SUBJECT: Resolution granting jurisdiction to the City of Pleasant
Hill for the annual levy of assessments in Assessment
District No. 20 Commercial Landscaping and Lighting in
the Pleasant Hill area.
The Board of Supervisors of Contra Costa County RESOLVES that:
Pursuant to Section 22506 of the Streets and Highways Code
Landscaping and Lighting Act 1972) , the City of Pleasant Hill has
submitted to this Board a Resolution of Intention to annex land and
levy assessments within Assessment District No. 20, together with
a boundary map of the proposed assessment district. A portion of
the land to be assessed lies within the territory of this 'county.
This Board consents to the inclusion of the properties,
indicated as parcels within the unincorporated territory of Contra
Costa County, to Assessment District No. 20 and to the improvements
described in the Resolution of Intention, a copy of which is
attached to this resolution as Exhibit A.
This Board consents to the assumption of jurisdiction by the
City of Pleasant Hill, with the understanding that the City may
hereafter take each and every step required for or suitable for
consummation of the improvements and the levying of the
assessments.
The Clerk of The Board is authorized and directed to -deliver
a certified copy of this resolution to the City Clerk of the City
of Pleasant Hill.

A RESOLUTION REQUESTING JURISDICTION OF THE CITY OF CONCORD
AND OF THE COUNTY OF CONTRA COSTA
CITY OF PLEASANT HILL
County of Contra Costa, State of California
Assessment District No. 20
Commercial Landscaping and Lighting)
The City Council (the "Council") of the City of Pleasant Hill (the "City"),
RESOLVES:
1. The Council has conducted proceedings for Assessment District No. 20
Commercial Landscaping and Lighting) (the "District") and by Resolution No. 75-88,
adopted August 1, 1988, ordered improvements generally described as the installation,
servicing and maintenance of public landscaping and street lighting within the territory
shown on the boundary map of the District, and levied assessments for the
improvements for the fiscal year 1988-89, all pursuant to the Landscaping the Lighting
Act of 1972, Sections 22500, and following, of the California Streets and Highways Code
the "Act")
2. By its Resolution No. 30-9q the Council has directed the filing of an annual
report for the District for the fiscal year 1990-91. A map of the boundaries of the District
is on file in the office of the City Clerk of the City and reference is hereby made to such
map for further particulars.
3. A portion of the improvements to be made are within the incorporated territory
of the City of Concord and the unincorporated territory of the County of Contra Costa.
Those territories, respectively, are described on Exhibit "A" attached and by this
reference made a part of this Resolution.
4. For the District for the fiscal year 1990-91, the Council intends to adopt its
Resolution of Intention to Order Improvements and Levy Assessments and Providing for
Hearing and Notice (the "Resolution of Intention"), a form of which is attached as Exhibit
B" and by this reference made a part of this Resolution.
5. The improvements to be made are of such a character that they will directly
and peculiarly affect property not only within the boundaries of the City of Pleasant Hill
but also incorporated territory within the City of Concord and unincorporated territory of
the County of Contra Costa, and the purposes sought to be accomplished can best be
accomplished by a single comprehensive scheme of work;
6. The public interest, convenience and necessity will be served by the making of
the improvements and the levying of assessments;
7. Request is hereby made of the City Council of the City of Concord and of the
Board of Supervisors of the County of Contra Costa, being the legislative bodies having
jurisdiction over the incorporated and unincorporated territories shown in Exhibit "A" in
which a portion of the improvements are to be made and the assessments are to be
levied, to grant to this Council their consents, expressed by resolutions, to the ordering
of the improvements, and to the assessment of the costs thereof upon the property
benefited thereby, and the assumption of jurisdiction thereover for the purposes
aforesaid, and to the making of such changes and modifications therein as may be
proper or advisable in the manner provided by law.
8. The City Clerk is hereby directed to file with the City Clerk of the City of
Concord and with the Clerk of the Board of Supervisors of the County of Contra Costa a
certified copy of this Resolution, together with a copy of the form of Resolution of
Intention and a copy of the boundary map.
