1.Introductions
Chair Andersen called the meeting to order at 10:30 a.m. and invited each
participant to introduce him/herself.
2.Public comment on any item under the jurisdiction of the Committee and not on
this agenda (speakers may be limited to three minutes).

meeting.

4.RECEIVE presentation on current status of Affordable Housing Finance Committee membership
and CONSIDER directing staff to report back to the Internal Operations Committee in February
2021 with recommendations to better align membership categories with the AHFC’s work ,
allowing adequate time to appoint new AHFC members to the vacant seats prior to the AHFC’s
likely next meeting in April 2021.

Amalia Cunningham introduced the issue and deferred to Kristin Sherk,
who presented the staff report and recommendations. Kristin summarized
the history of the AHFC and explained some of the challenges of filling
seat vacancies and the preferred qualifications necessary to be an
effective AHFC member. Amalia noted that the AHFC currently does not
have bylaws, and suggested that development of bylaws can be a vehicle
for defining a new AHFC composition and qualifications. She proposed to
bring proposed bylaws back to the IOC in February 2021 to allow time for
recruitment of members before the AHFC is due to meet again in April/May
2021.
Chair Andersen concurred and suggested recruiting from the building
trades, which could include Building Industry Association, HomeAid
Northern California (Cheryl O'Conner), and the Yellow Roof Foundation
(Dave and Lori Sanson). Vice Chair Burgis also suggested contacting the
California Apartment Association.
Vice Chair Burgis also suggested that it might be appropriate to consider
Pittsburg with the Central County rather than East County region and that
the 2021 redistricting might inform such a decision.
With these suggestions, the Committee approved the staff
recommendation.

5.ACCEPT the 2019/20 Animal Benefit Fund report and CONSIDER approving recommendations
for modifying the Animal Benefit Fund program.
Beth Ward provided the history of the Animal Benefit Fund and changes
that have transpired since the advent of COVID-19, and deferred to Arturo
Castillo, who presented the fiscal position of the Fund. Arturo explained
that many animal services were not classified as essential under the
pandemic. He lauded ASD staff for helping to generate donation revenue
for spay/neuter services during the challenging time of the pandemic.
Beth reviewed the program modification recommendations and the
reasons therefor. She discussed how she is partnering with local partners
to provide spay/neuter services using County facilities on days that the
County program is not operating. She discussed the $3,000-$5,000 daily
cost of providing mobile clinic services. She noted a lack of low cost
spay/neuter facilities in East Contra Costa County. She will be targeting
$130,000 in donations this year, but that will not be enough to meet
projected needs. She presented a Powerpoint highlighting some of the
animals in the County's care.
Vice Chair Burgis suggested that this is an opportune time to prepare for a
transition out of the COVID period.

The Committee accepted the report and approved the recommended
program modifications and directed staff to prepare a resolution to effect
the modifications, to be presented to the Board of Supervisors as a
Consent item at a future Board meeting.

6.ACCEPT the Small Business Enterprise, Outreach, and Local Bid Preference
Programs Report, reflecting departmental program data for the period January 1 -
June 30, 2020.
Cindy Shehorn presented the staff report, noted improved compliance in
some categories and highlighted those departments who met or exceeded
the program targets.
Vice Chair Burgis suggested making presentations via Zoom to cities and
local chambers of commerce to educate businesses about how to become
eligible for these business categories and how to become aware of County
bidding opportunities. Chair Andersen also suggested reaching out to the
East Bay Economic Development Association, East Bay Leadership
Council, Tri-Valley Innovation, and the Workforce Development Board.
The Committee accepted the report and directed that it be forwarded to the
Board for its information.

Referral History:
In 2013, IOC reviewed Board Resolution Nos. 2011/497 and 2011/498, which stipulate that applicants for At Large/Non
Agency-Specific seats on specified bodies are to be interviewed by a Board Committee. The IOC made a determination that it
would delegate the screening and nomination of Hazardous Materials Commission candidates to the Commission, for review
by the IOC.
The Hazardous Materials Commission was established in 1986 to advise the Board, County Staff and the mayor’s council
members, and staffs of the cities within the County, on issues related to the development, approval and administration of the
County Hazardous Waste Management Plan. Specifically, the Board charged the Commission with drafting a Hazardous
Materials Storage and Transportation Plan and Ordinance, coordinating the implementation of the Hazardous Materials Release
Response Plan and inventory program, and to analyze and develop recommendations regarding hazards materials issues with
consideration to broad public input, and report back to the Board on Board referrals.

Referral Update:
The terms of Business Seat #3 and Business Seat #3 Alternate expire on December 31, 2020. The bylaws of the Commission
provide that Business Seat #3 and its alternate be nominated by the Contra Costa Taxpayers Association, screened by the
Internal Operations Committee and appointed by the Board of Supervisors. The Contra Costa Taxpayers Association has
re-nominated Don Bristol or this seat and has re-nominated Marj Leeds for the alternate seat. Their applications and letters of
support are attached. The terms for these seats expire on December 31, 2024.
The bylaws of the Commission provide that all applicants to any of the two “Environmental Organization” seats be nominated
by an environmental organization, but that no particular environmental organization will have an exclusive right to nominate an
individual to any one of the two aforesaid seats or their alternates, and therefore, which environmental organizations are
represented on the Hazardous Materials Commission rests with the Internal Operations Committee and ultimately the Board of
Supervisors.
The Commission advertised for this seat from September 3 to September 30, 2020 and received two applications. The Internal
Operations committee of the Commission met on October 9, 2020 and recommended Steve Linsley be re-appointed to
Environmental Seat #3 representing the Southeast Richmond Community Advisory Board, and Lisa Park be appointed to
Environmental Seat #3 Alternate representing the Sierra Club. On October 22, 2020 the full Commission met and voted 10-0 to
recommend these two candidates to the Board of Supervisors for consideration. The applications and letters of support for these
two applicants are attached, as well as the promotional materials that were developed to advertise these seats.
The bylaws of the Commission were amended on July 14, 2020 to add an Environmental Justice Seat and alternate. The bylaws
provide that applicants be a layperson from a community that is highly impacted and burdened by hazardous materials facilities
and releases, who will be able to represent community interests, screened by the Internal Operations Committee, and appointed
by the Board of Supervisors.
The Commission advertised for these seats from September 3 to September 30, 2020 and received four applications. The
Internal Operations committee of the Commission interviewed three of these applicants on October 9, 2020 and recommended
Sara Gurdian of San Pablo for the primary seat and Heather Youngs of Richmond for the alternate seat to the full Commission
to consider at their October 22, 2020 meeting. On October 22, 2020 the full Commission voted 10-0 to recommend these two
applicants to the Board of Supervisors for consideration. The applications for all four applicants are attached, as well as the
promotional materials that were developed to advertise these seats.

Referral History:
In June, the IOC reviewed Board Resolution Nos. 2011/497 and 2011/498, which stipulate that
applicants for At Large/Non Agency-Specific seats on specified bodies are to be interviewed by a
Board subcommittee. The Resolutions further permit a Board Committee to select a screening
committee to assist in interviewing applicants for appointment. Upon review of the eligible seats,
the IOC made a determination that it would conduct interviews for the Member of the Bar seat of
the Law Library Board of Trustees, among other seats.
Referral Update:
The Public Law Library Board of Trustees was established by State law and County Ordinance to
maintain a law library in Martinez. The Law Library also operates a branch library in Richmond.
The Board of Trustees is the governing body for the Law Library with the authority to determine
personnel, fiscal, and administrative policies to fulfill the legal information needs of the
community. The Internal Operations Committee annually reviews the appointment to the Member
of the Bar seat, which term expires each December 31.
Staff opened a four-week recruitment for the Member of the Bar seat (see attached media release)
on September 25 and received one application from incumbent Dean E. Barbieri, whose current
letter of interest and original resume are attached hereto.

BOARD OF TRUSTEES ?
The Contra Costa County Board of Supervisors is seeking applicants for the Public Law
Library Board of Trustees. The Board of Trustees was established pursuant to State law and
County Ordinance to maintain a law library in Martinez and a branch library in Richmond.
The Board of Trustees is the governing body for the Law Library with the authority to
determine personnel, fiscal, and administrative policies to fulfill the legal information needs
of the community. County residents who are members of the State Bar and have an interest
in public policy and library administration are encouraged to apply for this non-paid volunteer
opportunity. The County Board of Supervisors will appoint to fill one vacancy for a one-year
term beginning January 1, 2021 and ending on December 31, 2021. The Board of Trustees
normally meets on the last Thursday of the month at 12:15 p.m. in Martinez.
Application forms can be obtained from the Clerk of the Board of Supervisors by calling
(925) 655-2000 or the application can be completed on line by visiting the County website at
https://www.contracosta.ca.gov/3418. Applications should be returned to the Clerk of the
Board of Supervisors, County Administration Building, 1025 Escobar St., Martinez, CA
94553 no later than by 5 p.m. on Friday, October 23, 2020.

Referral History:
On December 12, 2000, the Board of Supervisors approved a policy on the process for recruiting
applicants for selected advisory bodies of the Board. This policy requires an open recruitment for
all vacancies to At Large seats appointed by the Board. The Board also directed that the IOC
personally conduct interviews of applicants for At Large seats on several boards, committees, and
commissions including the East Bay Regional Parks District (EBRPD) Park Advisory Committee
(PAC).
Referral Update:
East Bay Regional Parks District Park Advisory Committee
The Park Advisory Committee (PAC) is a 21-member citizens' advisory group appointed by the
East Bay Regional Park District Board of Directors. Candidates are nominated by individual Park
District Board members and a variety of other public entities, such as the Mayors' Conference,
Board of Supervisors, and Special District Chapters of Alameda and Contra Costa Counties.
The PAC studies issues and makes recommendations and comments on a spectrum of policy
issues, such as grazing, dogs, horses and bikes in parks, the Park District budget, naming park
facilities, park land use plans, new concessions, and more. Members are appointed for two-year
terms and may serve a total of four consecutive terms, or eight years. Meetings are held monthly
in Oakland.
In May 2017, Neil Tsutsui (El Cerrito) was appointed to the Board of Supervisors Appointee seat
to complete the unexpired term of the seat vacated by Colin Coffey, when he was appointed to the
EBRPD Board of Directors. Mr. Tsutsui was reappointed to a second term on January 1, 2019 that
will expire on December 31, 2020.
Staff initiated a four-week recruitment with the attached press release on September 25, 2020.

RECOMMEND the reappointment of Neil Tsutsui to the Board of Supervisors Appointee seat on

EAST BAY REGIONAL PARKS DISTRICT PARK ADVISORY COMMITTEE?
The Contra Costa County Board of Supervisors is seeking an individual who is
interested in park land use to represent the County on the East Bay Regional Parks
District Park Advisory Committee (PAC). The PAC is a 21-member citizens' advisory
group that studies issues and makes recommendations and comments on myriad policy
issues, such as grazing, dogs, horses and bikes in parks, the Park District budget,
naming of park facilities, park land use plans, new concessions, and more.
Members are appointed for two-year terms and may serve a total of four consecutive
terms, or eight years. The term of office for this appointment will be January 1, 2021-
December 31, 2022. Service is voluntary and members receive no compensation.
Meetings are held in the evenings on the fourth Monday of each month at the Park
District Headquarters in Oakland.
Application forms for the Contra Costa County seat can be obtained from the Clerk of
the Board of Supervisors by calling (925) 655-2000, or the application can be completed
on line by visiting the County website at https://www.contracosta.ca.gov/3418.
Applications should be submitted to the Clerk of the Board of Supervisors, County
Administration Building, 1025 Escobar St., Martinez, CA 94553, no later than 5:00
p.m. on Friday, October 23, 2020.
Applicants should plan to be available for public interviews in Martinez on Monday,
November 9, 2020. Due to COVID-19, interviews may be conducted telephonically.

I have served on many committees within the University of California system including the: Committee on
Ecological Preserve and Open Space committee (UC Irvine), campus-wide Committee on Course of
Instruction (UC Berkeley; currently), College of Natural Resources Curriculum committee (UCB; currently),
and many others. I have also served on several Research Grant Proposal review committees for the
National Science Foundation and the US Dept of Agriculture. I am currently on the editorial board for the
scientific journals, Biological Invasions and BMC Ecology.
Please describe how your education, work experience, or other activities have prepared you
to serve on the board or commission you have selected.
I am currently a Full Professor in the Department of Environmental Science, Policy and Management, in
the College of Natural Resources at UC Berkeley (since 2007). I have a PhD in Ecology, Behavior, and
Evolution from UC San Diego, post-doctoral research experience at UC Davis, was previously a
Professor of Ecology and Evolution at UC Irvine. I have published 57 peer reviewed research papers,
many in the most highly regarded scientific journals. I have broad scientific interest and expertise in the
fields of entomology, animal behavior, genetics, genomics, and chemical ecology. I recently served four
years as the Vice Chair for Instruction and, since 2007, have held an appointment as Faculty Curator in
the UCB Essig Museum of Entomology.

Referral History:
The Contra Costa Mosquito & Vector Control District was established in 1986. The boundaries of
the current District are all of Contra Costa County. The District provides Countywide public
health services through the control of mosquitoes, rats, skunks, yellow jackets and other vectors.
This is important to prevent the transmission of disease and to minimize vector population
outbreaks,which would interfere with recreational, residential, agricultural, and industrial
activities. The District Board of Trustees meets on the second Monday of every other month at 7
p.m. in Concord. The District provides an expense stipend of $100 per month conditioned upon

Contra Costa Resource Conservation District (RCD) director recruitment is conducted by the
County pursuant to a 1998 RCD resolution ordering that all future directors shall be appointed by
the County Board of Supervisors in lieu of election (Public Resources Code Section 9314).
The RCD is a state legislated special district whose mission is to carry out natural resources
conservation projects through voluntary and cooperative efforts. The RCD is a non-regulatory
agency that works with individuals, growers, ranchers, public agencies, non-profit organizations
and corporations to accomplish its mission. The USDA Natural Resource Conservation Service
provides technical support for the RCD's programs.

On November 30, 2020, the terms of office for three of the five RCD Director seats will expire:
Directors 1, 3 and 4. Customarily, the RCD Board makes recommendations to the IOC to fill its
member vacancies. However, with three pending vacancies, the RCD Board will lack a quorum
and may not tender recommendations to fill its vacant seats. When this occurs, the IOC conducts
a recruitment and interviews candidates to fill the vacancies pursuant to a resolution passed by the
RCD opting for County appointment in lieu of election.
IOC staff opened a recruitment on September 25 (see attached announcement). Following a
five-week recruitment, five applications were received. However, two applicants later withdrew
their candidacy, indicating instead their interest in non-voting Associate Director positions, which
are appointed by the RCD board. Consequently, only the three incumbents remain as candidates.
Recommendation(s)/Next Step(s):
RECOMMEND reappointment of Lorena Castillo of Martinez to the Director 1 seat, Renee
Fernandez-Lipp of Pittsburg to the Director 3 seat, and Igor Skaredoff of Martinez to the Director
4 seat on the Contra Costa Resource Conservation District Board of Directors to new four-year
terms expiring on November 30, 2024.

CONSERVATION?
The Contra Costa County Board of Supervisors is seeking individuals to serve on the Board
of Directors for the Contra Costa Resource Conservation District (CCRCD). The CCRCD’s
mission is to facilitate conservation and stewardship of the natural resources in our county.
CCRCD is a state legislated special district governed under Division 9 of the CA Public
Resources Code which stipulates that a Director must be a registered voter in California
and:
1) Reside within the Contra Costa County and either own real property in the county or
have served for two years or more as a CCRCD Associate director ; or
2) Be a designated agent of a resident landowner within the county.
Qualified candidates with a demonstrated interest in conservation and stewardship of
natural resources are encouraged to apply. The County Board of Supervisors will make
appointments to fill the vacancies effective December 1, 2020 for four-year terms expiring
on November 30, 2024. Board of Directors meetings are held on the third Thursday of
each month in Pleasant Hill.

I have been on the Board,for more than 10 years and more recently, President, during which time we
have shepherded in the concept of Watershed Management, pioneered water-conservation practices in
east county among other accomplishments - these practices are now the rule rather than the exception.
We have built a state-of-the-art Salmonid Fish Passage under Interstate 80 on Pinole Creek, cleaned up
numerous legacy dump sites, started up and continue to run several Watershed Management Councils,
run numerous Watershed Symposia. I have shepherded the RCD through changes is Staff and Executive
Directors and Board. I feel that I have been a stabilizing and progressive influence during these turbulent
times and would very much appreciate the opportunity carry on the work. I am presently the president of
this Board and have overseen a period of growth and expanded effectiveness of this District. We have
expanded the services we provide and the clients we help and have expanded our share of clients. Our
Board and Staff are now more diverse than they have ever been, representing a wide and deep scope of
expertise and cultural, gender and ethnic attributes. We have greatly expanded our collaboration with
other RCD's and with other groups and agencies and serve a wider range of clients in an expanding of
services and projects. We are leaders in coping with the Corona pandemic, having switched to working
remotely and taking precautionary steps such as meeting virtually before these measures became
mandatory. I represent the RCD to the Contra Costa chapter of the California Special Districts
Association, and represent Contra Costa Special Districts on LAFCo and the East Bay Regional Parks
District Parks Advisory Committee (PAC). I feel that these connections put me in a position to foster
"cross-border" cooperation and collaborations. It has been a pleasure and an honor to be part of this
renaissance and I would greatly appreciate the opportunity to continue this work.

Per IOC policy, the IOC conducts interviews for At Large seats on the following bodies:
Retirement Board, Fire Advisory Commission, Integrated Pest Management Advisory
Committee, Planning Commission, Treasury Oversight Board, and the Fish & Wildlife
Committee; and delegates the screening and nomination fill At Large seats on all other eligible
bodies to each body or a subcommittee thereof.
Referral Update:
The Fish & Wildlife Committee was established by the Board in December 1994 to advise the
Board on fish and wildlife issues, make recommendations for the expenditure of funds from the
Fish and Wildlife Propagation Fund, and to address issues surrounding the enforcement of fish
and game laws and regulations of the County. The Committee comprises ten members: one
nominated by each County Supervisor, four At Large seats, and one At Large Alternate seat. Seat
terms are four years. The IOC conducts interviews for the At Large and At Large Alternate seats.
On December 31, 2020, the terms for the At Large #3 and #4, and At Large Alternate #1 seats
will expire. The Conservation & Development Department recruited for applicants as described in
the attached transmittal memo. Thirteen applications were received and are attached hereto along
with a report from the Fish & Wildlife Committee staff. Attachment 1 is a matrix summarizing
the information provided by candidates.

My name is Randy Monroe. The natural environment is very important to me. I am passionate
about conservation, sustainable practices and ecosystems restoration for both people and the
health of the environment. The "natural sciences" are my lifelong mission.
I am a California State University East Bay alumni with a Multiple Subject Teaching Credential, a
Science Authorization, an Earth and Planetary Science Single Subject Teaching Credential and a
Master of Science. I began my studies in Wildlife Biology at the University of Arizona in 1982; one
of only two colleges in the US to offer the program at the time. Though I didn't complete it as life
took a turn, it has always stayed with me similar to my experience in Boy Scouts hiking many areas
of the Appalachian & Rocky Mountains; including the Grand Tetons, Yellowstone, New Mexico &
Arizona as a youth.
This is my 21st year teaching science in the Mt. Diablo Unified School District. I spent 5 years at
Title-One site Glenbrook Middle teaching all levels, languages and abilities (mainstream &
Structured English Immersion and in Gifted and Talented Education as the GATE Coordinator) in
Earth, Life, Physical sciences. I was also a district facilitator in the former "Talents to Go" GATE
Summer School Program through my early tenure at Foothill Middle School; a National Blue
Ribbon & California Distinguished public middle school in Walnut Creek. This is my 15th year at
FMS and I teach 6th & 7th grade levels of middle school. Throughout my tenure, I have specialized
in numerous standards-based science field study trips that give students the opportunity to explore
science in natural settings with annual visits to the Monterey Bay Aquarium & Marine Mammal
Whale Watching and a 3-day/2-night trip to Lassen Volcanic National Park and surrounding area.
I have worked with Chris Miller from Contra Costa County Vector Control and Mosquito Abatement
for 20 years rearing and raising many species of threatened native fish in my classroom. Through
California Fish & Wildlife, I have housed a number of native ectotherms or cold-blooded animals in
my home classroom; approximately 20 "class" local species representatives -reptiles (Westem
Pond turtles, Gopher, King & Garter snakes & Alligator & Western Fence lizards), amphibians
(Pacific Tree frogs, California toads & California Slender salamanders), tarantula & wolf spiders
(arthropods), crustaceans (Crayfish) mollusks (clams & snails), fish (Sacramento Perch, Tule
Perch, Flounder, Split-tail, Sacramento Sucker, 3-Spine Stickleback, Blackfish, California Roach,
& Rainbow Trout). I also have many specimens of macro and benthic invertebrates. Unfortunately,
everything changed in March 2020 and many now have new homes. And . notably, I was the only
teacher to seNe on the board for California Fish & Wildlife's "Trout in the Classroom". I have also
worked with CF&W to mitigate permitting issues for educators between the great many
departments within the bureaucracy: including law enforcement, science divisions and regulatory
law.
I am an Education Fellow on the NASA & Johns Hopkins Applied Physics Lab: New Horizons
mission to Pluto. My father Jim Christy discovered Pluto's binary companion Charon in 1978;
naming it after my mother Charlene. 2018 marked the 40th Anniversary of the discovery where I

Approach" to the Pluto/Charon System in 2015 and recently for Kuiper Belt Object (KBO)

defense; particularly infrared (IR) technologies, which I embed in the classroom curricula when we
study climate and green-house gases.
I was also adjunct faculty with the Department of Energy's Joint Genome Institute (DOE JGI) in the
Microbial Ecology Department studying extremophiles (extreme-living bacteria). I participated in
cutting-edge genomic research and was sent to Yellowstone on a sampling mission to find these
novel bacteria; also found at hydrothermal vents deep in the oceans discovered by famed
oceanographer and explorer and another acquaintance Dr. Robert Ballard. I have developed
curricula in the areas of astro-biology and cryo-volcanism, particularly for the icy bodies of Jupiter's
moon Europa, Saturn's moon Enceladus and the amazing Pluto/Charon system; as I am friendly
with Europa Clipper Mission Principal Investigator Dr. Robert Papplardo
While in Yellowstone through the DOE JGI, I met and began collaborations with Dr. Douglas Smith
and Rick Mcintyre lead biologists for the 1995 Wolf Reintroduction; which I followed before its
inception. The study of "Keystone Species" and "Trophic Cascades" has been amazing in
deepening our understanding of the intricacies of the 'Web of Life". Yellowstone is my Disneyland
and I have had the good fortune of witnessing nature "up close and person" including gray wolves
within only a few feet. I have also spent time in Costa Rica and seen a great many of the flora &
fauna that it offers. I also spent the 1990s doing a lot of scuba diving. I collaborate with a variety of
leading environmental organizations and institutions as an advocate to provide stronger
protections for flora & fauna and ecosystems.
I was an Educator for the NASA & Lawrence Berkeley Space Sciences Lab: MAVEN mission -the
Mars Atmosphere Volatile EvolutioN-which launched in November 2013.

In 2016, I served on the Editing Team for the California Commission on Teacher Credentialing for
their Credentialing Subject Examination Test {CSET) for prospective Earth & Planetary Science
Teachers and I was also on the MDUSD's NGSS Middle School Leadership Team. That's in-part
how I came to be a team member for the newly adopted Earth & Planetary Sciences CSET for
prospective science teachers in California that is overseen by the California Commission on
Teacher Credentialing and Pearson.
I am a member of the American Geophysics Union (AGU), American Association for the
Advancement of Science (AAAS), Northern California Geologic Society (NCGS), National Earth
Science Teachers Association (NESTA), Northern California Geologic Society, (NCGS), National
Science Teachers Association {NSTA), and California Science Teachers Association (CSTA),
Sierra Club, Nature Conservancy, and a great many leading environmental organizations.

My professional experience includes 16 years as a practicing veterinarian focusing primarily on critical

facets of wildlife medicine, including marine mammals, aquatic medicine, backyard wildlife and raptors. As
a veterinary student, I interned at the EPA for two summers studying emerging marine diseases in the
North Atlantic and I have a strong interest in wildlife management and policy.

Referral History:
On March 26, 2019, the Board of Supervisors (BOS) requested that the Internal Operations
Committee (IOC) develop a policy on language interpretation services at Board of Supervisors
meetings. The IOC considered this matter on September 9, 2019 and decided that the services
could not practically be rolled out until staff relocated to the new Administration Building at 1025
Escobar Street in Martinez.
The IOC gave staff direction to report back with additional information to assist the Committee in
determining the best model for providing these services at Board meetings. The IOC received a
follow-up report on December 9, 2019 and directed staff to prepare a report for Board discussion
on January 21, 2020 with recommendations to consider implementing language translation
services at BOS meetings upon 72 hours' prior notice once the Board began using its new meeting
chambers, estimated to be in or around June 2020. Staff was also asked to confer with the
Department of Information Technology (DoIT) on the feasibility of implementing language
interpretation in the current BOS Chambers.
On January 21, 2020 staff presented to the Board of Supervisors on the status of language
interpretation at meetings. Because this presentation occurred before the COVID-19 pandemic
began, it was anticipated that improved interpretation equipment would be implemented in the
new Board Chambers during 2020. The recommendation in January was for the Clerk of the
Board Division to secure its own contract for hiring interpreters with Language Line, the service
provider that the Contra Costa Employment and Human Services Department (EHSD) presently
uses.
Obtaining both the equipment and a contract for on-call interpreters will enable the BOS meetings
to feature additional requested services for the public. This roll-out would include adding a
language interpretation policy to the County website and working with the Office of

Communications and Media on how to communicate the new policy and procedures to the public.
The Internal Operations Committee, composed by Supervisors Andersen and Burgis, also directed
staff to explore the feasibility of providing Board of Supervisors agenda material in Spanish as
well as English. The translation of written materials from English to Spanish are charged per
word. Language Line, the vendor EHSD contracts with, charges $0.19 per word for English to
Spanish translation. Twenty-six-page agendas are common for many BOS meetings that have
over 100 items on the agenda. Thus, an English to Spanish translation of a typical twenty-six-page
meeting agenda that has approximately 7,800 words would cost $1,482. A shorter agenda of
roughly 75 items could be closer to 6,000 words (approximately 20 pages) and would cost
$1,140.
When the COVID-19 pandemic began, the Board of Supervisors began holding its meeting
virtually. This included the five Board of Supervisors all participating in the meeting from remote
locations, minimal staff in the board room, and public participation through a call-in number.
Upon moving to the new County Administration building during the summer of 2020, the Board
of Supervisors continues to meet virtually. Ensuring effective virtual meetings with public
participation was the focus for both Clerk of the Board and DoIT for the second and third quarters
of 2020. These divisions worked to convert meetings to an entirely new format, while preserving
the ability of the public to participate. As the logistics for managing the BOS meetings became
smoother, the use of interpretation services was quickly added.
The current process for interpretation services is to have an interpreter in the Board Chambers
who provides consecutive interpretation in Spanish only for members of the public during public
comment periods of the meetings.
Referral Update:
The goal of this report is to determine what process the Board of Supervisors should use while the
meetings are held virtually, as well as to make a policy on how to provide interpretation services
for BOS meetings after in-person meetings resume.
Policy decisions include:
Simultaneous vs. Consecutive Interpretation 1.
Staff recommends that the policy determine whether simultaneous or consecutive interpretation
will be utilized. Consecutive interpretation occurs when the interpreter translates speech once the
speaker stops speaking, usually at several intervals throughout his/her comment. The use of
consecutive interpretation would require the services of an interpreter. Simultaneous
interpretation occurs when the interpreter translates at the same time the speaker is talking. In
addition to the services of an interpreter, the use of simultaneous interpretation would require
equipment such as headsets that could be either rented or purchased. Simultaneous interpretation
services with the headset options have technological needs that would require the Information
Technology department (DOIT) to maintain the equipment. During the COVID-19 pandemic and
afterward, any equipment that would be reused meeting to meeting would need to be properly
sanitized. Proper sanitizing of equipment would require both staff training and any costs
associated with the cleaning. Considerations for both the simultaneous and consecutive options

include where the interpreter would sit (either on-site or off-site) and what costs would be
associated with these purchases.
Another option is for the Board of Supervisors to provide consecutive interpretation for public
comment only. As is currently occurring, a contractor present in the board room for the meetings
provides consecutive interpretation for members of the public who call in for public comment.
Once in-person meetings being again, this service could be replicated almost identically with the
member of the public being in the board room, instead of on the telephone.
Determine Portions of Meetings to be Interpreted2.
The policy should determine which portions of the BOS meetings will be interpreted. Currently, a
contracted interpreter sits in the Board Chambers during meetings and provides consecutive
interpretation in Spanish only for members of the public who call in for public comment. Once
in-person meetings begin again, this service could be replicated almost identically with the
member of the public being in the board room versus on the telephone.
The policy should indicate which language interpretation services will be provided at BOS
meetings. Staff recommends that consecutive interpretation be provided for Spanish only and that
meetings be broadcast in English on CCTV and Spanish on YouTube.
Agenda Translation3.
Another consideration is whether to translate BOS meeting agendas to Spanish. Additionally, the
method for translation should be determined. Options include utilizing translation services, which
would be costly but more accurate, or utilizing Google Translate, which would be more cost
effective but less accurate. While Google Translate is not a legally defensible translation, a
member of the public should be able to determine if an agenda item is of interest to them through
a version of the agenda generated through Google Translate. If agenda translation services are
implemented through either method, the need to revise the timeline for agenda production may
also need to be considered, given the additional steps that would be required to produce the final
agenda.
Timeline for Notification of Need for Interpretation Services 4.
Assuming a Spanish interpreter is always on-site for each Board of Supervisors meeting, the Clerk
of the Board will need advance notice if an interpreter for a language other than Spanish is
needed. A specific time period should be established for notifying the Clerk of the Board of the
need to retain additional interpretation services for a meeting. This deadline will appear on the
agenda for each meeting.
If the Board of Supervisors directs staff to retain interpretation services for Board of Supervisors
meetings, staff recommends the County issue a Request for Proposals to provide the services.
Once the policy decisions are determined by the Board of Supervisors, staff will retain the
applicable services and include interpretation language on the meeting agendas in both English
and Spanish similar to the following :
