Vice Chair Gioia noted that both he and Chair Glover supported the allocation of Measure X to this project. He indicated that Chair Glover would be taking the lead on the facilitation process to work with the community, noting this effort is focused in East County. Chair Glover responded this would be a countywide effort starting with East County. He noted if this moves forward, he would envision a hub with satellite spaces. Vice Chair Gioia indicated that they may hear a need for a Center, not a satellite, in West County/Richmond. He discussed the Wellness Hub on the Richmond Greenway and a need to link efforts. Chair Glover requested the RFI responses would provide information from a countywide perspective. Vice Chair Gioia noted the effort would identify African American leaders in West, Central, and East County who should be a part of this; some of whom were participating in the meeeting. Meeting Date:07/31/2023   Subject:African American Holistic Wellness Hub Feasibility Study Submitted For: EQUITY COMMITTEE,  Department:County Administrator Referral No.: 2023-08   Referral Name: Presenter: L. DeLaney, Interim Staff to Committee Contact: L. DeLaney, (925) 655-2057 Referral History: During the FY 23-24 County Budget Hearings, on April 24, 2023, the Board of Supervisors designated that $80,000 be allocated for the purpose of studying the development of an African American Wellness Hub in Contra Costa County. The Board referred this matter to the Equity Committee for consideration and development. The Equity Committee provided preliminary direction on this referral at its July 6, 2023 meeting. Referral Update: Solicitation Process Considerations for Equity Committee Staff requests input and/or direction from the Equity Committee on the following:  Solicitation Document: Although Committee staff had earlier recommended the issuance of a Request for Information (RFI) for the purpose of identifying a contractor to provide the Board-requested Feasibility Study, staff of the Purchasing Division has advised that this solicitation not be conducted through an RFI, as that process would ultimately necessitate a secondary step for solicitation—the issuance of an RFP (Request for Proposal). Instead, Purchasing staff recommends that the County issue either a Request for Qualifications (RFQ) or a Request for Proposal (RFP) which consolidates the process into one solicitation document. The Board-approved Administrative Bulletin 600.3 on Purchasing indicates that an RFQ may be used to initiate a formal procurement process and allows “interested parties to demonstrate compliance with minimum qualifications or requirements to provide a material, product, or service.” Committee staff recommends that based on the unique nature of this project and likely limited number of potential responders, this solicitation process utilize a Request for Qualifications, and an RFQ template from the Purchasing Division has been utilized for Draft 1. Timeline for Solicitation Process: Equity Committee input is requested on when the RFQ should be released. If Draft 1 is reviewed by the Equity Committee on July 31, 2023 as scheduled, a subsequent Draft 2 and/or a Final Draft will require review and/or approval by the Equity Committee/Board of Supervisors prior to further action. The Equity Committee’s next scheduled meeting date is August 21, 2023. Staff will require at least two weeks to produce subsequent draft/final documents. On this schedule, the RFQ would be issued in early September. Equity Committee direction is also requested for the length of the vendor response period and length of the evaluation/review period.Staff recommends at least one month for vendor response (45-60 days) and at least three weeks for review/evaluation (this includes interview and reference check processes). If the RFQ is issued in September, this could result in a contract award in December. Staff anticipates a 6-month contract period. Outreach Process for Solicitation: Equity Committee direction is requested for the outreach/advertisement for this contract opportunity. Staff recommends utilizing the County website, a News Release, social media posts, social networks, emails, and newsletter postings. Eligible Proposers: Equity Committee direction is requested on eligible responders:  individuals non-profit organizations for-profit organizations educational institutions Scope of Services: Equity Committee direction is requested on the Scope of Services to be included in the RFQ: Draft 1 provides for both project management and delivery of a Feasibility Study. The Board of Supervisors in April directed the allocation of $80,000 of Measure X funds for a Feasibility Study. If this solicitation is for project management only, additional funding would be required through the Board of Supervisors to produce a Feasibility Study; the timeline for this process would also be extended. In terms of the Feasibility Study itself, Equity Committee direction is requested on the content of the study: community assessment/community support: specifics need to be developed funding needs and potential sources for capital and operations: specifics need to be developed facility location options: specifics need to be developed research of other models, existing programs: specifics need to be developed Content of Response: Draft 1 requests the standard elements of prior RFQ documents related to a firm’s qualifications and experience. Are there other areas of qualification/experience/expertise the County should specifically request (such as experience and/or expertise with health systems, equity programs, collective impact models)? Stakeholders : Who would review the final draft solicitation document: Is this the Equity Committee/the Board of Supervisors? Should there be a “Steering Committee” established for the purpose of providing input into the development of the Feasibility Study? If so, the establishment of a Steering Committee could require an additional 2-3 months in the timeline. Who reviews and comments on draft Feasibility Study documents and other draft documents associated with the study? Selection Committee: How many people should be on the Selection Committee to review/evaluate the responses received? Who solicits participation; how is participation solicited; and who selects the Selection Committee members? Equity Committee input is requested on these questions. Evaluation Process: The standard process is included in the Draft 1 now. What further process would the Equity Committee recommend? The County may, in its sole discretion, enter into a contract with a qualified provider or may reject all proposals and not award a contract at this time. 1. Purpose The County of Contra Costa, California (the "County") was incorporated in 1850 as one of the original 27 counties of the State of California, with the City of Martinez as the County Seat. It is one of the nine counties in the San Francisco-Oakland Bay Area. The County is the ninth most populous county in California, with a population of more than one million residents. A five- member elected Board of Supervisors serves as the governing body of the County as well as the Contra Costa County Fire Protection District and the In-Home Supportive Services (IHSS) Public Authority, establishing policy and exercising legislative authority. A County Administrator, appointed by the Board, serves as the chief executive officer of the County and is responsible for the County’s day-to-day operations. Currently, in Contra Costa County, African Americans represent approximately 8.7% of the population. Racism, inequity, injustice, disparities and harm exist throughout the United States and, unfortunately, here in Contra Costa County as well. Racial and ethnic disparities in health outcomes, the criminal justice system, educational achievement, and social service metrics are present in Contra Costa County. These disparities have been well-documented in reports issued by the Contra Costa Racial Justice Task Force/Oversight Body, First Five Contra Costa, Contra Costa Health Services, and the Contra Costa Employment and Human Services Department. In Contra Costa County, Latino and African American residents face disproportionate rates of preventable chronic illnesses such as heart disease, obesity, cancer as well as most recently, COVID-19. For the last several years, members of the community have been advocating and leading the effort in the County for the creation of an African American Holistic Wellness Hub (AAHWH). The vision for the AAHWH, as expressed through public comment made to the Board of Supervisors, is to host and provide culturally relevant and responsive services to eliminate disparities and to benefit the African American community with education, employment, health, mental health, wellness, and housing supports. In April 2023, the Board of Supervisors directed that $80,000 of Measure X funds be allocated for the purpose of studying the development of an African American Holistic Wellness Hub in Contra Costa County. Section II: Scope of Services A. The County seeks to contract with an eligible entity that has expertise in delivering the services that would culminate in the delivery of a Feasibility Study to the Board of Supervisors. The Feasibility Study will provide an assessment of the viability, sustainability, and feasibility of an African American Holistic Wellness Hub for the County. The Feasibility Attachment A African American Holistic Wellness Hub for CCC 2 RFQ No.: xxxx-xxx Study shall provide a community assessment, research of similar models, identify potential funders/funding sources, outline options for financing development of the facility (facilities), and include an analysis of the technical and financial feasibility of the project. The findings and recommendations in the Feasibility Study will offer guidance to the Board of Supervisors to assist them in making informed decisions regarding next steps. In order to be considered for selection, firms must have the capability and experience to perform the following services that are needed for this project. If your firm would like to submit an SOQ, but cannot perform all required services, you are encouraged to hire sub- consulting firms to have a team that would complement/ supplement your firm’s capabilities or join prospective firm teams. Personnel shall be knowledgeable about, and comply with, all applicable federal, state, and local laws and regulations. 1. Conduct a community assessment to gather feedback and input through the use of surveys, focus groups, stakeholder interviews, and community forums (further details to be provided) 2. Research existing programs and/or models (further details to be provided) 3. Research and identify options for facility locations and financing requirements (further details to be provided) 4. Research and assess potential funding opportunities from public and private organizations (further details to be provided) 5. Provide a comprehensive report that outlines the findings and recommendations (further details to be provided) Attachment A African American Holistic Wellness Hub for CCC 3 RFQ No.: xxxx-xxx Section III: Instructions to Responders Respondents shall submit SOQs that are concise and specifically responds to all requested services as posted in this RFQ. Each SOQ shall include the following format, content, and attachments. SOQs that do not conform to the requirements specified below will not be considered. A. Format 1. Cover Letter – Signed by an authorized representative of the firm 2. Title/Cover Page – 3. SOQ – within a maximum of 15 pages, no smaller than 12-point font, title and include the content in the following order: • Scope of Services Understanding and Experience: Demonstrate the firm’s understanding, knowledge, and experience of the services needed for the development and delivery of a Feasibility Study of an African American Holistic Wellness Hub, or similar projects. • Team Member Qualifications: Identify the team member(s) who is/are authorized to negotiate contract terms on behalf of your firm and members and subcontractors that will be assigned to this project. Provide an Organizational Chart of key team members, including subcontractors; and describe qualifications, experience level, and expertise of each key team members, including: o Team leadership/Project Manager o Areas of specialization of each key team member o Related projects key team members have worked on • Familiarity with Federal, State, and Local Agency Compliance Procedures: Demonstrate firm’s knowledge, familiarity, qualifications, and experience with applicable federal, state, regional, and local agency regulatory compliance procedures and requirements. • Quality of Work/Technical Ability: Demonstrate methods used to produce quality work products including your firm’s capability to develop Feasibility Studies. • Financial Responsibility, Reporting, Budget, and Schedule Tracking: Demonstrate how economy of scale can be used to reduce costs; and identify strategies and processes your firm will use to perform work cost effectively to track budget and scheduling. Licenses and Permits Respondents shall possess all licenses, registrations and permits required by the State of California and the County of Contra Costa. Respondent Responsibility The Respondent assumes sole responsibility for the complete effort required in submitting an SOQ in response to this RFQ. No special consideration will be given after SOQs are opened because of a Respondent’s failure to be knowledgeable as to all of the requirements of this RFQ. H. Interpretation Should any discrepancies, omissions, or doubt as to their meaning be found in the RFQ specifications or requirements, the Respondent shall notify the County in writing through the BidSync/Periscope website. The County will send written instructions or addenda to all participants in the RFQ process. The County shall not be responsible for oral interpretations. I. Reservation The County reserves the right to do the following at any time and for its own convenience, at its sole discretion: • To reject any and all SOQs without indicating any reasons for such rejection • Terminate this RFQ and issue a new RFQ anytime thereafter • Extend any or all deadlines specified in the RFQ, including deadlines for accepting SOQs by issuing an Addendum at any time prior to the deadline for receipt of responses to the RFQ • Procure any services specified in the RFQ by other means • Disqualify any Respondent on the basis of any real or perceived conflict of interest or evidence of collusion that is disclosed by the SOQ or other data available to the County. Such disqualification is at the sole discretion of the County. • Reject the SOQ of any Respondent that is in breach of or in default under any other agreement with the County • Reject any Respondent deemed by the County to be non-responsive, unreliable, unqualified, or non-responsible Attachment A African American Holistic Wellness Hub for CCC 6 RFQ No.: xxxx-xxx J. Truth and Accuracy of Representation False, misleading, incomplete, or deceptively unresponsive statements in connection with a submittal shall be sufficient cause for rejection of the submittal. K. Sub-Contract and Assignment The Contract binds the heirs, successors, assigns and representatives of Contractor. Prior written consent of the County, subject to any required state or federal approval, is required before the Contractor may enter into subcontracts for any work contemplated under the Contract, or before the Contractor may assign the Contract or monies due or to become due, by operation of law or otherwise. L. Addenda No one is authorized to amend any of these documents in any respect by an oral statement or to make any representation or interpretation in conflict with their provisions. Any changes to these documents will be issued in writing via addenda to be posted on the BidSync/Periscope website. M. Addenda Acknowledgement All addenda shall include an acknowledgement of receipt that must be returned. The addenda must be signed and attached to the final response. Failure to attach any addendum may result in the rejection of the response. See Exhibit E. N. Non-Collusion By submitting a signed submittal, Respondent certifies that there has been no collusion with any other Respondent. Reasonable grounds for believing Respondent has an interest in more than one submittal will result in rejection of all submittals in which the Respondent has an interest. Any party to collusion may not be considered in future submittals for the same or similar work. See Exhibit C. Attachment A African American Holistic Wellness Hub for CCC 7 RFQ No.: xxxx-xxx Section IV: Evaluation and Selection Process A. Selection Process All SOQs received will be evaluated by a Selection Committee. Each SOQ will be evaluated for completeness and overall responsiveness to the requirements contained in this RFQ. The following criteria, will be evaluated to determine which firm best meets the needs of the County as described in Section III: • SOQ completeness/overall responsiveness • Scope of services understanding and experience • Team member qualifications • Familiarity with federal, state, regional, and local agency compliance procedures • Quality of work/technical ability • Financial responsibility, reporting, budget, and schedule tracking B. Evaluation and Negotiation Upon completion of the review of SOQs, the County will notify Respondents that will be considered for further evaluation and negotiation. Respondents may be contacted for an interview. The key team members identified in the SOQ should attend the interview. Interviews will be ½ hour. Any delay caused by Respondent’s failure to respond to direction from the County may lead to a rejection of the SOQ. C. Award of Contract If the County determines after further evaluation and negotiation, to award the Contract, a Contract will be sent to the successful Respondent for signature. No submittal shall be binding upon the County until after the Contract is signed by duly authorized representatives of both Respondent and the County. D. Submittals are Public Records California Government Code Section 6250, the Public Records Act, defines a public record as any writing containing information relating to the conduct of the public’s business prepared, owned, used or retained by any state or local agency regardless of physical form or characteristics. The Public Records Act provides that public records shall be disclosed upon request and that any person has a right to inspect any public record, unless the document is exempted from disclosure. Unless otherwise compelled by a court order, the County will not disclose any submittals while the County conducts its deliberative process in accordance with the procedures identified in this RFQ. However, after the County either awards a contract to a successful Respondent, or rejects all submittals, the County will consider each submittal subject to the public disclosure requirements of the California Public Records Act. Contract Information: 1. Contract Period Any agreement awarded as a result of this RFQ will include the County’s general terms and conditions, attached as Attachment A to this RFQ. The initial term of any agreement awarded as a result of this RFQ will be for up to 6 months. Nothing in this RFQ, and nothing in an agreement awarded as a result of this RFQ, commits the County to contract with the successful responder for any particular length of time. All other factors being substantially equal, preference will be given to respondents located within Contra Costa County. For purposes of this RFQ, a respondent is located in Contra Costa County if its principal place of business has been located in Contra Costa County for at least six months immediately prior to the issuance of this RFQ. 2. Contract Monitoring and Evaluation On behalf of the County, the County Administrator’s Office (CAO) will actively monitor all services provided through the contract that results from this RFQ process. This monitoring will determine if the Contractor is performing as intended or if good cause exists to terminate the contract prior to the end of the five-year contract term. At a minimum, contractors will be expected to: a. Perform all services without material deviation from an agreed-upon Service Plan; b. Complete progress report forms provided by County; c. Maintain adequate records of service provision to document compliance with Service Plan and complete any forms provided by the County; and d. Cooperate with the collection of other fiscal/administrative/service data as requested by the County. The CAO will: a. Negotiate a service contract that identifies specific performance outputs and/or outcomes to be achieved during the contract term; b. Review contract at least once per year to ensure compliance with output/outcome requirements, document any noncompliance, and establish a Corrective Action Plan as needed; c. Be part of the monitoring of subcontracts written by and entered into by the contractor that utilizes funds awarded under this solicitation; and d. Provide information to contractors concerning additional State or County data requirements not provided here or in the resulting contract.
