There was public comment made by Allison Picard, Martinez Resident, requesting a
change made to the September 19, 2024 minutes. After staff’s review, it was determined no
changes were necessary.
The minutes were approved with those changes if deemed necessary.

4.Unleaded Fuel Update 24-4034
Greg Baer, Director of Airports, summarized the staff report on the transition to unleaded
avgas.
There was public comment made by Richard Offerman and Allison Picard relating to the
topic.
5.Santa's Jolly Landing 24-4035
Mr. Baer announced that Contra Costa County Airports’ annual Santa Event will be taking
place on December 14, 2024 from 10 AM to 12 PM. Children will have the opportunity to
see Santa and his Elf arrive on Buchanan Field’s primary ARFF truck, get their picture
with Santa free of charge, participate in crafts and games supplied by FBOs and Tenants of
Buchanan Field, and help raise funds for the food banks of Contra Costa and Solano
County.

I am currently the Communications and Government Relations Manager for the Central Contra
Costa Sanitary District (Central San). As stated previously, Central San's main campus, and my
work location, are directly adjacent to Buchanan Airport. This proximity gives me a birds-eye view
of the County's main airport and local land use around the airport. Additionally, my role is to listen
and address community and customer needs at County, city, and local levels. I am constantly
traveling and interacting within the County with the public and community leaders to hear
problems, share information, and identify needs. Lastly, I was born and raised in Contra Costa
and am passionate about bettering the local community. That only happens as an active
participant that listens, learns, and supports proper use in and around the airport to balance
business, airport, and citizens' needs.

I have had the privilege to serve over 8 years on the AAC, including as the Secretary, Vice Chair and
Chair. Additionally, I have previously served as a proxy commission for the ALUC. This has allowed
me to be engaged and updated on matters involving both county airports and aviation related issues,
in general. As such, I have kept abreast of the critical role of the AAC and current policies and issues it
weighs as part of the Committee's consideration process. Uniquely, I both live and work within
Buchanan Airport's influence area. I reside within the flight path of RW19 in Pleasant Hill, and I work
adjacent to the airport at the intersection of HW 4 and I-680. My employer, Central San, owns and
operates over 300+ acres as a neighbor to the Buchanan Airport. As such, I can observe airport
operations at Buchanan throughout the day from my office or home. My career also puts me in close
interaction with the public to hear and receive feedback about airport concerns within the County.

I'm passionate to understand and appreciate the initiatives by our county for all of our
citizens. Would like to take a few tasks and complete them to help the board to over see the
initiatives. Would like to uphold transparency and also uphold the law including Brown Act
(for trustees/ board appointees to not accidentally discuss board related things with other
board members outside the board meeting time and quorum). Would consider it an honor to
serve on the board with teamwork and accomplish wonderful things together as a team.

I currently serve on CCMVC: Contra Costa Mosquito and Vector Control Board as a Trustee. I
consider it as one of my great pleasures when helping in any little way possible, the

going to operate out of Buchanan Airfield.

Tirrell Muhammad born and raised in San Francisco, California. He has been married and has
been with his Wife, Courtney for over 21+ years now living in the City of Walnut Creek, CA.
His education includes and not limited to the following San Jose State University, San
Francisco State University, University of Paris in the country of France where he once lived.
While living in Paris, France, he decided to into real estate upon returning to the United
States in 1995 and becoming license in 1996, then eventually becoming the youngest
president for the local San Francisco Real Estate Trade Association with 3 1/5 years. Today,
he has over 26+ years of real estate. He is also Co founder of start up Airlines in Concord, CA
called “People Airways” where they raised over $51 Million in capital. After being courted for
over 2 years, he recently was voted in and approved by the International Non-Profit
Organization, “IVV” as one of the only none Doctor(s) on the Board to help build and scale
Medical Facility & Hospitals in South Africa. He joins only - the other non-doctor 2x
Superbowl Champion and Real Estate Developer Gordon Graville on that Board. He also
serves on several other Boards in the SF Bay Area. Today, he currently is one of the Global
Managing Partners of TMG Consulting and Development head-quartered in Walnut Creek, CA
(Northern California). More importantly him, he enjoys spending time with his Wife, Family,
Friends working out, reading books, playing bocce ball and hitting a few golf balls from time

I recently retired and would like to become more active in the community by making use of
40 years of local government executive, as well as personal volunteer, experience. I am
currently on the Airport Land Use Commission and have attended Advisory Committee
meetings. Our house is directly under the flight path of Buchanan airport, and we have an
interest in how these activities impact our community. I have met with the Airport Director
about issues effecting our neighborhood and am looking to assist with their community
outreach efforts and the long term use of airport facilities.

I was appointed by the Kings County Board of Supervisors in 2012 to the Redevelopment
Oversight Committee for the City of Hanford, the County seat. I was appointed by our parish
pastor to the oversight committee for our children's private elementary school and served as
President at the time we had to conduct a recruitment for a new Principal and led that
process. After serving as a Leader for 6 years, I was appointed to the CA Central Valley Girl
Scout Oversight Committee. For years, I was a Rotarian, and a member of the governing
board for Scottish/Celtic Society of Central California which included organizing and
conducting the annual Highland Games. We also have been the host family for over 10 high
school students for their school year abroad, and acted as the organization's Regional
Coordinators overseeing students assigned to our region for many years. I have also been
appointed by the Martinez City Council to the Civil Service Commission and currently serve
as the Chairperson, and their representative on the County Connection Advisory Committee
and serve as Vice-Chair.

Subject: Update on National & Local Transition to Unleaded Aviation Gasoline (“Avgas”)
Presenter: Greg Baer, Director of Airports
Background:
The general aviation industry, including airports across the nation are committed to eliminating lead from
Avgas prior to the Federal Government’s legislative mandate of January 1, 2031. The transition away from lead
must be done in a safe and reliable way without jeopardizing the operational safety of piston powered aircraft.
As passed into law through SB 1193, California’s ban on leaded Avgas has the same deadline of January 1,
2031. The Federal ban on lead in Avgas was promulgated through the Federal Aviation Administration’s (FAA)
2024 Reauthorization Bill, that also created the requirement for general aviation airports like Buchanan Field
and Byron Airport to continue to provide 100 low-lead (100LL) until the 2031 deadline, or when a
commercially available and feasible 100 octane unleaded alternative is available at airports. Discontinuing the
sale of 100LL prior to either one of those milestones would be a violation of Contra Costa County’s FAA Grant
Assurances.
Over the last year, the developments and progress towards an unleaded Avgas future has unfolded at a rapid
rate. While an unleaded option (Swift UL94) has been in the marketplace for the last couple of years, it does
not eliminate the use of leaded fuel because UL94 can only be used in approximately 68% of all piston
powered aircraft. However, it should be noted that 70% of all 100LL is used by the 30% of the general aviation
fleet that cannot use fuel having less than 100 octane. UL94 has an octane rating of 94, six points lower than
the needed 100 octane to run in all aircraft. Lead is the additive in gasoline used to achieve the higher octane.
To that end, the challenge remains bringing a safe, widely accepted, and commercially available and feasible
100 octane fuel to airports.
Currently, there are three companies (GAMI, Swift, and LyondellBasell/VP Racing) leading the way in
bringing an unleaded alternative to market, with each company taking a different path to achieve regulatory
approval, as well as industry and aircraft owner/user acceptance. Within the last couple of months, GAMI
achieved its first sales at Santa Clara County’s Reid Hillview Airport and subsequently started selling at
Watsonville Airport. While the G100UL product is commercially available due to its existence at two California
airports, an Alameda County judge ruled on March 5, 2025, that the G100UL fuel is not yet commercially
feasible. Swift fuels’ 100R product has limited approval for certain Cessna aircraft models and is being used at
a flight school at the San Carlos Airport.
In terms of process to gain supply chain and end-user (aircraft owners and operators) acceptance, the most
notable difference between the three current developers/producers of unleaded Avgas is that Swift and
LyondellBasell/VP Racing are going through an industry consensus production specification process through an
ASTM (American Society for Testing and Materials) International procedure, whereas GAMI has said it will

not subject its fuel (G100UL) to an ASTM process. From a risk and liability perspective, there are industry
concerns related to airframe and engine warranties, as well as those involved in fuel supply chain, given
GAMI’s lack of ASTM certification.
The transition to unleaded Avgas requires more than FAA regulatory approval, it’s going to need acceptance
from aircraft owners, fuel distributors, Fixed Base Operators (FBO), and local governmental entities who must
perform their own risk analyses.
Recommendation/Next Steps:
The Contra Costa County Airports Division will continue to work towards bringing unleaded fuel to both of its
airports. The County owned and operated fuel concession at Byron consists of only one fuel tank. Thus, a
transition to UL94 prior to a commercially available and feasible 100 octane unleaded fuel would have to
include a tank infrastructure plan and an associated capital project for an additional tank.
At Buchanan Field the transition is being done in partnership with the FBO that dispenses Avgas, Pacific States
Aviation (PSA) who will begin with Swift’s UL94 product prior to the arrival of a commercially available and
feasible unleaded 100-octane fuel. Airports staff will continue to work collaboratively with PSA and Swift Fuel
representatives to plan transition logistics, funding, and pilot/end user outreach. While the date of an unleaded
fuel option (UL 94) at Buchanan Field in calendar year 2025 has not yet been determined, staff will update its
website and issue a press release as soon as a delivery date is available.
Lastly, Airports staff is researching funding sources outside of the Airport Enterprise Fund to help fund the
capital costs needed to add an unleaded option, as well as to establish an incentive program for aircraft owners
to use the unleaded fuel.

Background:
The County’s Airports Division owns, maintains, and rents out 185 aircraft hangars comprised of small T-
hangars and larger box hangars. Like most airports, County Airports staff maintains hangar waitlists for those
desiring to house their aircraft at Buchanan or Byron Airport, or move to a different hangar based on size,
location, or price point. Typically, there is an administrative fee charged to be placed on a waitlist, and it’s also
common for an annual maintenance fee to be collected to account for the staff time required to manage the
waitlists. The County does not have an established fee to maintain these lists that require staff’s routine
attention.
As evidenced through the County’s current practices, a free waitlist program inherently results in individuals
remaining on a list who may not fully intend to accept a hangar when offered, resulting in an artificially long
list. Because waitlist details are considered by Airports management and the Federal Aviation Administration
(FAA) for certain business decisions, waitlist accuracy is very important. A waitlist program that includes
annual updates by applicants as well as a maintenance fee will result in more precise waitlists.
Recommendation/Next Steps:
Based on the FAA’s requirement for airports to be as financially self-sustaining as possible, and the need to use
best management practices related to accurate waitlists, it is the Director of Airports’ recommendation to
establish an initial waitlist fee of $30, with an annual waitlist maintenance fee of $30.
This item was on the Aviation Advisory Committee’s agenda of March 13, 2025, and the Committee
unanimously recommended the establishment and implementation of this fee.

that in addition to 100LL (100 low lead) avgas, an unleaded aviation fuel option will be
available at Buchanan Field Airport in 2025.

Division establish an initial waitlist fee of $30, and an annual waitlist maintenance fee of
$30.
Questions were posed to Mr. Baer by Chair Carlson and Vice Chair Burgis relating to the
topic. Vice Chair Burgis recommended that there be a higher initial waitlist fee .
Chair Carlson moved that the item be sent to the Board of Supervisors with an initial
waitlist fee of $40 and an annual waitlist maintenance fee of $30.
