COSTA COUNTY, CALIFORNIA Adopted this Order on November 27 , 1990,, by the following vote: AYES: Supervisors Powers, Schroder, Torlakson,, Fanden, McPeak NOES: None ABSENT: None ABSTAIN: None SUBJECT: Blackhills Boundary Reorganization RESOLUTION NO. 90/766 LADC 90-29) Gov. Code, 5 57082) This resolution is adopted pursuant to the Cortese-Knox Act (Gov. Code, SS 56000-57550) . The purpose of the proposed reorganization is to allow efficient provision of water, sewer, police and other services to territory to be developed. This proposal is for a reorganization consisting of an annexation to the East Bay Municipal Utility District, an annexation to the Central Contra Costa Sanitary District, an annexation to CSA P-2A, an annexation to CSA M-23, and concurrent amendments of spheres of influence to accommodate said annexations. The subject territory is legally uninhabited and the Local Agency Formation Commission has authorized this Board to conduct proceedings without notice and hearing. The terms and conditions for the reorganization, as specified by the Local Agency Formation Commission, are that: 1) prior to execution of the Certificate of Completion for the proposed reorganization, the Blackhills Developers shall submit evidence to the Executive Officer of the Commission that full payment of the County Service Area P-2A annexation fees ($25,530) have been made, 2) the boundaries of affected territory shall be as described in attached Exhibit A" and 3) said territory shall be subject to ordinances, rules,, regulations, bonded indebtedness and contractual obligations of annexing agencies . The affected territory will be taxed for any existing bonded indebtedness of the affected Districts., the regular county assessment roll will be used for the collection of taxes and assessments in the subject territory. This Board hereby approves and orders this reorganization, subject to the terms and conditions aforestated.
