SUBJECT: Personal Computer Use
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . Recommended Action:
In order to make the maximum possible use of the County' s scarce
resources :
1) Encourage employees to use personal computers in County
Departments to promote greater staff productivity.
2) Encourage County employees to acquire their own personal
computers at reduced prices now available to them as
employees of Contra Costa County.
3) Encourage the use of personal computers in County departments
to improve training and sharpen employee skills under the overall
control of each department head, including employees ' use of
county computers , on the employees ' own time , for personal
matters .
II . Financial Impact :
The recommended action, if approved, will result in no direct fiscal
impact upon the County.
III . Reasons for Recommendation:
A growing workload combined with dwindling resources requires that the
existing County staff be as effective as possible. Automation offers
one means of increasing staff productivity and County management
should encourage their staff to learn to use County personal computer
equipment . Reduced prices to buy their own personal computer equipment
are now available to County employees through vendors who supply the
County' s equipment . Employees who own their own computers and use
them at home will be more effective in the use of this equipment at
the office .

IV. Background:
Personal computers are widely installed in County Departments as office
automation tools . They are now used for word processing, spreadsheet
applications , electronic mail and filing, small database development ,
and as communication devices to access the County' s mainframe computers .
These computers have the capability for additional innovative uses to
improve staff productivity. As more County employees are trained and
become familiar with their use, these employees will see specific
applications which can aid them in their work to support the public .
Because the technology is new to many people and somewhat frightening
to some, County department heads and managers need to learn themselves
and to encourage their staffs in learning to use these new tools
effectively. The vendors who supply these kinds of equipment to
the County are willing to sell computers and software to County employees
at discounts nearly as favorable as those available to the County itself.
Many employees have expressed strong interest in acquiring these computer
systems for personal use . Personal use of the equipment will make County
employees more adept in its use in the workplace .
V. Consequences of Negative Action:
Not approving this action will slow the overall growth of County
employees ' ability to use this new technology to the County' s
greatest advantage .
