Page 4 of 6 FIRE PROTECTION DISTRICT Meeting Minutes October 7, 2025 GENERAL INFORMATION The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Directors less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board before the Board votes on the motion to adopt. Each member of the public will be allowed two minutes to comment on the entire consent agenda . Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for public testimony. Each speaker during public testimony will be limited to two minutes. After public testimony, the hearing is closed and the matter is subject to discussion and action by the Board . As reported in August, this year ’s summer fire season has benefitted from favorable weather conditions, locally. The District reminds everyone we are now in what has been, historically, one of the most destructive periods for wildfire in the Bay Area and Northern California. The end of the peak fire season brings with it the potential of dry, gusty north wind events that can cause small fires to spread quickly and cause significant damage to communities in the wildland urban interface. Residents and property owners are reminded to prepare their properties with effective defensible space and home hardening. Additionally, everyone living in high and very high fire hazard severity zones need to have an evacuation plan. Sign up for the Community Warning System (CWS) at www.cwsalerts.com! ● Mutual Aid Support. The District supported statewide mutual aid responses in August and September. Each deployment lasted approximately 14 days and during that time all resources were staffed and available in the District. At one point, there were over 40 members deployed during this busy period of the fire season. ○ Hand Crew. Crew 12 was deployed to the Gifford Fire in Santa Barbara County and then another deployment to the Dillon Fire near the Oregon border. It should be noted the crew was the FIRST hand crew to be deployed to the Dillon Fire - a signal about the minimal statewide availability of Forest Service and Cal Fire hand crews. ○ Dozer Strike Team. One of our dozers was matched up with the Alameda County Fire Department’s dozer to form the first ever local government dozer strike team. They were deployed to the Pickett Fire in Napa County and then to the Dillon Fire. Fire Chief’s Report Page 3 of 9 ○ Engine Strike Team. Three engines from Con Fire and two engines from San Ramon Valley Fire, with strike team leaders from Con Fire, set out to the lightning fire complex in Tuolumne and Calaveras Counties. They worked there for a few days and were redeployed in support of the large Garnett fire in Fresno County. ○ Overhead. Dispatchers, Battalion Chiefs, and Telecommunications Specialists responded to several fires in various capacities in support of these incidents. Fire Chief’s Report Page 4 of 9 ● HeloPod Training. Helicopters and staff from the District, East Bay Regional Parks, Cal Fire, and Contra Costa Sheriff participated in a one day orientation and training exercise with the HeloPod deployed at the Marsh Creek Detention Facility. The training was important for the pilots to experience the act of drawing water from the tanks with either their bucket or snorkel system. This training enables the pilots to become familiar with the HeloPod system and to sharpen their skills at dipping from the tanks. Emergency Medical Services (EMS) Division ● Nurse Navigation This program continues with 276 calls being assessed by the nursing staff in the program since the June rollout. We are continuing to evaluate the program, the current benefits, and potential for future expansion. ● APOT Ambulance Patient Offload Times continue to persist with recent wall times at Kaiser Richmond reaching 3 hours on one day in September. John Muir Walnut Creek has made significant improvements. (A report is attached.) ● Emergency Ambulance Contract Extension The District is waiting on confirmation regarding next steps with the Contra Costa County EMS Authority (CCCEMS) for an extension of the emergency ambulance services contract that is set to terminate on December 31, 2025. Fire Chief’s Report Page 5 of 9 Special Operations ● Hazardous Materials Response Team ○ Training. The team was very engaged in August and September with various training events with our industry partners throughout the District. The inclusion of private industry in our facility walk-throughs, training events, and scheduled safety days with facility staff and vendors is helping to establish and maintain critical relationships. The team has received praise and very positive feedback from the facilities engaged in training and event participation. ○ Super Bowl Assignment. Our hazmat team was selected to be the on-site hazardous materials response team at the 2026 Super Bowl in Santa Clara. Through the Cal OES deployment program, our hazmat team will be on site throughout the week leading up to the event, and during the event itself, to provide immediate response and assistance to Santa Clara. Our team is engaged in planning and training for the event. ● Marine Program ○ Response Activity. Three incidents occurred in August and over the two month period. All boats are fully operational. ● Rescue ○ Our rescue company attended a safety day at the Henkel facility in Bay Point and is working with Phillips 66 in Rodeo to plan a rescue operations drill with the Air Liquide plant on site. Fire Chief’s Report Page 6 of 9 Training & Safety ● National Traffic Incident Management Training. All emergency response members completed this 10 hours of instruction to help our members understand the dangers of working on roadways and mitigations to put in place to increase firefighter safety. Advanced Planning Section Update Fire Prevention Bureau ● Fire Risk Reduction Community List (FRRCL). We submitted our application to be included on this statewide list of local agencies located in a state responsibility area or very high fire hazard severity zone that meet best practices for local fire planning. The application will be reviewed by the Board of Forestry over the next 9 months to update the FRRCL, which will be published and then active for 2 years. Being approved for the FRRCL could improve our ability to receive certain California grants and provide residents within our jurisdiction discounts in home insurance premiums, as identified by the California Department of Insurance. Legislation & Grants ● Public Safety Fireworks Enforcement Task Force. Assistant Fire Chief/Fire Marshal Chris Bachman was selected to serve on this State Fire Marshal task force to address the challenges of illegal fireworks. He will be representing the California Fire Chiefs Association in his appointment to the committee. We are hopeful his insight, perspective, and experience will encourage changes at the state regulatory level to improve safety and reduce the use of illegal fireworks. ● Zone 0 and Home Hardening Regulations. The State Board of Forestry has been holding committee meetings on this subject, but is not expected to publish any new regulations until after the new year. Administration Section Update Support Services Division ● 1300 Civic Drive Property Acquisition. The District has acquired this property adjacent to Fire Station 1. While the building will be utilized as additional training and office space in the coming years, owning this site is a strategic step toward the future replacement of Fire Station 1. ● Training Campus Improvements. We continue to address ongoing infrastructure and deferred maintenance issues at the Training Tower in Concord. Over the past few years, heavy fire apparatus and water runoff from training exercises have caused repeated failures in the surrounding asphalt. While the concrete Fire Chief’s Report Page 7 of 9 immediately around the tower has remained in good condition, the asphalt areas were deteriorating. The District has now replaced the failing asphalt with more durable concrete to ensure long-term functionality. ● 20 New Ambulances Purchased. Represents continual investment in modern ambulances to replace older high mileage units. The first five have been delivered to the District. ● Byron Wildfire Center. The District is negotiating with Cal Fire for the placement of their Type I Handcrew for the Santa Clara Unit at the center effective in the late Spring, 2026. The 20 person crew, currently located in San Jose, would augment the wildfire response capability in our county, while also continuing to serve the entirety of the Santa Clara Unit of Cal Fire which covers multiple counties. The negotiations include monthly rent and facility upgrades to house the Cal Fire crew. Fire Chief’s Report Page 8 of 9 New Fire Stations / Major Facilities Construction ● Fire Station 90 (Brentwood) The District is currently coordinating with County Environmental to complete the required CEQA studies. In addition, efforts are underway to schedule a public meeting to gather community input on the station's design. ● Fire Station 9 (Pacheco) The preliminary design for Fire Station 9 has been completed and will be used as the basis for the upcoming bid process. Staff will bring an agenda item to the Board next month seeking approval to issue a Request for Qualifications (RFQ) and Request for Proposals (RFP) to procure a Design-Build Entity. ● Contra Costa County Regional Fire Communication Center (CCRFCC) (Pleasant Hill) Construction continues and is on track for an early December move-in. Carpet and furnishings are being installed. Significant PG&E electric switchgear was installed. ● Fire Station 94 (Downtown Brentwood) The groundbreaking ceremony was held on September 8 and well attended. Work has begun on the construction of the station. Fire Chief’s Report Page 9 of 9 Rodeo-Hercules FPD (RHFPD) Annexation ● The District continues to work with the City of Hercules on transfer of ownership of Fire Station 76, including potential lot line adjustments. ● Benefit assessment data was provided to the Treasurer/Tax Collector in August for the FY25-26 tax rolls. Contra Costa County Hazardous Materials Programs Transition ● A meeting with Cal EPA regarding the CUPA transfer process was held in September which included the District, County HazMat leadership, and County Counsel. Cal EPA will be providing assistance in the application process. Nothing of significant concern was brought up by CalEPA and they noted their appreciation for all the work and organization that has been put forth to date on the transition. ● Bi-Weekly planning Due to its demonstrated benefits, the Training Division is recommending the expansion of Basecamp for use District-wide. Key features include deliverables tracking, task lists, integrated timelines, and collaboration tools that support efficient project execution across teams. CONTRA COSTA COUNTY Printed on 12/29/2025Page 1 of 3 powered by Legistar™ File #:25-4220,Version:1 BACKGROUND: The District operates a fleet of tractor-drawn aerial apparatus.Several of these apparatus are articulating bodies with a driver in the front and a driver in the rear,known as the “tiller.”This rear steering capability allows firefighters to access tight spaces and streets while delivering a 100-foot aerial ladder to a scene for rescue and firefighting capabilities. These apparatus cost more than $2 million if purchased new.It has been the practice to use a retired tractor- drawn aerial apparatus for driver training.The District’s first and current training tiller,a 1991 model that was purchased used in 2015 from another department,is currently out of service,and locating parts and ongoing repairs are impacting its use.It has been determined this 33-year-old apparatus is now at the end of its service life. All District tractor-drawn aerial apparatus are used for front-line daily service and they are far from retired. Therefore,it is necessary to acquire a used apparatus from another agency or broker to be used for driver training purposes. Generally,the District is not in the business of buying used apparatus.However,in this case,it is most appropriate when used in this limited capacity for driver training to limit potential incidents causing damage to more costly front-line equipment.Although the District normally uses a purchasing process involving multiple quotes when purchasing new equipment,using that process for used apparatus is unreasonable as there could never be a true cost comparison due to varying manufacturers,mileage,and condition of used apparatus.For that reason,the District is proposing to use a sole source purchasing method for the used apparatus and is requesting authority to promptly proceed in that manner. On January 16,2024,the Board previously adopted an order approving the requested sole source purchasing authority for the used apparatus.Subsequently,the District proceeded to locate and compare appropriate used apparatus and negotiated for a potential purchase.The best deal for the District is used apparatus that a third- party owner is not willing to sell outright but is willing to exchange with the District for the following two Type 1 fire engines currently owned by the District: 2002 KME, VIN 1K9AF42872N058536, California License #1092613 (County asset # CC130511, Unit 128) 2002 KME, VIN 1K9AF42802N058538, California License #1092622 (County asset # CC130509, Unit 130) To enable that transaction to be completed,it is hereby requested that the Board reaffirm the previously- approved sole sourcing authority,declare as surplus the above two Type 1 fire engines that are not essential for District operations,and authorize the Fire Chief,or designee,to execute an agreement for the proposed even exchange at no cost to the District. CONSEQUENCE OF NEGATIVE ACTION: If this item is not approved,the District may be unable to acquire the used tractor-drawn aerial apparatus needed for current District operations and will probably lose out on the proposed even exchange that is currently available to the District.
