Associates to Prepare a Noise Impact Study for the Muir

Justification
I . RECOMMENDATION
It is recommended that the Board act on the following :
1 . Approve the Consulting Services Agreement with Mills
Associates to prepare a Noise Impact Study for the Muir Road
Extension/Highway 4 ramp relocation project in the amount of
$1 , 676 .
2 . Authorize the Public Works Director to execute the
Consulting Services Agreement with Mills Associates .
II . FINANCIAL IMPACT
None . The study is funded by the developer of Subdivision 5579,
in the City of Martinez .
III . REASONS FOR RECOMMENDATION/BACKGROUND
The developers of Subdivision 5579 in the City of Martinez , were
required to extend Muir Road easterly from their subdivision to
Pacheco Boulevard . The City of Martinez , Caltrans and the County
participated in a joint project to relocate the Highway 4 ramps
so that the developer ' s project could be constructed .

The EIR for the development stated that the adjacent homes would
not be impacted by the Muir Road extension and ramp relocation .
The work is completed and the adjacent property owners , who are
located within the County , are complaining that the noise due to
traffic on the new road is intolerable .
The developers have agreed to fund a new noise impact study and
to construct a sound wall if necessary.
The County has agreed to hire a consultant to perform the study
since the impacted homes are located within the County.
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve a Consulting Services Agreement with Mills
Associates will result in the loss of a potential funding source
for sound wall construction and angry residents .
