HomeMy WebLinkAboutMINUTES - 09081987 - 1.32 fin 1-032 TO BOARD OF SUPERVISORS FROM: PHIL BATCHELOR V,�..,���,,1}}`,a County Administrator CWIa DATE: August 26, 1987 CO^ SUBJECT: CAL-ID FINGERPRINT IDENTIFICATION SYSTEM IMPLEMENTATION ACTIONS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and authorize the County Administrator or his designee to execute on behalf of the County contracts providing for implementation of the CAL-ID system with Contra Costa Cities, Kensington Community Services District, and the County of Alameda. FINANCIAL IMPACT: None beyond- that provided for in the final FY 1987/88 budget. Contra Costa County's share of the first year start-up costs and operating cost for CAL-ID is $210,000, which has been appropriated as part of the final FY 1987/88 budget. This represents 18.56% of the total cost of the program for the County for this fiscal year; the balance of the cost to be shared on a population basis by all the cities in Contra Costa County and the Kensington Community Services District. REASONS FOR RECOMMENDATION/BACKGROUND: On April 21, 1987, your Board approved the County's participation in the Regional CAL-ID Fingerprint Identification System and declared its intent to share the costs on a population basis, as determined by the Local and Regional RAN Boards. A detailed status report on CAL-ID was contained in that report to your Board. At that time, the City of Lafayette had declined to pay its pro-rata share of the costs of the program and became a non-participating jurisdiction. On August 24, the City Council unanimously approved City participation and financial commitment to the Program. Consequently, now all Contra Costa County Cities and the Kensington Community Services District have agreed to participate in the CAL-ID program. The . contracts covered by the recommendation above provide for agreements between the County and each participating jurisdiction in Contra Costa, setting forth, among other things, the payment of each jurisdiction's share to Alameda County acting as fiscal agent for the Program. It also provides for a contract between the two Counties setting forth payment, accounting, and related matters. In addition, since the April 21 report, a purchase order for the hardware for CAL-ID has been signed by the Counties of Alameda and Contra Costa and the State of California. This allowed the $1,862,000 in State share of hardware costs to be encumbered from the fiscal year 1986/87 State appropriation for this purpose. Currently, negotiations are underway for site preparation for the computer equipment in Alameda and Contra Costa Counties and maintenance agreements with the hardware vendor. Authorization to sign these and any other contracts necessary to implement CAL-ID will be requested from your Board at a.later date. It is anticipated that the program will be operational in early January 1988. The positions required within the Sheriff's Department for the CAL-ID Program are currently being classified by the Personnel Department and, when reviewed and approved by both the County Administrator's Office and the Local RAN Board, will be forwarded to your Board for approval.
