1. Call to Order
2. APPROVE Record of Action for June 26, 2017 Sustainability Commission meeting.
The Record of Action was approved unanimously.
Motion: Smith Second: Warfe
3. DISCUSS AND APPROVE Bylaws for the Sustainability Commission.
Jody London described changes made to the draft Bylaws since the June meeting, including
review by County Counsel. The Commission discussed the draft Bylaws and recommended
inserting language regarding term limits. The Commission approved the Bylaws with that
change, and recommended they be forwarded to the Board of Supervisors for approval.

4. ELECT Officers for the Sustainability Commission.

The Commission unanimously elected Victoria Smith to serve as Chair and John Sierra to serve as Vice-
Chair.

5. DISCUSS topics of study and work plan for the Sustainability Commission.
The Commission discussed topics and timing that would comprise a work plan for the
Sustainability Commission. The Commission asked the Chair and Vice-Chair to work with staff to
develop a draft work plan for discussion at the next meeting.
6. RECEIVE report on transportation in Contra Costa County and the County’s Climate
Action Plan.
John Cunningham, Principal Planner, provided an overview of transportation planning and how
transportation is reflected in the Climate Action Plan. The presentation is attached. Cunningham
discussed the State and local policies that can drive systemic change, including State laws focused
on climate change and metrics for evaluating transportation, and local policies including the
General Plan, complete streets, and vision zero. Cunningham noted that for the first time, transit
ridership is declining while the economy is improving. Cunningham suggested that the
Sustainability Commission could assist the County by reviewing and providing input on
implementation of the complete streets/vision zero policy that is under development, the General
Plan Update, and project level engagement. Several members of the Commission expressed
interest in walking and/or bicycle tours of projects under development. Cunningham also
suggested the Commission could provide input on Countywide policies developed by the Contra
Costa Transportation Authority.
7. PUBLIC COMMENT on any item under the purview of the Commission that is not on
the agenda.
None.
8. Adjourn to next meeting, scheduled for Monday, October 23, 2017.
