SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND Alm JUSTIFICATION
RECOMMENDATION:
That the Chairperson be authorized ( 1) to accept on behalf of the
County $80 ,000 from the Contra Costa County TSM Committee, ( 2) to
nominate a representative of the Board as a member to the TSM
Grant Oversight Committee, and ( 3 ) to direct the Community
Development Department to contract with an outside agency or
person to provide TSM coordinator services.
FINANCIAL IMPACT
No negative impact on County funds.
BACKGROUND
As a condition of the agreement between Edward A. Dimick, the
County of Contra Costa, the Redevelopment Agency of Contra Costa
County, and certain developers doing business in the redevelop-
ment area of Pleasant Hill BART, a sum of $80 ,000 was placed in
escrow to be used for the purposes for which the Contra Costa
County TSM Committee was formed: ( 1) to study traffic problems
associated with residential and office development in Central
Contra Costa County, and ( 2) to promote adoption of measures to
mitigate those problems. The TSM Committee, by resolution, has
determined that the County be the vehicle by which the above
purposes/goals be accomplished and that funds in the amount of
$80,000 are available to cover such costs.
Whereby the TSM Committee further determined that $40 ,000 of the
$80,000 be used for the award of grants to an agency( ies) as most
deserving, the TSM Committee recommended a grant oversight com-
mittee to review TSM proposals and that such a committee consists
of one Board member and four members of the former TSM Committee.
Due to the Community Development Department' s role in the trans-
portation area, it is appropriate that it handle the Response For
Proposals (RFP' s) leading to the selection of the TSM coordina-
tor.

TSM COMMITTEE
The Transportation System Management (TSM) Committee having met in its official
capacity on September 2, 1987 in the City of Martinez, California does hereby
resolve:
Whereas the Contra Costa County TSM Committee was established in September 1986
with the purpose of using $80,000 to 1) study traffic relief measures and 2)
propose TSM measures; and
Whereas the TSM Committee, originally comprised of one member of the Board of
Supervisors, one member of CBCC, one member of the Sierra Club, one member of the
Contra Costa Council , and one member of the Contra Costa Centre Association; and
Whereas the TSM Committee in December, 1986 and January, 1987 reviewed, accepted
and agreed that $40,000 should be set for use by the County to proceed to
contract for services to develop and provide a County TSM Coordinator function;
and
Whereas the TSM Committee was expanded in March to include the cities of Pleasant
Hill , Walnut Creek, Concord, Clayton and Martinez, and the Sierra Club; and
Whereas in June, 1987 the Board appointed a replacement for Supervisor Sunne
Wright McPeak as its representative and Chair of the TSM Committee; and
Whereas the expanded TSM Committee explored the use of public relations functions
to assist the alleviation of traffic, including research, brochures to new
residents and new employees, coordination with businesses, students, senior
citizens, and disabled persons; and
Whereas the expanded TSM Committee prefers activities which actually alleviate
traffic and develop alternative transportation to the single occupant vehicle;
and
Whereas the expanded TSM Committee reviewed and adopted the concept of
establishing a granting program for TSM projects; and
Whereas the expanded TSM Committee accepted the criteria for such a matching
grant program; and
Whereas the expanded TSM Committee adopted a scope of work for the County's TSM
Coordinator function; and
Whereas the By-Laws provide that the TSM Committee shall conclude its work within
9 to 12 months; and
Now therefore be it resolved that the TSM Committee authorizes the Chair to turn
over to the County the amount of $80,000 for the continuation of the TSM
Committee's purposes and decisions; and
Be it further resolved that $40,000 of the total amount shall be used for the
purpose of .engaging contract services to establish a TSM Coordinator position to
support program implementation and public relations activities, as specified in
Attachment "A" by the County; and
Be it further resolved that the TSM Committee recommends that the Board 'seek an
on-going funding source for this function in order to ensure a minimum of .three
years retention of this function; and
Be-it further resolved that the balance of $40,000 of the total amount shall be
used to fund TSM projects, such determination to be made by a special committee
of the Board comprised of one Board member and four members of the former TSM
Committee and that such decisions shall be made based upon the schedule and
guidelines in Attachment "B"; and
Be it finally resolved that this TSM Committee has completed its responsibilities
and duly disbands effective September 1987.

TRANSPORTATION SYSTEM MANAGEMENT (TSM) COORDINATOR
Scope of Work
I . Administration of the Pleasant Hill Bart TSM Ordinance
Staff TSM Advisory Committee established pursuant to the Pleasant Hill
Bart TSM Ordinance.
Review and evaluate employee surveys.
- Ensure compliance with the TSM Ordinance.
- Accept, evaluate TSM plans and make recommendations as appropriate.
- Prepare an analysis on Ordinance implementation for a report to the
Board of Supervisors within three (3) months of the date of hire.
- Compile and publish an Annual Report which assesses compliance and
recommends alternatives appropriate to individual firms or property
owners.
- Establish and maintain relationships with affected property owners,
businesses and TSM coordinators in order to enhance program
effectiveness.
II . Administration of the Countywide TSM Ordinance and Program
- Develop Survey.
- Develop mailing list of employers and property owners per ordinance
requirements; mail requests for compliance.
- Develop implementation plan with target dates by employer group. This
work item to be completed within 6 months from date of hire.
- Coordinate and support establishment of area TSM Advisory groups and
integrate comments/reviews or studies through Transportation
Partnership Committees.
- Compile and publish an Annual Report which assesses compliance and
recommends alternatives appropriate to individual firms or property
owners.
- Establish and maintain relationships with affected property owners,
businesses and TSM coordinators in order to enhance program
effectiveness.
- Review and recommend ordinance modifications.

III . Liaison with Cities/Counties/Transportation Committees
Encourage and assist cities in developing.a TSM ordinance appropriate
for each jurisdiction where no ordinance exists.
- Develop public presentations and displays suitable to transportation
related events in the County; report to Board of Supervisors on
contacts made and presentations given - required in May/ June, 1988.
Establish and maintain contact:-with Solano and Alameda Counties on
programs of joint benefit to reduce single occupant auto usage.
IV. Community Information Program
- Develop a cost effective TSM implementation program including
promotional materials targeting commuters, students, current and new
county residents, employers, employees-and seniors.
Evaluate school information surveys to determine feasibility of
alternative starting times and develop rideshare implementation
program.
This work item .to be substantially complete within 9 months from date
of hire.
- Assist in compiling and disseminating an information packet containing
transportation services available at major employment sites.
Reports to the Board of Supervisors will be required beyond those noted. Such
reports will be prepared at the direction of the Deputy Director for Transporta-
tion, Community Development Department and should not exceed more than one report
per month. .
If funds are not forthcoming from the Metropolitan Transportation Commission
(MTC) to support program implementation; then item IV will not be done until
1989.
It is estimated that_ 75-80%completion of all work items above will be
accomplished within one year of the date of hire.
The Board should direct that the County Community Development Director
immediately proceed to advertise for contract services, via Request For Proposal
(RFP) to provide the TSM Coordinator function and that a contract should be
awarded by November 30, 1987.
The Board should further direct that this function be placed within the Community
Development Department and that reports, as required in the Scope of Work, shall
be included as part of the Board of Supervisors' agenda for the purpose of Public
Notice and Comment, and that these same required reports be distributed to City
Council Members, transportation and transit agency governing bodies, and the
member organizations of the former County TSM Committee.

ATTACHMENT "B"
GUIDELINES FOR TSM GRANT PROGRAM
Purpose
The purpose of the grant program is to foster the demonstration of an activity
that promotes the use of alternatives to single occupant vehicles during commute
hours in Contra Costa County.
Guidelines
The following guidelines will help grant applicants develop attractive proposals
for the consideration by the Selection Committee.
1. Target Area: The proposal may be targeted to include new residents, new
employees, students, seniors, or the disabled. The target audience should
include a large share of the commuting population or a segment of the
commuting population. Traffic alleviation in the Pleasant Hill BART Station
Area is to be a priority.
2. Innovation and Action: Proposal should center on effective or creative
action projects which differ from previous TSM efforts, or which
significantly augment TSM efforts currently underway.
3. Monitoring: The proposal should include a component that involves
monitoring and evaluating the proposal 's effectiveness to, help demonstrate
the viability of the concept tested by the proposal .
4. Replication: Proposal should be structured in a way that, after initial
demonstration, will facilitate its utilization elsewhere in the county.
Evaluation Criteria
Factors based on the program's guidelines should be used by the Selection .
Committee for evaluating the proposals received. These factors should be
incorporated into a matrix that weighs the importance of each factor as
determined by the Selection Committee. The definition of each factor follows.
The Selection Committee may combine criteria as appropriate.
1. Effectiveness: The degree to which the proposal can demonstrate probable
success.
2. Innovation: The concept hasn't been tried before or is not currently
utilized elsewhere in the county, or significantly augments existing TSM
efforts that are particularly promising.
3. Population: The size or type of the commuting population covered.
4. Target Audience: The degree to which the proposal focuses on new residents,
new employees, students, seniors, or the disabled.

5. Focus: The degree to which proposal concentrates efforts on a specific
problem or area.
6. Impact: The degree to which the proposal reduces single occupant vehicle
use during commute hours.
7. Target Area: The degree to which the proposal coordinates efforts with
existing job centers in Central Contra Costa County and existing
transportation systems .(BART,Rides, CCCTA) etc. , particularly within the
Pleasant Hill BART Station Area.
8. Leverage: The ratio of other funds provided to match the grant, or the
likelihood of continued funding from other sources after the demonstration
period.
9. Monitoring:. The effort to evaluate a proposal 's effectiveness.
10. Repl.ication: The. abili-ty to apply the concept elsewhere in the county.
The TSM Grant Selection Committee shall be comprised of one member of the Board
of Supervisors, and four members of the former County TSM Committee. The four
members from the former TSM Committee shall be Ed Dimmick, Rich Carney, 'Merle
Gilliland, and Tom Koch. . Any member may designate an alternate.
The Selection Committee shall meet, prior to advertisement for the Grant Program,
to determine weighting of criteria and decision making process for selection.
The advertisement for the Grant Program should begin as soon as possible with
December 31, 1987 tentative closing date for receipt of proposals; this may be
extended by the .Selection Committee if necessary. Decisions on awarding the
grant(s) should be made prior to March 31, 1988 or sooner, if possible. This
date may-also be extended by the Selection Committee, if necessary.
The Selection Committee should make a final report on its decisions to the Board
of Supervisors; copies of the report should be sent to the member organizations
of the former TSM Committee.
The Board should direct the Community Development Director to work with this
Grant Selection Committee in expediting its work and in preparing advertisement
for the Grant Program. Costs of such advertising to be covered from the $40,000
being allocated for the Grant(s).
