In the Matter of a Retirement
Commendation for Ernest Siegel ) RESOLUTION NO. 901624
WHEREAS the Board of Supervisors,in accepting Ernie Siegel's resignation effective with his retirement,July 1,
1991, takes this opportunity to commend Ernest Siegel for ten years' of dedicated service to the County as
County Librarian. During his tenure,the library has had numerous funding problems,but has still implemented
a number of new innovative programs.
WHEREAS Ernie Siegel's accomplishments include:Drafting,publishing and adopting the County's first long-
range library service plan; working with City of San Ramon to plan, design,build and open first new library
branch in ten years;and working with Concord,Danville,Clayton and Hercules on new library building plans;
working with consultants,vendors and staff to determine the feasibility of library computerization,to design the
system, to implement a modern data processing system,including automated circulation and a CD-ROM book
catalog,with additional on-line enhancements still to come;in a time of severe fiscal constraints,working with
staff to minimize the impact of budget reductions on staff and library services;maintaining 3;000,000 annual
book circulation despite a 20%reduction in service hours,strengthening the County's Library's role in BALLS
and BALIS' services to Contra Costa County in inter-library loan and backup reference services and staff
development opportunities;providing sorely needed expanded Central Administration;Storage,and Technical
Services Office space by taking over an 8,000 square foot County off ce.vacated by the Superintendent of
Schools'move to new quarters;transitioning an important part of the library's budget from the County General
Fund to the Special District Augmentation Fund. as .authorized by the Board;,maintaining cooperative,
collaborative relations with Friends of Library organizations and other community groups in the various areas
of the County;adding the One Millionth Volume to the.County Library's book collections;launching Project
Second Chance,currently recognized as one of the outstanding literacy programs in California, to offer adults
in our community the opportunity to learn to read with instruction and tutoring at their local library;initiated
BAIRS) Bay Area Information and Retrieval Service, the library's I & R Program to provide sources of
information to library patrons on various topics;and
WHEREAS the Board hereby expresses its appreciation to Ernest Siegel for moving the Library into the computer-
age,preparing staff and library customersfor the advancing computerization of all aspects of the library's work,
and for his many other accomplishments as head of the County's extensive library system;and
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,
CALIFORNIA that it hereby COMMENDS Ernie Siegel and further extends its best wishes in his upcoming
retirement.
