CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter Supporting
the AFL-CIO's request for
a National Health Plan Resolution 90/645
WHEREAS, during the past 50 years the AFL-CIO has supported many legislative
proposals for a national health plan; and
WHEREAS, health care costs are now rising at rates that far exceed the general,
rate of inflation and all expectations; and
WHEREAS, studies show that many medical procedures are performed which are
wasteful or possibly unnecessary; and
WHEREAS, there are currently six million Californians who have inadequate health
care coverage; and
WHEREAS, the county, as the provider of last resort, is facing a health care
crisis because of inadequate state and federal reimbursement rates; and
WHEREAS, the call for enactment of a national health program is coming from many
groups including consumers, organized labor, and the business community; and
WHEREAS, the AFL-CIO is calling for a three-pronged approach to addressing the
health care problem on a national level which includes cost containment and
elimination of unnecessary services, guaranteed access to a basic health care
benefits package, and improved information for consumers on the costs and quality
of care available as well as the benefits, if any, of new technological advances
in the medical field; and
WHEREAS, the AFL-CIO will work to ensure that the financing of a national health
care plan does not unfairly penalize any one age group and that it is as
progressive as possible;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa
County supports the AFL-CIO's efforts to enact a National Health Care Plan.
