General Information

Public comments generally will be limited to two (2) minutes per speaker. In the interest of facilitating the
business of the Board Committee, the total amount of time that a member of the public may use in addressing the
Board Committee on all agenda items is 10 minutes. Your patience is appreciated.

Please explain why you would like to serve on this particular board, commitee, or
commission.
I would like to serve on the Aviation Advisory Committee for the following reasons. Although I have spent
the last nearly 20 years in the business of residential real estate, my previous career was in the field of
logistics. I was employed by FedEx for approximately ten years with the majority of that time involved in
third party logistics serving various Silicon Valley companies. Subsequent to my FedEx career, I worked
for various companies involved in either on-line order fulfillment or new product consumer distribution. As
a 25-year resident and homeowner on Bethel Island, I spent many years commuting to the greater Bay
Area including San Jose, Redwood City, and Fremont. The need for local jobs is vital. Buchanan Field and
the Bryon Airport are obviously very important assets to our region. I would love to see these assets play
an even greater role the growth of business and jobs in our community. If the proposed Sate Route 239
comes to fruition, the Bryon Airport could play a major role drawing in businesses dependent on air
distribution and logistics. I would like to be a part of this process.

As integration engineer at Elroy Air's Byron flight test facility, I feel I'm in a unique position to provide a
window into the daily operations in and around Byron Airport.

I'm working as an integration and test engineer for Elroy Air at the Byron Airport unmanned aerial systems
test site. There are currently 4 large hangars under construction and Byron Airport along with a recently
approved flight test area. I work with the Byron Airport operations manager regarding flight testing safety
and logistics concerns. Additionally, I am a member of the Concord Flying Club and a long-time aircraft
owner and operator out of Buchanan Airport.

As someone with an active interest and engagement in aviation, and who lives very close to the airport, I
am interested in helping be a voice and support for Pacheco & aviation. I have read through the last year
of minutes and many of the topics are very interesting and I would be willing to help out where I can.
Describe your qualifications for this appointment. (NOTE: you may also include a copy of

I am a long time (20 years) homeowner in Pacheco and an active aviation community member. I am
currently a member of Hodges Flights Services, NRI Flying Club, Mount Diablo Pilots Association, and
EAA chapter 393 all doing business out of Buchanan Airfield. I am currently renting a hanger on the east
ramp and building an experimental aircraft. I have been working professionally in technology for 20+ years
and currently work from home for a SF based neo-bank, Chime. In my professional capacity I support a

from across the street for all that time. The outgoing local member from our area is a person I worked with
on park issues over the last couple of years and she suggested that I could represent the local community
on this committee. It think it is important to know what the neighbors think and have a voice in ongoing
decisions that impact the community.

• Board of Supervisors has appointed new candidates to Aviation Advisory
Committee that are actively participating in AAC meetings on a regular basis.
• Two upcoming vacancies - Pacheco Community Member and Member at Large
position
• Effort to coordinate better with other airports on collective issues, creating a
liaison effort to participate in information sharing with other counties.
• Sub-committee on fuel is renewing its efforts to discuss the potential for a self-
serve station at Buchanan Field, and discussions on being early adopters of
unleaded fuel.

1.Discuss potential development of 16-acre non-aeronautical site, Buchanan Field
Referral History:FAA forecasts are used to determine long-term demand for aviation facilities and the amount
of land needed for those facilities. The land denoted for aviation use on an Airport Layout Plan (ALP)
correlates to the long-term aviation facility needs.
The existing ALP shows the approximate 16-acres of vacant land on the northeast of Marsh Drive and Sally
Ride Drive (across from the Airports Division office) intended for aviation use. In order for that land to be used
for aviation facilities, a taxi lane would need to be extended from the airfield. Further, that taxi lane would
cross Sally Ride Drive causing it to be severed. Thus, a new second connection to Marsh Drive would be
required on the north end so that tenants can continue to access their hangars/buildings once the taxi lane is
installed. These combined improvements have been viewed as cost prohibitive, likely resulting in the land
remaining vacant.
The current forecasts for the ALP update indicate there is substantially more land currently reserved for
aviation uses than needed to meet future demand forecasts. This, combined with the high cost to connect this
property to the airfield, makes the 16-acres economically infeasible for aviation use. As such, it was determined
that this land should be released for non-aviation use.
County staff discussed the findings with FAA Airport District Office staff, and they conceptually agreed with
the approach and suggested that a land release request package be prepared in order for them to make a
determination. The cost to prepare a documented categorical exclusion (CATEX) is approximately $122,000. It
is possible that an Environmental Assessment may be required if there are identified critical items during the
preparation of the CATEX or if the FAA determines that a higher level NEPA evaluation is necessary.
Subsequently, the Airports Division received a letter of interest to develop this property for non-aviation use. A
competitive solicitation process commenced, and the County did not receive any competitive interest. On
December 4, 2018, the Board authorized negotiations for a ground lease and development terms with the
Montecito Development Company, LLC for the approximate 16-acres. Completion of the FAA release of the 16
-acres for non-aeronautical use is required before a lease can be executed.
An Exclusive Negotiating Agreement (ENA) between Montecito Development Company and the County was
reviewed by the Board at their May 7, 2019, meeting. The ENA is necessary for the development team to
identify potential tenant(s) and to feel confident in proceeding with all of the review processes, including

Federal NEPA environmental review, necessary to complete the FAA process for the release of the land for non-
aviation uses. It will also enable the parties to proceed with the land use entitlement process and the CEQA
process, as mandated by State law.
On June 18, 2019, the FAA sent written confirmation of their intent to release the airport property for non-
aeronautical use. The final FAA approval of the land release request will be based on successful completion and
review of the formal land release package submittal by the County. On September 9, 2019, FAA staff found a
copy of a letter that released the land for non-aviation use dated October 18, 1982, and FAA staff confirmed
that this past action is still applicable. County staff is in process of negotiating lease and development terms
with Montecito Development Company team. The Buchanan Field Flood Report update has been completed
and provides the mitigation options for this project as it located along the drainage ditch on the west side of the
airport.
The project sponsor is working with staff from the Department of Conservation and Development as they
perform the environmental studies and analysis to secure planning entitlements for the property. The
development team has been working closely with County staff to determine the best option to address its
stormwater collect and convey requirement so the project can move forward through the entitlement process.
The existing drainage ditch on Airport property does not meet current standards and, thus, cannot accommodate
additional runoff.
Referral Update:Following several technical discussions and meetings with County Public Works and
Department of Conservation and Development staff regarding the stormwater issues, the development team
(Montecito) resubmitted the land use and entitlement package to the Department of Conservation and
Development (DCD) in late December 2023.
Recommendations/Next Steps: Follow the entitlement process through DCD and the forthcoming public
review period for the project’s Environmental Impact Report. Discuss the 16-acre development, Buchanan
Field. This is a general discussion about the status of the proposed project.
Fiscal Impact:The Airport Enterprise Fund will no longer need to be used to cover the additional land release
project expenses.

1. Discuss ARFF (Aircraft Rescue and Firefighting)/Administration/Terminal Building, Buchanan Field
Referral History: In February 2021, the Board approved the project plan set and specifications and authorized
staff to solicit for construction bids. The County received seven construction bids on March 11, 2021, which
ranged in cost from $12,990,000 to $15,975,000. County staff reviewed the bids and found that the lowest
responsive bidder was W.E. Lyons Co. (Lyons) at $12,990,000. The bid amount, however, was much higher
than the engineer’s estimate of $11,700,000. As a result, Airports staff worked with the FAA to secure two
grants totaling $12,999,000 with the FAA to move this project to construction. The Board approved a contract
with W.E. Lyons Construction Company (Lyons) at their April 27, 2021, meeting.
A modular building was delivered on May 3, 2021, to temporarily house JSX during the project construction.
Lyons received a Notice to Proceed for the project on June 7, 2021.
Referral Update:While progress continues on the building, it remains quite slow. The latest setback stemmed
from PG&E not energizing the building because of a PG&E design criteria that is problematic from an airport
security perspective. County staff from the Airports Division and Supervisors Carlson’s office worked
diligently with PG&E staff to resolve the issue without having to make major modifications to the north end of
the building. As of January 11, 2024, PG&E approved the previously denied variance, allowing the electric
meters to be scheduled for installation.
Due to the delay in getting the building electrified, the project schedule has slipped again where final
completion will most likely be in the late March, to early April timeframe. A more refined schedule will be
developed once the building receives power.
Recommendations/Next Steps:
Fiscal Impact:Enterprise Fund, inclusive of bond money and reserve amounts. The FAA has provided two
grants for a total of approximately $12,990,000.
The original construction contract value was $12,990,000, with approximately $2.45 million in approved
change orders, and approximately $25,000 worth of change orders in process. County staff from the Airports
Division and County Administrator’s Office have been working with the contractor to quantify all the potential
construction claims before embarking on the next prescribed step (meet and confer) in the claims process.

1.Report on Habitat Management Land and Brushy Creek Conservation Bank Solicitation Process, Byron
Airport
Referral History:The environmental mitigation plan that was adopted for the development of the Byron
Airport required that 814, of the total 1,207, acres be reserved and utilized as Habitat Management Land for the
protection of plant and animal species. In addition, in June 2016 the County received a 120-acre donation of
land adjacent to and a portion within the Runway Protection Zone of the Byron Airport. The donated land was
also environmentally protected and subject to a conservation easement for the protection of burrowing owls.
Combined, the environmentally protected lands are referred to as the Conservation Program.
The County retains a Range Manager and a Biologist to oversee the Conservation Program in compliance with
the conservation easements executed between the County and the California Department of Fish and Game.
The land management program utilizes cattle grazing to best preserve the Conservation Program environment
in strict conformity with all applicable policies, permits, and easements.
The County has had grazing tenants over the past twelve plus years who have been good stewards of this
regulated area and their license agreements with the County end in December 2025. Consistent with County
best practices, staff will be opening the grazing license opportunities to other interested and qualified parties.
Interested parties must be willing and capable to comply with the obligations under the HML.
If staff receives competitive interest, the County will initiate a Phase II Request for Qualifications process for
the four grazing areas at the Byron Airport.
Grazing tenants are required to maintain their fences, gates, and water systems. The 934 acres within the
Conservation Program has been divided into four separate grazing sections as follows: Area 1 is 468 acres;
Area 2 is 127 acres; Area 3 is 122 acres; and Area 4 is 120 acres.
Consistent with the current license agreements, the County must provide existing tenants with a minimum 12-
month notice of termination if they will not be continuing as tenants. As such, Airport staff has been working
with its Range Manager, Biologist, and a subcommittee of the Aviation Advisory Committee to review the
grazing solicitation process, parameters, timing, and requirements. This process has been completed and the
next step will be to initiate a Request for Proposals process for the use of the Conservation Program lands over
the next fifteen years.
Referral Update: The Los Vaqueros Expansion Project (Expansion Project) draft alignment shows a large
portion of the new pipeline would generally be installed on the HML paralleling Armstrong Road on the south

side of the property. The project sponsor is working with State and County staff to complete the environmental,
refine the alignment, and identify necessary mitigation measures. This process is anticipated to take a year or
more to complete. In the interim, the impact on the HML and associated tenants remains unknown.
Recommendations/Next Steps: Due to the uncertainty of the Expansion Project alignment and impacts, staff
will be recommending to the Board of Supervisors that the existing leases be extended until the Expansion
Project placement is more refined and the impacts, if any, are identified.

1.Report on Community Engagement Efforts by Airport Staff
Referral History:On an annual basis, the Airports’ staff actively participates in various community
engagement initiatives, among them is the traditional visitation of Santa to Buchanan Field Airport.
Unfortunately, due to the constraints imposed by the pandemic, these events were temporarily suspended for a
period of three years. This hiatus was deemed necessary to ensure the safety of the community before resuming
public gatherings and events.
Referral Update:On December 2, 2023, Santa’s Jolly Landing at Buchanan Field marked a significant
milestone by successfully taking place for the first time since 2019. Approximately 200 community members,
representatives from airport businesses, stakeholders, members of the press, and elected officials convened at
the Concord Plaza Hotel, which is situated within the premises of Buchanan Field Airport. The highlight of the
occasion was the arrival of Santa, who made a grand entrance via our Aircraft Rescue and Firefighting Truck.
This event served a dual purpose, functioning not only as a festive gathering but also as a fundraiser for the
Contra Costa Food Bank. A raffle was organized to generate financial support for the food bank, resulting in the
collection of funds to contribute 1,120 meals to the organization.
Looking ahead to 2024, the airport staff is eager to build upon this successful community outreach initiative.
Plans are underway to introduce several new events aimed at enhancing public engagement and fostering a
sense of community involvement. The commitment to these endeavors reflects the ongoing dedication of
Contra Costa County Airports to serve as a hub for both aviation activities and meaningful contributions to the
welfare of the local community.

Referral History: In 2023, the Aviation Advisory Committee (AAC) amended its bylaws. The amendment
restructured the meeting schedule, transitioning from monthly meetings to bi-monthly meetings throughout the
calendar year. This modification inadvertently led to a gap in the bylaws, impacting the determination of
meeting dates for the upcoming year, and the election of officer positions within the AAC.
Referral Update: On January 11, 2024, the Aviation Advisory Committee voted to amend its bylaws. The
amendment introduces updated language to align with the transition to bi-monthly meetings.

CONTRA COSTA COUNTY
AVIATION ADVISORY COMMITTEE
As Amended January 17, 2023
I. Name
The name of the committee is the Contra Costa County Aviation Advisory Committee
(the “AAC").
II. Purposes and Objectives
A. The purpose of the AAC is to provide advice and recommendations to the Board
of Supervisors of Contra Costa County on aviation issues that (i) are related to the
economic viability and security of airports in Contra Costa County, and (ii) affect
the general welfare of people living and working near the airports and in the
broader community.
B. The AAC may conduct public discussions and hear comments on airport and
aviation interests relative to the safe and orderly operation of airports in order to
formulate the recommendations it makes to the Contra Costa County Board of
Supervisors (“Board of Supervisors”).
C. The AAC may conduct discussions with local, state, and national aviation
interests relative to the safe and orderly operation of airports in order to formulate
the recommendations it makes to the Board of Supervisors.
D. At the Request of the Director of Airports, the AAC shall provide the Director of
Airports a forum within which to discuss policy matters affecting the County’s
airports.
III. Membership
A. All appointments to the AAC must be made by the Board of Supervisors.
B. The AAC consists of the following thirteen members:
1. One member nominated by each of the five (5) members of the Board of
Supervisors.
2. One member nominated by the City of Concord.
3. One member nominated by the City of Pleasant Hill.
4. One member nominated by the Contra Costa County Airports Business
Association.

5. One member nominated by the Airport Committee of the Board of Supervisors
(the “Airport Committee”) who lives and/or works in the community of Pacheco,
which is in the vicinity of Buchanan Field Airport.
6. One member nominated by the Airport Committee who lives and/or works in
Brentwood, Byron, Knightsen or Discovery Bay, all of which are in the vicinity of
Byron Airport.
7. Three members at large, representing the general community, nominated by the
Airport Committee.
C. At least one member of the AAC will be appointed by the County or Director of
Airports to the ALUC.
D. All members of the AAC must reside in Contra Costa County, work in Contra
Costa County, or both.
E. Scheduled and unscheduled vacancies are to be filled in accordance with the
procedures set forth in the County’s Resolution No. 2002/377.
F. AAC members must adhere to the Policy for Board Appointees established by the
Board of Supervisors under Resolution 2002/376, which addresses, among other
things, the need for AAC members to avoid conflicts of interest. AAC members
shall disclose all potential conflicts of interest to the AAC.
G. All newly-appointed and reappointed AAC members must complete County
training regarding the Ralph M. Brown Act and the County’s Better Government
Ordinance, and complete the County’s Ethics Orientation within 90 days of the
appointment. If a member fails to complete all three programs within the 90-day
time period, the Chair of the AAC will report such failure to Airport Committee.
The Airport Committee will determine whether recommend to the Board of
Supervisors that the offending member’s appointment be rescinded.
IV. Term
A. The term of each member’s appointment is three years. An appointment made to
fill an unscheduled vacancy will be for the term remaining for the vacated seat.
Terms are staggered.
B. If the appointing jurisdiction has not reappointed a member on or before the
specified expiration date, then that member may hold over on a month-to-month
basis for a period not to exceed 60 days.
V. Attendance Requirements
A. Regular attendance at meetings of the AAC is required. Failure to attend three
consecutive scheduled meetings will be considered grounds for the AAC to
recommend to the Board of Supervisors that the offending member’s appointment

be rescinded by the Board of Supervisors. A significant pattern of absences may
also be considered grounds for recommending rescission of a member’s
appointment.
B. The Chairperson of the AAC may, in his or her discretion, excuse AAC members
from attending one or more meetings of the AAC.
C. The Chairperson will notify any member at risk of having his or her appointment
rescinded before recommending rescission to the Board of Supervisors.
D. Rescission of an appointment to the AAC may only be effected by an action of
the Board of Supervisors.
VI. Quorum
A. Seven members of the AAC constitute a quorum. All AAC’s actions, unless
otherwise provided for, require a majority vote by a quorum.
VII. Officers
A. The AAC shall elect its own Chairperson, Vice-Chair, and Secretary.
B. Officers are elected annually at the AAC’s regularly scheduled meeting in April.
Members may serve a maximum number of three consecutive years in any one
office.
C. Annual officer terms begin on May 1.
VIII. Scheduled Meetings
A. Meetings will be held at Buchanan Field Airport or Byron Airport as appropriate.
Regular meetings are to be held at least once every other month on a schedule that
is established annually by the AAC in May of each year. Special meetings may be
held more frequently as needed.
B. Regular or Special meetings may be scheduled, rescheduled, cancelled, or
relocated, provided that all scheduling activities are consistent with the Ralph M.
Brown Act and the County’s Better Government Ordinance.
C. Agendas and minutes of all meetings are to be published, distributed, and posted
in accordance with the requirements of the Ralph M. Brown Act and the County's
Better Government Ordinance.
D. The Director of Airports will establish and maintain a file of the records of the
AAC and provide or arrange for appropriate levels of staff support.

IX. Amendments to Bylaws
Proposed amendments to these Bylaws may only be introduced at a regularly scheduled
meeting of the AAC. The AAC’s adoption of any proposed amendments to the bylaws
must be approved by a majority of the membership present at the regularly scheduled
meeting that follows the introduction of the proposed amendments. All amendments to
the bylaws are subject to approval of the Board of Supervisors and will be effective once
approved by the Board of Supervisors.
