Matter of Declaring Support for TRUSTLINE, the RESOLUTION NO. 90/ 630 In-Home Care Provider Registry TRUSTLINE is a pilot project ( initiated by the California State Legislature in 1989) in Alameda, Contra Costa, San Francisco, Santa Clara, and San Diego counties which provides a way for parents to check the .criminal and child abuse registry on the child care providers who are exempt from licensing. Providers in this category include babysitters and nannies--people taking care of children in the child' s own home. This system implements one of the safeguards already present in licensed family day care. TRUSTLINE was. started because in 1983 , Elizabeth Phillips was violently shaken by her neighbor ' s nanny and was left partially paralyzed and permanently blinded. Three mothers sought help from the California State Legislature to find a way for care providers to let parents know they had no criminal convictions or history of child abuse. This resulted in a five-county pilot known as TRUSTLINE, the In-Home Care Provider Registry. The pilot was given only $50, 000 for all publicity efforts and has been successful by all standards, in spite of limited funds. TRUSTLINE should be expanded statewide to offer parents and children the same opportunity for this important safeguard as we now enjoy in Contra Costa County. It is the type of program that saves lives and injuries by preventing recurring abuse. In July of 1987 , this Board passed a Board Order declaring support for implementation of the In-Home Child Protection Act of 1987, which. is the legislation that began TRUSTLINE. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors once again declares their support for TRUSTLINE, the In-Home Care Provider Registry to expand to a statewide program.
