FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $146,896.11 and will be funded
by Targeted Case Management Funding and Medi-Cal Admin Activities Funding, and will
be offset by the future elimination of a position upon retirement of the incumbent.
BACKGROUND:
The Health Services Department is requesting the addition of a Health Services Accountant
position in order to manage and oversee the fiscal operations of several Public Health
Division programs. Currently, the duties are being performed by a Health Services
Administrator-Level

Subject:P300 # 20805 Add One Health Services Accountant Position in Health Services
BACKGROUND: (CONT'D)
C who is expected to retire in early 2011 and this position is needed to take over the
current incumbent's duties.
The position will be responsible for overseeing the fiscal operations of the Public Health,
California Children's Services, and Homeless Programs budget units. Duties include
development of the annual budget for these three budget units; monitoring of actual
performance against the budget; preparation of monthly financial statements; review and
submission of grant cost reports and other reports to outside agencies; review and
approval of accounting transactions for entry into the County Finance System; and other
related duties. After an analysis of the job duties, it has been determined by the
Department that the Health Services Accountant is the appropriate classification,
therefore, the Department is requesting the addition of this position.
Additionally, once the incumbent retires, the Health Services Administrator-Level C
position (#8335) will be cancelled and funding for that position will be used to offset the
cost of the new position.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will not be able to effectively manage and
oversee the fiscal operations of the various Public Health Programs.
