Accept County Justice System Subvention Program Advisory Group's emergency report, detailed below, and approve following recommendations: a. Revise FY 1990/91 Subvention Program project amounts as set forth in recommendation 1 above. b. Refer issues of increased Subvention Program funding to County Administrator. C. Support urgency legislation of Assemblywoman Maxine Waters (AB 2433) authorizing restoration of Subvention Program funds. d. Support legislation authorizing County imposition of a booking fee for Juvenile Hall admissions. FINANCIAL IMPACT: Recommendation 1 conforms FY 1990/91 Subvention Program project amounts to Final State Budget. Number 4-d would increase County revenue that could make up for lost State funds in the justice system. Contract payment limits in recommendation 2 represent general fund amounts included in the Final FY 1990-91 County Budget as approved August 6, 1990 and adjusted August 14, 1990. BACKGROUND/REASONS FOR RECOMMENDATIONS- On May 8, 1990, your Board approved the FY 1990/91 County Justice System Subvention Program amounts totaling $1,759,679. As a result of the Governor's actions on the State budget, the Subvention Program was cut from that amount to $896,810, a reduction of approximately 49%. On August 10, 1990, the Advisory Group held an emergency meeting to discuss the impact of such a reduction on the recommended projects. The Advisory Group's report follows. Advisory Group Report The Advisory Group strongly supports all of the Subvention Program projects and believes that all of them represent vital links in the justice system. As a result of discussions with the project representatives, the Advisory Group believes that it is important to provide partial funding for each project for FY 1990/91. Even at a reduced level, all of these projects provide services of significant value to the Justice System. The Advisory Group, therefore, makes the following recommendations to the Board of Supervisors: 1. Reaffirms its support of all of the Subvention Program projects and hope that these projects can be fully funded from other sources. The Advisory Group supports the concept of utilizing additional revenue sources in the justice system such as booking fees to make up for reductions in the justice system. 2. The Advisory Group recommends funding each project at a reduced level with respect to State Subvention funding as indicated in the County Administrator's Office recommendation #1 above. 3. Requests that the Board of Supervisors strongly support Assemblywoman Maxine Waters' bill (AB 2433) authorizing the restoration of Subvention Program funds. 4. Requests that the Board support legislation which would permit the County to collect fees for admitting juveniles into Juvenile Hall, This report is submitted on behalf of the Advisory Group by Cecil Heden, Chair.
