"J� DATE' September 29, 1987 CWua SUBJECT: APPROVING AND RECOMMENDING EXECUTION OF CHANGE i) ORDER NO. 31 TO CONTRACT FOR CONSTRUCTION OF A SUPERIOR COURT ANNEX AT 1020 WARD STREET, MARTINEZ (WH109B) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDATION. APPROVE Change Order No. 31 to the Contract dated June 26, 1986, for construction of a Superior Court Annex at 1020 Ward Street, Martinez, between the Contra Costa County Public Facilities Corporation and S.J. Amoroso Construction Co. , and RECOMMEND that the Corporation execute the Change Order, which provides for the addition of a sixth courtroom, complete with spectators and jury seating, and increases the Contract Price by $595, 000. 00. II. FINANCIAL IMPACT. The construction fund established under the Trust Agreement with the Contra Costa County Public Facilities Corporation, dated June 1, 1986, providing for the delivery of the 1986 Certificates of Participation for Capital Projects IV and V, is sufficient to cover this Change Order, together with any other anticipated Change Orders. III. REASONS FOR RECOMMENDATIONS/BACKGROUND. A. The original construction contract for the Superior Court Annex in Martinez includes completion of five courtrooms, four on the second floor and one on the third floor. Other space on the third floor is designed to accommodate three additional courtrooms, but is left unfinished, for future completion. B. The Superior Court has requested completion of a sixth courtroom to accommodate needs in the immediate future. Actual construction costs have left a sufficient amount in the contingency allowance to cover the cost of an additional courtroom. Completion of the sixth courtroom now, through the current general construction contract, will provide cost and convenience advantages to the County. E.I .R. documentation for the project was based on the assumption that the proposed relocation of the Sheriff Patrol vehicles to a new facility on Glacier Drive will satisfy the parking demand for up to six courtrooms. Consequently, no additional parking will be required for this sixth courtroom.
