GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Directors less than 96
hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor,
Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board before the Board votes on the motion to adopt. Each member of the public will be
allowed two minutes to comment on the entire consent agenda .
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls
for public testimony. Each speaker during public testimony will be limited to two minutes. After public
testimony, the hearing is closed and the matter is subject to discussion and action by the Board .
Comments on matters listed on the agenda or otherwise within the purview of the Board of Supervisors

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code section 84308 (the Levine Act), members of the Board of Supervisors are
disqualified and not able to participate in any agenda item involving contracts (except for contracts
exempt from the Levine Act under Government Code section 84308(a)), franchises, discretionary land
use permits and other entitlements, if the Board member received, within the previous 12 months, more
than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or
contractor, or any financially interested participant who actively supports or opposes the County’s

Report Title:Hearing Regarding an Ordinance Amending the Emergency Ambulance Service Rate Schedule

District to increase its emergency ambulance service fees effective May 1, 2025.

FISCAL IMPACT:
This ordinance will allow the Contra Costa County Fire Protection District to recover the increased costs associated with
the provision of emergency ambulance services in Emergency Response Areas (ERAs) 1, 2, and 5 within Contra Costa
County beginning May 1, 2025.
BACKGROUND:
The Emergency Ambulance Services contract between Contra Costa County and the Contra Costa County Fire Protection
District (“District”) establishes the rates the District is authorized to charge for providing emergency ambulance services
(the “Ambulance Contract”).
The District currently charges Emergency Ambulance Services patients the following amounts: Emergency Ambulance
Response Base Rate of $3029.33; a Mileage Rate of $73.22 for each mile traveled with a loaded patient; an Oxygen
Administration Charge of $253.93; and $649.57 for Treat and Refused Transport. The District is not authorized to charge
more or less than the rates specified in the Ambulance Contract. The current rates became effective May 9, 2024.
Ambulance system costs include, but are not limited to, payments to the District’s subcontractor American Medical
Response West (“AMR”), billing service provider payments, acquisition of ambulance vehicles and equipment, dispatcher

wages and benefits, administrative wages and benefits, system software and hardware upgrades, consulting fees, banking
fees, and other costs. The largest cost driver in the ambulance system is payments to AMR. These payments to AMR
account for over 80% of system costs.
The Emergency Ambulance Services contract between the District and AMR (the “Ambulance Subcontract”) establishes
the hourly ambulance unit rates the District pays AMR for providing emergency ambulance services. The Ambulance
Subcontract requires the hourly rates paid by the District to AMR to increase annually. Beginning May 1, 2021, and on
each May 1 thereafter, the unit hours rates will increase will by the greater of (i) the percentage increase in CPI, or (ii)
three percent (3%).
Factors that impact transport collections include transport volume, services provided (e.g., mileage and oxygen), payer
mix, payment caps, and potential changes to the Affordable Care Act and other relevant legislation. Commercial payers
will mainly pay the increased rates, while factors such as payment caps for Medicare and Medi-Cal will limit the
transport collection for those payers. Therefore, in order for the AMR ambulance unit hour rate increase to be cost-
neutral, the rates charged by the District for ambulance service must increase by an amount greater than the CPI.
The Ambulance Contract requires the Contra Costa County EMS Agency to approve annual increases to the Service Rate
Schedule when requested by the District. Effective May 12, 2020, the Ambulance Contract allows for the preceding
year’s rates to be increased annually by the greater of five percent (5%), or the average CPI for the most recent and
available three-year period, divided by the following: the average dollar amount received by the District from non-public
payers for the most recent three-year billing period (excluding billings that are less than six months old) divided by the
average dollar amount received by the District from all payers for the most recent three-year billing period (excluding
billings that are less than six months old), provided that no such increase shall exceed nine percent (9%).
Applying a five point seven one percent (5.71%) increase to the Service Rate Schedule results in the following rates:
Emergency Ambulance Response Base Rate of $3,202.30; Mileage Rate of $77.40 for each mile traveled with a loaded
patient; Oxygen Administration Charge of $268.43; and a Treat and Refused Transport fee of $686.66.
If approved by the District Board of Directors, these rates will go into effect on May 1, 2025.
CONSEQUENCE OF NEGATIVE ACTION:
If Ordinance No. 2025-05 is not adopted, the District will not be able to recover the increased costs of providing
emergency ambulance services under its contract with the County and AMR.

Operations Section Update
● UPDATE Martinez Refining Company Fire - 2/1/25 The fire incident was
discussed at length with the Board of Supervisors at their meeting on February 4.
Subsequent to that presentation, the Fire District released an RFP for an outside,
third party to conduct the After-Action Review of the incident. This RFP closes
on March 14. Together with Contra Costa Health, we will review and score the
proposals. The selected vendor will interview involved agencies, conduct the
after-action review, and compile the findings and recommendations into a
document that will be presented to the Board. We anticipate scheduling the
kickoff meeting in early April.
● Water Rescue - Oakley 2/23/25 At 1800 hours crews were dispatched to a water
rescue near Dutch Slough and Jersey Island Road. During the response our
dispatcher relayed a critical piece of information: Water Rescue 14 was out of
service and all other fire district boats were unavailable due to maintenance.
There were no Sheriff's Office marine units available, either. Due to these
circumstances, Engine 85 was dispatched to retrieve Fire Boat 8 from the Oakley
mechanics facility.
Engine 95 from Oakley arrived first on scene, finding an SUV partially submerged
20-40 feet offshore. A woman was trapped inside, frantically yelling for help. The
vehicle was sinking. A rescue swimmer was immediately deployed. As the
swimmer began their approach, the SUV began drifting rapidly downstream with
the strong ebb tide, heading directly for the Jersey Island bridge. The bridge, with
its wooden truss and piling construction, posed a severe hazard for the sinking
vehicle.
The worst-case scenario unfolded as the vehicle drifted into the bridge, became
trapped, and sank rapidly. With the SUV now almost completely submerged, a
second rescue swimmer was deployed with a surf rescue board to assist.
Together, the two rescue swimmers managed to access the victim and her two

dogs through the SUV's back hatch. They pulled them from the sinking vehicle
and brought them to the shore, where awaiting EMS crews were ready.
The victim was transported Code 3 to the hospital, suffering from significant
hypothermia and injuries sustained in the crash. Both rescue swimmers were
evaluated and treated on scene for cold exposure. The second swimmer also
received treatment for a hand laceration sustained during the difficult rescue but
returned to duty later that evening.
This incident highlights the real-world scenarios our specialized technical rescue
teams encounter and the amazing work they do to provide lifesaving skills as part
of our all-hazard, all-risk organization.
Emergency Medical Services (EMS) Division
● Nurse Navigation Due to delays in executing the contract and necessary
logistics and scheduling with the vendor, the implementation has been pushed
back to May.
● BLS Ambulance Deployment Our EMS division staff is scheduled to meet with
west county fire agencies and the LEMSA to coordinate the deployment of BLS
ambulances in west county. This program, launched in September, 2023 with up
to 18 BLS ambulances staffed each day, averages 1,400 transports throughout
central and east county areas providing relief and increased reliability of ALS
paramedic ambulances throughout the contract area. Once BLS ambulances are
approved for deployment in west county there will be additional system capacity
provided in west county.
● High School CPR Training We are partnering with Pittsburg High School to
re-introduce this program to provide CPR training as well as expose students to
career opportunities in EMS. Additional schools will be added in the coming
months.
● Community CPR Training We have trained over 300 community members in
CPR over the past two months.
● Martinez Refinery Fire EMS After Action Review (AAR) Our EMS division
participated in an AAR with the County EMS Agency and other agencies
regarding the Martinez Refinery fire and the associated Mass Casualty Incident
elements of the emergency response.
● Paramedic School Graduation We have 12 members graduating from the Contra
Costa Community College program they started in August, 2023. The District
has committed considerable resources to select, place, and support existing
firefighters in this program to increase overall paramedic staffing numbers and
long-term sustainability of our ability to provide advanced life support services.
The ceremony is scheduled for March 26, 2025, 3pm, at the Contra Costa
Community College in San Pablo.

Special Operations
● Hazardous Materials Response Team
○ New Drone Capability A new drone was delivered in late February which
will assist in providing air monitoring at and around hazardous materials
incidents. The District’s certified drone pilots will be trained on this new
equipment.
○ Training The team participated in “stinger operations” training in San
Ramon Valley for over-the-road tanker incident response and mitigation.
The team will be participating in a Weapons of Mass Destruction (WMD)
training with the FBI in mid-March in Dublin as a follow-up to federally
funded WMD training we hosted in January. April will see the team
participate in a multi-county response drill in Vallejo.
● Marine Program
○ Training with Coast Guard Team members participated in training
alongside the US Coast Guard near the Antioch marina on February 11.
○ Fire Boat 9 The fire boat is getting its collar replaced which will help to
extend the service life of the boat.
Training
● Annexation Academy and Orientation Work is being directed to build the
curriculum for the transition of Rodeo-Hercules members to Con Fire. Building
off the success of the Pinole transition, we will be dedicating time and resources
to provide the necessary information, expectations, and standards for our new
Con Fire members from Rodeo-Hercules.
● SimsuShare System Upgrade The virtual incident simulation program is getting
a significant upgrade. The system will now be cloud-based with almost unlimited
storage capacity. We will be able to provide remote virtual simulation training
with crews from around the county, integrating radio use and our mobile data
terminals for a more realistic training experience.
Advanced Planning Section Update
Fire Prevention Bureau
● LRA Fire Hazard Maps The Fire Prevention Bureau focused a lot of time in February
getting ready for the LRA map release date of February 24. Highlights of our effort since
the maps were published are below:
○ Our online public comment form went live on February 24
○ Hard copy maps are available at 4005 Port Chicago Highway, Suite 250 in
Concord for anyone that requests them in person.
○ Our webpage at https://www.cccfpd.org/lra-maps/ went live within 24 hours of the
maps being released.

○ We have scheduled a public meeting for an update on the LRA maps in our
jurisdiction. This meeting will also allow for public comment on the maps.
■ Scheduled for April 1, 5:30pm-7:30pm, 1025 Escobar Street, Martinez.
● Wildfire Mitigation The countywide wildfire mitigation program is going well. An updated
map is provided below which indicates the locations of the 43 projects that were
completed between July 1 and December 31, 2024. The data has been uploaded in a
GIS system to provide accurate updates for quarterly reporting.

Administration Section Update
● Chief of Administration II Recruitment Following an unsuccessful recruitment
process, the District has re-launched the search for a Chief of Administrative
Services II. This recruitment closed on March 7, 2025. From the dozens of
applicants, a small group will be selected for interviews later this month.

Support Services Division
● Apparatus Shop Staffing The District is pleased to announce the addition of
Victor Razo as our new Emergency Vehicle Technician (EVT) II. The District has
grown and added fire apparatus over the last several years, but struggled to fill
open EVT positions for more than a decade. These positions are essential, as
they perform maintenance and repair work on our fire apparatus, in order to keep
them operational. With Victor ’s appointment, the fire apparatus shop is now fully
staffed, strengthening our commitment to maintaining the highest standards of
service and readiness.
● Roofing of Fire Stations The District recently completed re-roofing projects at
two of our fire stations. Both Fire Station 15 (Lafayette) and Fire Station 80
(Pittsburg) had aging roofs that were experiencing leaks. The installation of new,
durable roofing systems will significantly enhance the longevity and functionality
of these facilities, ensuring their continued service for years to come.

New Fire Stations / Major Facilities Construction
● Fire Station 90 (Brentwood) The real estate transaction has concluded and we
have initiated the CEQA processes for the project. The architect is reutilizing
the site plan and station layout from the previous location to determine the
needs of the District in coordination with the County.
● Fire Station 94 (Downtown Brentwood) The City of Brentwood delayed the
Planning Commission Hearing from February 18 to March 18, 2025. Once the
Planning Commission takes action, we look forward to applying for a building
permit. Heat mapping from 2024 reveals significant demand for fire and EMS
services in the downtown area.

The second graphic shows the site layout. This layout indicates new on-street
parking due to smaller apparatus bays from the previous station. It also
preserves and demonstrates that there will be no impact to the structures on
the Brentwood Memorial Veterans Building site. This is the final site plan that
will be presented to the Brentwood Planning Commission.

● Fire Station 9 (Pacheco) Work continues on the design and layout of the
station on the site. Staff is working to identify a temporary fire station site that
will be needed during construction for approximately 24 months. Staff is
meeting with Diablo Valley College to evaluate a possible temporary location.
Later this year, the District will open a bidding process to select a design-build
entity for this station.

● Contra Costa County Regional Fire Communication Center (CCRFCC) (Pleasant
Hill) Construction continues, and no significant challenges have been
encountered. District Staff continues to work with PG&E planning for the new
service and associated easements that will be required.

Rodeo-Hercules FPD Annexation Update
● LAFCO held a protest meeting on January 22. There was no public comment or
protests filed. LAFCO ordered the annexation and reorganization move forward
at their February meeting.
● LAFCO is submitting all necessary documentation to the Board of Equalization to
memorialize the annexation. July 1, 2025 is the effective date of the annexation
and the Rodeo-Hercules Fire Protection District will be dissolved upon that date.
● The District incorporated the anticipated revenues and expenses of the
annexation into its FY25-26 budget submission, including the addition of the
employees effective July 1, 2025.
● Planning meetings are now occurring every two weeks. Additional meetings
have been scheduled with County HR and the Auditor-Controller to discuss
logistics and necessary transition items.
● Shortly after the LAFCO protest hearing, the District was made aware of a
petition that was initiated by a group of residents to repeal Measure O. Measure
O was approved by voters in Rodeo and Hercules in 2016 to provide
supplemental funding to reopen and maintain a second fire station. This
supplemental funding measure provides approximately $2.7M (based on
FY24-25) with an annual escalator to the RHFPD. This supplemental revenue
was considered as necessary and included in the fiscal analysis as necessary to
maintain the current level of service to the communities of Rodeo and Hercules.
The RHFPD requested information from Con Fire regarding the potential
consequences of this funding being repealed and no longer available. A
document was prepared and approved by County Counsel with factual
information regarding the consequences of reduced funding on the newly
annexed area. Without Measure O funding, there will not be sufficient funding to
operate two stations in the communities of Rodeo and Hercules.
● Chief Broschard attended and provided information relative to Measure O at the
February RHFPD Board meeting, as well as the Rodeo MAC meeting in late
February.
● Multiple community members have contacted the RHFPD Fire Chief to inquire
how they can remove their names from the signed petition in light of factual
information being provided about this potential measure and its impact on the
community.
Rodeo-Hercules Measure O Funds
On December 11, 2024, the Contra Costa Local Agency Formation Commission (LAFCO) unanimously approved the annexation of
the Rodeo-Hercules Fire Protection District by Contra Costa County Fire Protection District (Contra Costa Fire).
W hen will the annexation take
place?
The annexation will take place on July 1, 2025.
Contra Costa Fire will absorb all of Rodeo-Hercules’
firefighters, support staff, facilities, debt, liabilities, apparatus
and equipment.
W hat is Measure O? Measure O is a parcel tax specific to the geographic
footprint of the Rodeo-Hercules Fire Protection District.
Passed on the November 2016 ballot with 78% of the weighted
returned ballots in favor of the tax measure. The parcel tax is
used to fund the operation and staffing of two fire stations, one
in Rodeo and one in Hercules.
After the annexation, will Rodeo
and Hercules residents still have
to pay the Measure O tax?
Yes.
The Measure O Senior Citizen Exemption will still be available
to those who qualify and apply every year, all others will be
required to pay the tax as they do today.

Contra Costa Fire will use Measure O funds to continue staffing
the fire station in Rodeo and the fire station in Hercules.

The fund balance will be used to pay down the approximately
$12 million dollar pension liability of the Rodeo-Hercules Fire

BACKGROUND:
The Contra Costa County Fire Protection District (District)delivers both emergency and non-emergency
medical services within its jurisdiction.These services encompass 911-system emergency ambulance
transports,emergency medical services first response,and inter-facility ambulance transports for both residents
and visitors. The District also assesses charges for the provision of these services.
Insurance payments for ambulance transportation vary by provider type and policy.Insurance companies do not
always cover 100%of the cost of 911 services.Patients may be responsible for copays,deductibles,or the total
cost of services,depending on their health insurance plan.For that reason,the District is seeking a contract with
Ray Klein,Inc.,d/b/a Professional Credit Service,to provide collection services for unpaid and delinquent

In October 2023,the Fire District initiated a bidding process and received five proposals.Following a thorough
evaluation,the top two companies were selected for interviews based on their qualifications.Professional
Credit Service stood out during the interviews,highlighting their expertise and knowledge in the collections
area, specifically, a distinction that set them apart from the other contenders.
The District began using the services of this contractor on June 1,2018.The contractor is a full-service
collection agency and provides collection services for unpaid and delinquent accounts receivable including
delinquent ambulance and emergency medical services (EMS)bills.This contract will allow a qualified and
experienced full-service collection agency to continue to provide collection services for unpaid and delinquent
account receivables for the District.
CONSEQUENCE OF NEGATIVE ACTION:
The District will not be able to collect on unpaid and delinquent account receivables for emergency ambulance

Academy (facility,equipment,props,and classrooms),the Fire District training facility/Contra Costa Fire
Training Center that provides the location for the Los Medanos College ARTP.The Training Facility Use
Agreement (Agreement)will permit the College District to continue to deliver their ARTP using the Contra
Costa Fire Training facility.
The agreement requires the Fire District to defend,indemnify,and hold harmless the College District from Fire
District’s share of liability for damages,injury or death of or to any person or the property of any person caused
by the negligence or willful misconduct of the Fire District,its officers,agents or employees in the Fire
District’s performance of the Agreement.

A key component of our CAD 911 system is its geospatial capabilities.This functionality is incorporated

Dispatchers,each call is georectified,creating spatial awareness of its true location.The CAD mapping engine
uses this data to determine driving directions and optimize routes.The ESRI mapping components are further
used to create and comply with jurisdictional boundaries for agency responsibility areas.
The Central Square CAD system and associated ESRI mapping components have been in use at the Contra
Costa County Fire Protection District for over twenty years and are key components of our emergency call
taking system.

service,annual inspections,and software upgrades on Uninterrupted Power Supply (UPS)equipment to ensure
the CCRFCC remains fully functional during power outages.In the event of power loss,the equipment
provided by Eaton ensures uninterrupted power is available before backup generators are activated.

and user fees.DIFs are collected during the building permit process to mitigate the impact of new construction
service demands on District capital needs.CFD,also called Mello-Roos,are special districts that allow the
District to access a parcel tax to pay for fire service in the newly developed areas.
NBS is providing multiple services under this contract to assist the District with funding of development related

Facilities District formation that review the impact of new developments from a services perspective,with a
goal of ensuring that new developments also fund the additional associated service costs.The CFD work also
includes the ongoing administration,which is the work of placing the levy on the tax roll so that the CFDs
already in place continue to be levied with funds collected contributing to the provision of services by the
District.It also includes the continued annexation of property to the existing CFDs so that those properties that
are required to be annexed and ultimately taxed within the CFD go through the legal process to allow for that
taxation to occur.The work plan includes a User/Regulatory Fee Study that will update the Code Enforcement
Fees with the goal of having the fees reflect the cost of providing these services.
The increased payment limit will provide funding for NBS Government Finance Group to complete the original
scope of work and continue to provide CFD annexation and administration services.
CONSEQUENCE OF NEGATIVE ACTION:
In the event that this Agreement is not approved,the Fire District will no longer receive services from the NBS
Government Finance Group.This would also impair the District’s ability to generate the required DIF

the District further strengthened its capabilities with the acquisition of a hazardous materials vehicle.It is
necessary to maintain a consistent stock of the necessary hazardous materials response equipment,ensuring it is
always readily available.The use of standardized equipment,as established by state guidelines,guarantees
interoperability across Hazmat teams throughout California.Hazmat Resource is one of the few vendors whose
products meet both state and national firefighting safety standards.

The Contra Costa County Wildfire Prevention Plan project is a comprehensive initiative to enhance wildfire
resilience in Contra Costa County,by developing the Contra Costa Community Wildfire Protection Plan
(CWPP).The project will involve various activities,including extensive data collection and analysis,
community engagement and outreach,development of mitigation strategies,and preparing necessary
environmental documents in compliance with the California Environmental Quality Act (CEQA).Completing
the CWPP will position the county and its high-risk surrounding areas to implement wildfire mitigation
strategies to safeguard the community,preserve the natural landscape,and enhance the overall resilience of the
region against the threat of wildfires.
In 2019,Diablo Fire Safe Council served as the preparer of the 2019 document in conjunction with the Contra
Costa County Fire Chiefs Association,Hills Emergency Forum,and Stakeholder Committee Members.This

responders identify chemicals in the field within minutes.This includes trace-level detection of narcotics like Fentanyl,opioids,
amphetamines,and other drugs-of-abuse,chemical warfare agents (including being validated for A-series or Novichok agents),
explosives,toxic industrial chemicals,environmental pollutants,and other chemicals of interest.The Griffin G510 GC/MS is a
confirmatory decision support tool that identifies potential hazards,and helps guide response professionals in determining the
appropriate course of action.
The Griffin G510 is valued at $125,000 and has already been purchased by the Bay Area Urban Areas Security Initiative.This board
action allows the Fire District to accept the transfer of this equipment.
