6, in order to add 800 service hours and to increase the Contract Payment Limit by $20,000 from $14,000 to a new total Payment Limit of $34,000 for FY 1986-87, including an increase in the automatic six-month extension period Payment Limit to a new total of $17,000 for the period from July 1, 1987 through December 31, 1987. II. FINANCIAL IMPACT: This Contract increase is funded by the augmentation in the County's FY 1986-87 Short-Doyle Mental Health funding allocations from the State Department of Mental Health. The new Contract Payment Limit is included in the Alcohol/Drug Abuse/ Mental Health Division Budget for FY 1986-87 and is funded 90% by State Mental Health Funding and 10% by matching County funds as follows: $30,600 State Short-Doyle funding 3,400 County Matching funds $34,000 Total FY 1986-87 Payment Limit III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Purchasing Agent approved Contract 4624-292-6 with Paul R. Elmore, Ph.D. , effective July 21, 1986, for consultation and technical assistance in preparing the State required Annual Short-Doyle Mental Health Plan and Updates (Parts A & B) and with the Client Data System (CDS). The State Department of Mental Health is increasing its requirements for submission of mental health client data to the State, particularly in regard to special client groups such as Special Education Pupils. The Client Data System (CDS) presently used by the Health Services Department to provide mandatory data to the State con- tinues to produce errors. The purpose of this Contract Amendment Agreement is to obtain 800 additional hours of consultation and technical assistance services so that the County can bring its' CDS reports into compliance with State requirements.
