ADOPT Position Adjustment Resolution No. 20823 to ADD one (1) Administrative
Services Assistant III (APTA) position (represented) and CANCEL one (1) vacant
Personnel Services Assistant III (ARTA) position # 12034 (represented) in the Fire
Protection District.
FISCAL IMPACT:
There is no fiscal impact.
BACKGROUND:
The attached P300 adds one Administrative Services Assistant III position and cancels one
vacant Personnel Services Assistant III position. This action will provide the Fire District
with more flexibility in the future assignment of administrative personnel.
The above-referenced Personnel Services Assistant III position was recently vacated. The
last time the position was vacated (in 2003), it was downgraded from an Administrative
Services Officer to a Personnel Services Assistant III. While it is our intention to keep the
personnel assignment at its current organization level, using a more general

BACKGROUND: (CONT'D)
administrative classification will provide us with more flexibility in the hiring process
and in making future work assignments. This flexibility is necessary given budgetary
limitations and projected future attrition within the administrative services division.
The minimum qualifications for the classifications are very similar. Both require a
bachelor’s degree and three years of professional experience. The experience requirement
for Administrative Services Assistant III is more general, allowing for a background in
either administrative, budgetary, or personnel analysis. Most County departments use
incumbents within the Administrative Services Assistant III classification for
personnel-related assignments. Personnel Services Assistant III positions are generally
only found in the largest County departments, where some specialization in
administrative job classifications is not overly limiting. The salaries for the two
classifications are tied; therefore, this action will not require any adjustments to our
current year budget.
