Referral History:
On January 7, 2020, the Board of Supervisors adopted Resolution No. 2020/1 adopting policy amendments
governing appointments to boards, committees, and commissions that are advisory to the Board of Supervisors.
Included in this resolution was a requirement that applications for at large/countywide seats be reviewed by a
Board of Supervisors committee.
The Contra Costa Commission for Women and Girls (CCCWG) was formed to educate the community and
advise the Contra Costa County Board of Supervisors on issues relating to the changing social and economic
conditions of women in the County, with particular emphasis on the economically disadvantaged. The
Commission's mission is, “to improve the economic status, social welfare, and overall quality of life for women
in Contra Costa County.”
The Commission consists of 15 members and one Alternate At-Large member including: five district
representatives (one from each supervisorial district), ten At-Large members, and one Alternate. The five
district representatives are nominated for a four year term by each member of the Board of Supervisors. The ten
At-Large members and the one alternate are nominated by the CCCWG Membership Committee and forwarded
to the full CCCWG. The full CCCWG then makes appointment recommendations to the Family and Human
Services Committee. All Commission seat terms are for a period of four (4) years with staggered expiration
dates.
Referral Update:
Ms. Cheryl Cotton applied to serve on the CCCWG on April 23, 2024. On August 27, 2024, the CCCWG voted
to approve the recommendation of her appointment to the At Large #3 seat on the Commission, with a term
expiring February 28, 2027.

As a working mother, single parent, and career educator, I am deeply committed to
advancing gender equality and addressing the challenges faced by women and girls in our
society. I am eager to contribute my skills, experience, and passion to this important cause.
Despite significant strides over the decades in recognizing the rights and empowerment of
women and girls, within the last few years, we have witnessed challenges that hinder the full
realization of gender equality. From economic disparities to barriers in education,
healthcare, and political representation, women and girls around the world and within our
local community face multifaceted obstacles that demand urgent attention and action. As a
commission member, I aim to leverage my background, experience, and skills to address
these challenges effectively. In addition to my professional skills, I bring a deep sense of
dedication, empathy, and advocacy to this role. I am committed to listening to the voices of
women and girls, especially those from marginalized and underrepresented communities,
and ensuring that their perspectives shape our decisions and priorities.

I have served for thirty years in education as a classroom teacher, school coach, project
coordinator, school principal, and an administrator at the district, county office of education,
and state levels. My career has gifted me with unique opportunities to teach, lead, advocate,
and impact students, educators, families, and communities. In addition, I have lead
professional development on topics including implicit bias and equity. I have also been
trained in developing compassionate systems and evocative coaching. I am a long standing
member of Alpha Kappa Alpha Sorority, Inc. and chair my chapter's Sisterly Relations
Committee and work with a team to develop activities and events that promote sisterhood
and support for women and girls.

Referral History:

The Economic Opportunity Council (EOC) is a tripartite advisory board to the Board of Supervisors and the
Employment and Human Services Department, Community Services Bureau for Contra Costa County
administration of the Community Services Block Grant (CSBG).
The duties and responsibilities of the EOC include: reviewing fiscal and programmatic reports submitted by
Community Services Bureau (CSB) staff; reviewing performance of Community Services Block Grant
contractors and the Weatherization program services; selecting EOC officers and appointing members to
committees; making recommendations to the County Board of Supervisors on all proposals and budgets related
to Community Services Block Grant and Weatherization programs; and requiring and receiving budget and
other reports prepared by CSB staff every other month along with an Annual Report.
The Economic Opportunity Council includes 15 members and 2 alternates, divided equally among three

Referral History:
On January 7, 2020 the Board of Supervisors adopted Resolution No. 2020/1 adopting policy governing
appointments to boards, committees, and commissions that are advisory to the Board of Supervisors. Included
in this resolution was the requirement that applications for at large/countywide seats be reviewed by a Board of
Supervisors committee.
The Family and Children’s Trust Committee (FACT), was established in 1982 by the Contra Costa County
Board of Supervisors to make funding recommendations on the allocation of a variety of funds for prevention
and intervention services to reduce child abuse and neglect, provide supportive services to families and
children, and promote a more coordinated, seamless system of services for families. Funding for FACT
supported projects derived from federal and state program legislation, and donations to the County’s Family
and Children’s Trust Fund.
Every two years, the members of the FACT establish a series of County priorities for the use of these funds
through review of existing data and reports and by holding Public Hearings in various areas of the county. The
Committee then develops a competitive bidding process to select non-profit, community-based agencies that
can best provide the services determined to be most important. Program recommendations are made to the
Board of Supervisors which makes the final funding decisions. The Committee continues to evaluate these
funded programs to ensure continued provision of quality service and achievement of stated goals. Programs
currently being supported include countywide parenting classes, therapeutic day care for emotionally disturbed
children, treatment for families, young children and teens with both substance abuse and child abuse issues,
services for homeless families, and projects to support children whose mothers have been victims of domestic
violence and sexual assault.
On March 19, 2024 the Board of Supervisors approved a reduction of FACT Committee member seats from
fifteen (15) to eleven (11). This reduction has allowed the FACT Committee to achieve quorum and meet
regularly. Members are appointed by the Board and include citizens with expertise in children’s issues,
education, law, non-profit agency management, public health, and program research/evaluation. Terms for all

As of August 2024, ten (10) of the eleven (11) FACT Committee seats were filled. The FACT
At-Large Seat 2 was declared vacant by the Board of Supervisors on June 25, 2024, C.30, 24-
1761.
On September 30, 2024 terms will expire for four (4) FACT Committee members not seeking
reappointment.
With the suggested appointment of Ms. Millison and the four (4) seat expirations as of
September 30, 2024, the FACT Committee will have seven (7) of the eleven (11) seats filled
with five (5) new applicants in queue for review and vetting by the FACT Committee.
The FACT Committee met on August 21, 2024 and vetted Ms. Millison’s application. After
review and vote, the FACT Committee recommends appointing Ms. Millison to the FACT At-
Large Seat 2 with a term expiration of September 30, 2025.
Based on the recommendation from the FACT Committee, I, Marla Stuart, EHSD Director,
request recommendation for the appointment of Ms. Millison to serve as a member of the FACT

PURPOSE OF COMMITTEE _________________________________________
The purpose of this committee is to establish priorities and make funding recommendations to
the Board of Supervisors on the allocation of specific funds for the prevention/amelioration of
child abuse and neglect, and the promotion of positive family functioning. These funds include:
Child Abuse Prevention, Intervention, and Treatment funds (CAPIT) funds, (AB 1733), Birth
Certificate revenue to the County Children’s Trust (AB2994), the Ann Adler Children’s Trust
funds, Community-Based Child Abuse Prevention funds (CBCAP) and other funds as may be
subsequently directed by the Board of Supervisors.
SUMMARY OF RECRUITMENT EFFORTS/NOMINEES FOR MEMBERSHIP
The FACT Committee continues to perform efforts to fill its vacant seats and has five (5)
prospective applicants pending review and vetting from the FACT committee.
FACT Committee membership consists of the following:
• Three (3) At-Large seats
• Five (5) Supervisorial District Seats; One (1) representative from each District
• Three (3) discipline/sector specific seats
If the seat member referenced herein is appointed, FACT Committee seat members will live or
work in the following areas of the county:

The Advisory Council on Aging (ACOA) provides a means for county-wide planning, cooperation and
coordination for individuals and groups interested in improving and developing services and opportunities for
the older residents of this County. The Council provides leadership and advocacy on behalf of older persons
and serves as a channel of communication and information on aging.
The Advisory Council on Aging consists of 40 members serving 2-year staggered terms, each ending on
September 30. The Council consists of representatives of the target population and the general public, including
older low-income and military persons; at least one-half of the membership must be made up of actual
consumers of services under the Area Plan. The Council includes: 19 representatives recommended from each
Local Committee on Aging, 1 representative from the Nutrition Project Council, 1 Retired Senior Volunteer
Program, and 19 Members at-Large.
Pursuant to the ACOA Bylaws, the ACOA may recommend for appointment up to four (4) alternate Member-at-
Large (MAL) members, who shall serve and vote in place of members (City or MAL) who are absent from, or
who are disqualifying themselves from participating in a meeting of the ACOA.
The Area Agency on Aging, the ACOA and the Clerk of the Board, using Contra Costa TV (CCTV), assisted
with recruitment. Area Agency on Aging staff has encouraged interested individuals including minorities to
apply through announcements provided at the Senior Coalition meetings and at the regular monthly meetings of
the ACOA. The Contra Costa County Employment and Human Services Department (EHSD) website contains
dedicated web content where interested members of the public are encouraged to apply. The website provides

Referral History:
In November 2014, the Board approved “Forging Ahead Towards Preventing and Ending Homelessness: An
Update to Contra Costa’s 2004 Strategic Plan”, that renewed the County's 2004 plan with the latest data, best
practices, and community feedback and reaffirmed the County's commitment to the Housing First approach. As
such, “Forging Ahead” establishes this guiding principle: “Homelessness is first a housing issue, and necessary
supports and services are critical to help people remain housed. Our system must be nimble and flexible enough
to respond through shared responsibility, accountability, and transparency of the community.”
The Strategic Plan Update identifies two goals: 1) Decrease the length of time people experience homelessness
by focusing on providing Permanent Housing and Services and; 2) Decrease the percentage of people who
become homeless by providing Prevention activities. To achieve these goals, three strategies emerged:
1.Implement a coordinated entry/assessment system to streamline access to housing and services while
addressing barriers, getting the right resources to the right people at the right time;
2.Use best, promising, and most effective practices to give the consumer the best possible experience
through the strategic use of resources; and
3.Develop the most effective platforms to provide access, support advocacy, and connect to the
community about homelessness and available resources.
The Homeless Program of the Health, Housing and Homeless Services Division partners with the Homeless
Advisory Board and Continuum of Care to develop and carry out an annual action plan that identifies the
objectives and benchmarks related to each of the goals and strategies of Forging Ahead. Further, the Homeless
Program incorporates the strategic plan goals into its own delivery system of comprehensive services, interim
housing and permanent supportive housing as well as contracting with community agencies to provide
additional homeless services and housing with the goal of ending homelessness in our community.
The last annual report to the Family and Human Services Committee (FHS) was presented on September 25,
2024.

Population Characteristics
Households with children: There were 1,878 households with children served in 2023, an 89% increase since 2019.
Transition age youth (TAY), ages 18–24: TAY made up 7% of the CoC served and increased by 36% since 2019.
Race/ethnicity: Black/African American/African households and people with multiple races were over-represented in the CoC
relative to the county population (4x and 3x, respectively).
Disabling conditions: 70% of households served in the CoC had a member with at least one disabling condition. Mental health
condition was the most prevalent disability, accounting for 45% of households.
Survivors of domestic violence: 83% of households accessing Crisis Response services had at least one household member who
had experienced domestic violence.
Sexual orientation: 3% of adults served in Crisis Response identified as LGBTQIA+ and 20% of the LGBTQIA+ population served
in Crisis Response were between the ages of 18 and 24.
Veterans: The CoC served 887 veterans in 2023 (8%) of all adults. Veteran households made up 34% of all households in
Permanent Housing programs.

be assured in future fiscal years.

COC BUDGET
Budgets are prepared for each federal fiscal year (July 1 to June 30).
During fiscal year 2023–2024, which overlaps with the calendar year for
this annual report, HUD awarded the CoC $19,300,140 and an additional
$1,789,609 through one-time special funding to support unsheltered
homelessness. This amount represents a 22% increase over five years in
HUD funding.
Additional non-HUD funds in the amount of $21,689,934 obtained
through grants and foundations provided supplemental and critical
financial resources for CoC administration, planning, data management,
housing, and other critical services. These non-HUD funds, which
account for 51% of the CoC budget, have fluctuated by over $13 million
in the past five years, primarily due to one-time funding during the
COVID-19 pandemic. During this past year, funding has stabilized and
represents a 10% increase, from fiscal year 2019-2020 to fiscal year
2023–2024 (Table 1).
Special NOFO funding is a 3 year award totaling $5.3 million. This table reflects a third of this award.

CoC PROGRAM
UTILIZATION
During calendar year 2023, 9,632 unique
households were served in CoC programs,
with 14,002 people in those households.
This represents a 28% increase in
households served since 2019. During
2021, the number of households served
decreased while services were limited
and capacity to serve people at shelters
was reduced to prevent over-crowding
and the spread of COVID-19 and
programs began to increase service in
2022 as COVID-19 response became
more integrated in day-to-day operations.
(Figure One).
The CoC has ten program models that fall
under three categories based on the
homeless status of those people utilizing
those services:

Prevention/Diversion Success Story
Jack (name changed to protect privacy), a Contra Costa native, became
homeless in his 40’s after his family died. When Healthcare for the Homeless
first connected with Jack, he had been living in his car for seven years and
was so ill he needed to be hospitalized. He was eventually discharged to the
Phillip Dorn Respite Center and then to the Concord Shelter, where he was
connected to the Housing and Disability Access Program (HDAP) program
through Hope Solutions. The HDAP team worked hard to get Jack connected
to consistent mental and physical health care, Social Security benefits and
into housing. After two years of aftercare services, including financial
support and case management, he was successfully exited from the program
and living on his own.
Six months later, Jack reached back out to the HDAP team when he learned he
had 60 days to leave his shared housing situation because the owner of the
home he was living in died, and the family was selling the home. The HDAP
team helped Jack apply for multiple affordable housing lists and also looked for
other resources to prevent his return to unsheltered homelessness. Before the
60 days were up, Jack was notified that he had made it to the top of list for a
project-based housing voucher in East Contra Costa County. However, because
of his very low income, Jack could not afford move-in costs like security deposit,
first month’s rent, and moving services. Without these costs covered, Jack
would be unable to take this housing opportunity and would likely return to
homelessness.
His team was able to use HDAP Prevention funding to cover the security deposit
and first month’s rent and reached out to a few key community partners
including local businesses that donated furniture and household essential items
and moving service. With the support of the HDAP program, Jack’s return to
homelessness was prevented and he now lives in a safe, secure, affordable
apartment of his own.
