SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Set October 20th, 10: 30 a.m.m as the time to take comments from
parties involved and the public on additional information received
concerning USS/POSCO plant modification.
REASONS FOR RECOMMENDATION/BACKGROUND
On August 11th your Board continued to September 3 , 1987 , the
Community Development Department Directors report as to whether "new"
information was received on the USS/POSCO plant modification.
Additional information has been submitted since the original hearing
that was not available for public comment.
Moreover, a recent Circuit Court ruling has resulted in the Washington
office of EPA becoming very reluctant to give written interpretation
or assistance to the County on the .application of EPA regulations to
the USS/POSCO replacement.
During the last few months, legal counsel, experts, and consultants
have refined and expanded on the testimony heard by your Board during
the original appeal hearing.
Copies of all the submitted information has been earlier provided to
the Board, however an opportunity for public input and public exposure
to the additional information has been lacking.
By scheduling this time, USS/POSCO and Building Trades Council will be
given an opportunity to present their respected views and provide the
public a forum for comment.

The Board also continued to Oct. 20, 1987 at 10:30 a.m. consideration of the appeals of the
Building and Construction Trades Council , and to receive further information on the definition
of hazardous waste and volume of hazardous waste in the proposed plant. After the vote to
continue, Zane Gresham, Forrester and Forrester, representing Posco, objected to any further
continuances for any purpose other than new information, and enumerated the three items he
believed to be at issue. Tom Adams, representing the Building Trades Council , appeared to
dispute the comments of Mr. Gresham. Susan Durbin,_ representinc3_the State Attorney General 's
Office, submitted a letter dated September 8, 1987.
