SUBJECT: Carquinez Coalition Child Development Center
Supervisor Nancy Fanden advised that she had received
the attached letter dated August 20, 1987 from Don Reed,
Administrator, Field Services Region II , Child Development
Division, California Department of Education, 721 Capitol Mall,
Sacramento 95814-4785, relating to the Carquinez Coalition Child
Development Center in Rodeo.

Dear Ms. McPeak:
Thank you for your letter describing your concerns about the Carquinez
Coalition Child Development Center in Rodeo. We share, in significant measure,
the concerns that you have expressed.
First, however, please be aware that this office has performed in complete
compliance with our contract with the Coalition. The program is monitored on a
continuing basis, and payments for services are posted promptly.
Our principal concern, perhaps shared by yourself and other members of the
Board, is because of local dissension which does indeed threaten the
continuation of State support. Dissension is a destructive element which
ultimately affects the program. The Department has issued the Coalition a
contract that does not extend until the end of the fiscal year. We will
continue to monitor the program to determine if it is in conformity with
contractual provisions before extending it through June 30, 1987.
This office is appreciative of the continuing support of The Board of
Supervisors and of your personal efforts to improve this local program. We are
providing essential monitoring and other services specified in our contract
with the Coalition.
Child Development Programs in California, conducted either by school districts
or private organizations, are governed by local boards that are expected to be
responsive to local community needs. They operate with a large measure of
autonomy. The State provides a framework of law and regulations. The
contractor is expected to provide the quality and level of service that is
consistent with that framework.
We have described the reason for our inability to attend the meeting convened
by Supervisor Fanden on July 24, 1987. The Department had just sustained a
sharp budget reduction and there was at that time a freeze on all travel. We
believe, however, that local problems are best solved locally. We are and were
available to interpret the contract, to make program recommendations, but we
are not available to mediate local disputes.
Again, thank you for your letter. It exemplified your continuing interest in
most important community resource.
