Director - Dispatch Services The attached P-300 requests the addition of a Lieutenant position in the Communications Division and the canceling of the Sheriff's Communications Director position (now vacant) . The financial impact would be minimal (Lt. top step $3950/month as opposed to $3731/month); approximately $JZQ in FY 86-87 and an increase in FY 87-88 expenditures of $2890. The Division has saved over $25,000 in FY 86-87 by maintaining the poste vacant, however, the Division is unable to function effectively with this key vacancy. Prior to April 1985 the Communications Division had a Captain as Division Commander and a Lieutenant as Assistant Division Commander. In April 1985 the Sheriff reorganized the Communications Division and "traded" the Lieutenant position (and a Comm Tech position) for two civilian Communications Directors. Our purpose was to provide more expertise for the technical aspects fo the Communications Division. The transaction has not proved successful . The technical bureau of the Communications Division, including the Technical Director, was transferred to the General Services Department in July, 1986. It is now wir intention to take one of our own managers and train them in the technical aspects of communication sys ems and procedures and develop our owrrin'=house expertise. The manager would also be responsible for providing a broad range of administrative and management assignments. Returning the position to a Lieutenant classification will allow us to accomplish these goals and more efficiently manage the department.
