Dick Offerman, Pleasant Hill resident, expressed concern about leaded aviation fuel . He cited the potential danger of lead exposure to youth. The goal is for this project to get through the entitlement process, CEQA, etc., by the end of 2024. The building is scheduled to be energized on January 26, 2024. Once Airports staff occupies the building, a ribbon-cutting ceremony will be planned. 9.Report on Habitat Management Land and Brushy Creek Conservation Bank Grazing License Solicitation Process, Byron Airport . 24-0132 Airports staff has been working with a subcommittee on the Aviation Advisory Committee (AAC) on this process and during the last year the Los Vaqueros project has become more defined . There will be a significant impact on a portion of the Habitat Management Lands (HML) at Byron Airport (the southern edge). Staff is recommending to the Board of Supervisors to extend the existing agreements for a couple of years until the impacts to access, water rights, etc ., are better understood. Staff recommends extending the existing agreements with five, one-year extensions . 10.Report on Community Engagement Efforts by Airports Staff 24-0133 Page 3 of 5 36 Airport Committee Committee Meeting Minutes January 22, 2024 Santa’s Jolly Landing took place in early December 2023 and was a well-attended, successful event . Airport businesses participated and there was a raffle, which raised money for the Food Bank, equivalent to 1,120 meals. Supervisor Burgis added that Girls in Aviation Day and the fund raiser for the Patriot Jet Team non-profit were both amazing events . 11.Discuss proposed changes to the Aviation Advisory Committee (AAC) Bylaws 24-0134 Attachments:AAC ByLaws_Amendment_1-17-2023_202301271610289840 When the AAC Bylaws were updated to reflect the change to meet every other month (instead of monthly), it inadvertently created conflicts with Section VII and Section VIII of the bylaws related to scheduling and elections. The AAC is making a recommendation to the Board of Supervisors as follows: Ø Section VII. Officers: Amend Section VII. B. to have AAC officers elected annually at the AAC’s second regularly scheduled meeting of the calendar year, and Section VII . C. to have the annual officer terms take effect following the adjournment of the meeting in which they were elected . Ø Section VIII. Scheduled Meetings: Amend Section VIII . A. to have the annual schedule set at the last regularly scheduled meeting of the calendar year . Supervisor Burgis advised that some committees are allowed to meet virtually . While she is not advocating having fully remote meetings, she would like to see a virtual option for the AAC, if possible, to encourage better attendance. Airports staff will look into this possibility. Advisory Board: Airport Committee Subject: Brushy Creek Conservation Bank - Explore alternatives for management and funding Presenter: Greg Baer Referral History and Update: In 2000, Wildlands, Inc., created the Brushy Creek Conservation Bank (BCCB) as a mitigation site for the Western Burrowing Owl (BUOW). In 2016, the County accepted the 120 acres of land that makes up the BCCB, and was then to be managed by the Airports Division. Oversight of conservation banks such as BCCB, are provided by the California Department of Fish and Wildlife (CDFW), and their polices require that long-term management plans are developed to ensure the success of the identified special status species, e.g., BUOW. In this case, tasks such as cattle grazing is needed to maintain desired vegetation length, control of invasive plant species, conduct biological surveys, and ongoing inspection and maintenance of the property, inclusive of fencing and signage. In addition to a maintenance plan, CDFW also requires the establishment of an endowment to fund the ongoing activities listed above. For the BCCB, the principal endowment established by Wildlands was approximately $107,000. CDFW policies also require that only investment proceeds from the principal endowment funds are used to pay for maintenance costs. In 2016, when the Airports Division took over the management of BCCB, there was approximately $38,000 available for expenses. Since taking over the BCCB, none of the endowment funds have been expended, and because CDFW did not have the endowment in an actively managed portfolio, the bank remains underfunded with only approximately $60,000 available for maintenance activities. Airports staff is working with CDFW to transfer the money to a new endowment holder with the intent to increase the funds available for expenditure. Because this property is not key to the day-to-day operations of the Airports Division but requires active management and resources through staff, Airports management is seeking approval to explore options for the potential change in ownership and/or management of the BCCB. Recommendation(s)/Next Step(s): Direct staff to explore alternatives for the ongoing ownership and/or management of the BCCB. Map of Habitat Management Lands and Brushy Creek Conservation Bank Herbaceous Heights with Photo-Points August 14th, 2024. 10 Brushy Creek Conservation Bank • Brushy Creek Conservation Bank (BCCB) was established to preserve breeding and wintering habitat for the western Burrowing Owl (BUOW) • BCCB was established in 2000 by Wildlands, Inc (Wildlands). • On November 17, 2011, Wildlands granted a Conservation Easement to the State of California through its Department of Fish and Wildlife (CDFW) • On May 12, 2016, Wildlands donated, and the County accepted 120-acres of real property to Contra Costa County located adjacent to Byron Airport • A long-term management endowment fund transferred with the property, which is encumbered by a conservation easement o Principal of endowment was $106,000 o Funds available to spend is less than $60,000 o CDFW agrees endowment is underfunded • Small portion of the property is within the Runway Protection Zone (RPZ) for Runway 12-30 • The goals of the habitat management activities at BCCB are: 1. Maintain Optimal Vegetation heights and Coverage for BUOW, in perpetuity  Graze the Bank Property to Reduce Vegetation Height  Monitor Vegetation Height on the Bank Property 2. Control of Invasive Plant Species in the Bank Property in perpetuity  Baseline weed map  Annual weed assessment  Weed control program 3. Further discussion on this topic was needed to determine which seats would be affected, and will be agendized for the AAC’s next meeting scheduled for November 14, 2024. Recommendations: 1)Airports staff will conduct recruitment for Member At Large position and work with the other two entities for their own solicitation. 2) Further discussion regarding the reduction in the number of AAC seats.
