HomeMy WebLinkAboutMINUTES - 09081987 - 2.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 8, 1987 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: See below ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Concord Naval Weapons Station Warren E. Rupf, Assistant Sheriff, advised the Board that the Sheriff ' s Department is conducting an investigation into events that took place on September 2, 1987 at the Concord Naval Weapons Station which resulted in serious injury to a protester. He stated that when the investigation is completed the findings will be submitted to the District Attorney. Supervisor Sunne McPeak noted that communication between the Navy and the Sheriff ' s Department is a policy that must be adhered to in order to avoid such incidents in the future. She recommended that the Navy be requested to not move any trains or trucks until the Sheriff ' s personnel are present. She further recommended that the Navy be requested to move their tracks from County property and to establish alternate routes for movement of material from the Weapons Station. Supervisor McPeak also recom- mended that the County bill the Navy for the cost of the additional law enforcement personnel required at the Naval Weapons Station on Saturday, September 5, 1987 because of protest activities. Supervisor Tom Powers concurred and stated that he believed there should be a local liaison established to monitor movement of material from the Weapons Station. Supervisor Nancy Fanden recommended that the Navy be requested to relocate the Naval Weapons Station. Supervisor Tom Powers suggested that the County' s Federal legislative delegation be requested to ask the Navy to provide informaton justifying the continued location of the Naval Weapons Station in an urban area such as Concord. Supervisor Robert Schroder advised that he felt it was premature to bill the Navy for the County' s law enforcement costs resulting from the protest and that the full report from the Sheriff ' s Department and Navy should be reviewed prior to taking such action. After further discussion by the Board, IT IS ORDERED that the following actions are APPROVED; 1. ACCEPTED oral report from Assistant Sheriff Warren Rupf on accident at the Concord Naval Weapons Station; 2. REQUESTED the U. S. Navy not to move any trains or trucks if there are protesters present until County Sheriff personnel are on the scene; 3 . REQUESTED the Navy to move all railroad tracks from property not belonging to the U. S. Government, and explore alternate routes for truck traffic; 4. REQUESTED the Sheriff to establish a liaison to work with the Navy personnel on coordination of movement of material from the Naval Weapons Station; 5. DIRECTED that letters be sent to the County' s Federal legislative delegation asking that information be requested from the Navy as to the justification for continuing to maintain the Naval Weapons Station in an urban area and whether or not alternative sites have been explored; and 6. DIRECTED that the U.S. Navy be billed for the County' s costs for additional law enforcement personnel during the recent incidents at the Naval Weapons Station.
