AN ORDINANCE OF THE COUNTY OF CONTRA COSTA9
STATE OF CALIFORNIA9 REGULATING THE LOCATION
OF AUTO AND TRAILER CAMPS IN THE UNINCORPORATED
TERRITORY OF CONTRA COSTA COUNTY9 PROVIDING FOR
A PERMIT AND FEE FOR THE LOCATION OF AUTO AND
TRAILER CAMPS PROVIDING PENALTIES FOR THE VIO-
LATION ,THEREOP AND DECLARING THE URGENCY OF THE
IMMEDIATE EFFM TIVENESS OF SUCH ORDINANCE.
The Board of Supervisors of the County of Contra Costal State of Californias do
ordain as follows:
SECTION I: It is hereby declared to be necessary to the healthq safety and wel-
fare of the people of the County of Contra Costa, State of Californias to regulate the
location of auto and trailer camps within the unincorporated territory of said County. )
SECTION II: It is unlawful to operate or maintain an auto and trailer camp within
the unincorporated territory of the County of Contra Costa without a permit first having
been obtained as hereinafter provided.
SECTION III: The owner of any land situated in the unincorporated territory of
the County of Contra Costa may apply for a permit for the location of an auto and
trailer camp within said unincorporated territory by filing an application therefor with
the Clerk of the Board of Supervisors. The Clerk of the Board of Supervisors shall
file such application and transmit the same, including all of the accompanying documentsq

to the Planning Commission and the Planning Commission shall endorse the date of re-
ceipt of the application thereon and set the same for hearing at a regular meeting of
the Commission. The Planning Commission shall give notice of the time and place of
said hearing by posting copies of notices, which notices shall state the time and place
of hearing and briefly describe the land upon which such auto and trailer camp is j
applied fors at least ten (10) days before the date set for the hearings on all public
roads within a distance of one thousand feet (10001 ) of the exterior boundaries of the ;
land upon which such auto and trailer camp permit is sought, in conspicuous places on
all of said public roads at distances not less than two hundred feet (200 1 ) apart. A
copy of said notice shall be published in a newspaper of general circulation printed
and published in the County of Contra Costa, State of Californias at least once and ;
publication thereof shall be completed not less than ten (10) days before the date sett

for such hearing. A $6.00 fee shall be collected with each application.
At the hearing of said application by the Planning Commission, all persons favor-
ing or opposing the application shall be heard. After considering all of the evidence ;
and facts, the Planning Commission shall recommend to the Board of Supervisors, in
writing, whether or not the auto and trailer camp permit should be granted or deniedg
together with findings as to whether or not the public healthq safety and welfare would
be affected by the granting of such permit. An attested copy of the recommendation
shall thereupon be submitted to the Board of Supervisors by the Planning Commission.
The Board of Supervisors shall consider the recommendations of the Planning Commission
on each such application at a regular meeting of such Board not later than twenty-one
21) days after it is submitted. The Clerk of the Board of Supervisors shall transmit
to the Planning Commission a certified copy of the resolutions adopted by the Board of ,
Supervisors granting or denying such permit.
SECTION IV: Every violation of this ordinance shall be a misdemeanor and punish-;
able by a fine of not more than Three Hundred Dollars MOO 00) , or by imprisonment ini
the County Jail of the County of Contra Costa for a term not exceeding three (3) months,
or by both such fine and imprisonment. Each day during which an auto and trailer camp
is maintained in violation of this ordinance shall be a separate offense.
SECTION V: This ordinance shall take effect and be in force immediately upon its
passage and adoption and shall be published once before the expiration of fifteen (15) i
days after the date of its passage and adoption with the names of the members voting for
and against the same in the "Lafayette Sun" , a newspaper of general circulation printed
and published in the County of Contra Costa, State of California.
This ordinance is hereby declared to be an emergency ordinance. The conditions of
the emergency are this: The establishment of auto and trailer camps within the unincor-
porated territory of the County of Contra Costa without regard to proper location will )
adversely affect the orderly and economic growth and development, and the use of natural
resources of the County of Contra Costa so as to create blight conditions and economic
waste. Divers Aersons intend to erect and create auto and trailer camps within the
County of Contra Costa so as to adversely affect the orderly and economic growth and
development of the County of Contra Costa, create blight conditions and economic waste '
within said County and unless restrained therefromwill do so. Immediate operation of
this ordinance isq the.efore necessary to protect the public health, safety and general
welfThe foregoing ordinance was passed and adopted by the Board of Su ervisors of the
County of Contra Costa at a regular session of said Board held on the l th day of Jan
uary, Aldi by the following vote to wit:
