The Committee approved the proposed 2024 Family and Human Services Committee
meeting schedule and meeting format with two modifications. First, the Committee
requested that the August 2024 meeting be cancelled. Second, the Committee noted that
the April 2024 meeting is scheduled for the same date and time as the County budget
hearings. Staff will find an alternate date for the April 2024 meeting and will return in
March with a new 2024 Family and Human Services Committee meeting schedule .
The next meeting is currently scheduled for March 25, 2024 at 10:30 a.m.

Referral History:
On January 7, 2020, the Board of Supervisors adopted Resolution No. 2020/1 adopting policy amendments
governing appointments to boards, committees, and commissions that are advisory to the Board of Supervisors.
Included in this resolution was a requirement that applications for at large/countywide seats be reviewed by a
Board of Supervisors committee.
The Contra Costa Commission for Women and Girls (CCCWG) was formed to educate the community and
advise the Contra Costa County Board of Supervisors on issues relating to the changing social and economic
conditions of women in the County, with particular emphasis on the economically disadvantaged. The
Commission's mission is, “to improve the economic status, social welfare, and overall quality of life for women
in Contra Costa County.”
The Commission consists of 15 members and one Alternate At-Large member including: five district
representatives (one from each supervisorial district), ten At-Large members, and one Alternate. The five
district representatives are nominated for a four year term by each member of the Board of Supervisors. The ten
At-Large members and the one alternate are nominated by the CCCWG Membership Committee and forwarded
to the full CCCWG. The full CCCWG then makes appointment recommendations to the Family and Human
Services Committee. All Commission seat terms are for a period of four (4) years with staggered expiration
dates.
Referral Update:
Ms. Dena Acosta applied to serve on the CCCWG on August 7, 2023. On January 23, 2024, the CCCWG voted
to approve the recommendation of her appointment to the At Large #1 seat on the Commission, with a term
expiring February 28, 2025.

Women's civic engagement is of the utmost importance, not only due to underrepresentation heretofore
experienced. As women typically engage with a variety of civic-sponsored activities and organizations
throughout any given day, it is important that the valuable perspective we have gained from this
participation as individuals, mothers, spouses, and daughters to seniors/elders is represented in the
decision making processes of these structures. Women are often at the unique crossroads of work,
home, family, school, county, library, and city life for all members of their family. We have so much
valuable experience to share in order to make sure civic-sponsored structures are working efficiently for
all members of society.

Referral History:
On January 7, 2020, the Board of Supervisors adopted Resolution No. 2020/1 adopting policy amendments
governing appointments to boards, committees, and commissions that are advisory to the Board of Supervisors.
Included in this resolution was a requirement that applications for at-large/countywide seats be reviewed by a
Board of Supervisors committee.
The Advisory Council on Aging (ACOA) provides a means for county-wide planning, cooperation and
coordination for individuals and groups interested in improving and developing services and opportunities for
the older residents of this County. The Council provides leadership and advocacy on behalf of older persons
and serves as a channel of communication and information on aging.
The Advisory Council on Aging consists of 40 members serving 2-year staggered terms, each ending on
September 30. The Council consists of representatives of the target population and the general public, including
older low-income and military persons; at least one-half of the membership must be made up of actual
consumers of services under the Area Plan. The Council includes: 19 representatives recommended from each
Local Committee on Aging, 1 representative from the Nutrition Project Council, 1 Retired Senior Volunteer
Program, and 19 Members at-Large.
Pursuant to the ACOA Bylaws, the ACOA may recommend for appointment up to four (4) alternate Member-at-
Large (MAL) members, who shall serve and vote in place of members (City or MAL) who are absent from, or
who are disqualifying themselves from participating in a meeting of the ACOA.
The Area Agency on Aging, the ACOA and the Clerk of the Board, using Contra Costa TV (CCTV), assisted
with recruitment. Area Agency on Aging staff has encouraged interested individuals including minorities to
apply through announcements provided at the Senior Coalition meetings and at the regular monthly meetings of
the ACOA. The Contra Costa County Employment and Human Services Department (EHSD) website contains
dedicated web content where interested members of the public are encouraged to apply. The website provides
access to the Board of Supervisors' official application with instructions on whom to contact for ACOA related

Denise Kalm submitted an application for ACOA membership on January 12, 2024. The City of Walnut Creek

recommended Francisco Benavides to serve as the ACOA’s Town of Moraga representative on February 22,

Referral History:
The Contra Costa Continuum of Care is governed by the Contra Costa Council on Homelessness (hereinafter
referred to as the Council). The Council is appointed by the County Board of Supervisors to assist and provide
guidance in the development and implementation of long-range planning and policy formulation of homeless
issues in Contra Costa County. The Council is responsible for making data driven, equitable decisions related to
federal, state, and local regulations and funding guiding the administration of homelessness crisis response in
the County. The Council also provides a forum for communication and coordination of the County's Strategic
Plan to End Homelessness and to educate the community on federal, state and local policy issues affecting
people who are homeless or at risk of homelessness in Contra Costa County.
The Council is appointed by the Board of Supervisors and consists of 19 seats representing homeless or
formerly-homeless persons, community members, educational/vocational services, health care, housing
providers, law enforcement, local government, the faith community, and homeless service providers, including
the Veterans Administration. All Council members reside in or are employed in Contra Costa County,
demonstrate a professional interest in or personal commitment to addressing and alleviating the impact of
homelessness, and be able to contribute unique expertise, opinions and viewpoints on homeless issues.
Candidates serve two-year terms.
The Council on Homelessness submits recommended candidates to fill open Council on Homelessness seats
every year. These recommendations are reviewed by the Family and Human Services Committee and
submitted to the Board of Supervisors for final approval.
There was an extensive recruitment process to solicit applicants for open seats. Council staff received a total of
7 applications for the vacant Youth Representative Seat, however 3 applicants were not eligible (did not have a
lived experience of homelessness or did not complete the required County application). A nominating panel,
created of non-conflicted Council on Homelessness members, reviewed the County and Supplemental
applications for the 4 eligible applicants, and following a strict rubric, made recommendations to the Council.
The Council voted, at the March 7, 2024 meeting, to recommend Yahel Moreno for the Youth Representative

seat, with a two-year term. The attached “COH 2024 Youth Representative Applicant Roster” document
provides information about the applicants for each category, including applicant’s district. The “COH 2024
Youth Representative Applications” document includes the County and Supplemental applications for the
applicants. If this appointment is approved, there will be no predicted vacancies on the Council on
Homelessness for 2024.

Id like to serve in this particular board because I know, first hand, what it's like not having a stable home
and what it could to someone's mental health and how it could change your perspective on life. I've
always been a person who likes to help others, especially one's in need. If given this opportunity, I would

Referral History:
At the May 24, 2022 Board of Supervisors meeting, Healthy Options at Point of Sale (HOPS) youth advocates
presented information and recommendations for healthy food options and condom accessibility in At the May
24, 2022 Board of Supervisors meeting, Healthy Options at Point of Sale (HOPS) youth advocates and Bay
Area Community Resources (BACR) presented information and recommendations for healthy food options in
the retail environment of unincorporated Contra Costa County. The presentation concluded with a unanimous
Board vote to refer to the Family and Human Services Committee (FHS) the topic of Healthy Options at Point
of Sale so that the Health Services Department's Public Health Division, in collaboration with the HOPS youth
advocates, could look further into the issues presented and prepare policy or ordinance recommendations for
the full Board's consideration.
On February 27, 2023, Contra Costa Health Services Public Health (CCH) staff, HOPS youth advocates, and
BACR made a joint presentation to the FHS Committee with FHS Chair Anderson directing staff to solicit
feedback to retailers about the proposed policy options and return to the full Board for further discussion.
On May 9, 2023, CCH and BACR staff and HOPS youth were scheduled to present to the Board of Supervisors
(BOS) findings from a survey of 19 out of 32 retailers located in the unincorporated areas of Contra Costa
conducted in March 2023. Unfortunately, due to a full BOS agenda, and the youth’s limited availability, Chair
Gioia acknowledged that the youth were present, allowed for public comment as well as comments from a
HOPS youth who shared his concerns about the negative health impacts that unhealthy retail environments
have had on his family. The BOS directed CCH and BACR to garner additional input from members of the
retail community to ensure that all of those affected would have both an opportunity to learn more and ask
questions about the proposed policy, and then return to the BOS with a full presentation and report.

I. Summary
This report details efforts that have taken place since the last report on the proposed policy that would require healthy food and beverage options be made
available in the retail environment at the point of sale and was made to the
Family Human Services (FHS) Committee in May of 2023.
The report includes the program’s response to recommendations made by the
Board of Supervisors to garner additional feedback from all retailers who would
be impacted by the proposed policy in the unincorporated areas of Contra Costa.
II. Healthy Retail Policy Background
Healthy Stores Healthy Communities (HSHC) Survey – Contra Costa County
In 2019 Contra Costa Health’s (CCH) Nutrition and Physical Activity Program
(NPAP), the CCH HIV/AIDS and STI, Tobacco Prevention Program, Alcohol
and Other Drugs Program and their partners, including Bay Area Community
Resources (BACR), participated in the California Department of Public Health’s
(CDPH) Healthy Stores Healthy Communities (HSHC) campaign. The
subsequently formed taskforce by the programs had the goal to improve the health of residents and reduce health inequities by supporting healthy changes in
the retail store (including convenience stores and gas stations) environment. The
HSHC forum was held virtually on Zoom on October 28, 2021.
Below are the findings from the 2019 HSHC survey, and it should be noted that a
townhall forum was held for the retail community and community at large to hear
the findings:
• Of the 183 retail stores surveyed by the HSHC Taskforce, 54% of those
stores carried a selection of fresh fruits and vegetables for purchase and
33.9% stocked low-or non-fat milk. In comparison, over 50% of
unhealthy sugary drink storefront ads and access to sugary drinks were

advertised at the point of checkout. The dearth of availability of fresh,
quality, nutritious foods and drinks in the retail store environment is
apparent in the data. Th e above prompted the development of the HSHC
taskforce that continued to meet and prioritize as one of its goals the
improvement of the retail store environment.
Sinc e 2019, NPAP, BACR staff along with BACR’s youth led advocacy team
known as Healthy Options at Point of Sale (HOPS) have each played a role in
educating community members about the negative health impacts associated with
the consumption of unhealthy foods and beverages. However, additional supports
such as improvements to the retail environment can contribute greatly to
reducing the rates of diseases resulting from poor nutrition. More specifically,
the point of sale in local neighborhood stores are a prime location for promoting healthier foods and beverages, especially in underserved communities of color
that often lack full-service grocery stores, as this can be an effective strategy for
promoting a healthy lifestyle and helping to reduce the negative health impacts of
chronic diseases such as diabetes.
On May 24, 2022, CCH and BACR staff along with the HOPS team presented
the health benefits of a Healthy Retail policy to the Board of Supervisors (BOS).
The recommended policy would require the placement of healthy food options at
the point of sale. At the conclusion of the presentation, the BOS requested that
CCH staff work with BACR to further explore Healthy Retail policy options and
the matter was referred to the FHS Committee for continued discussion.
On February 27, 2023, CCH and BACR made a joint presentation to the FHS
Committee with FHS Chair Candace Anderson directing staff to solicit feedback
from retailers about the proposed policy options and return to the full board for
further discussion.
On May 9, 2023, CCH and BACR staff and HOPS youth were scheduled to
present to the Board of Supervisors findings from a survey of 19 out of 32
retailers located in the unincorporated areas of Contra Costa conducted in March
2023. Unfortunately, due to a full BOS agenda, and the youth’s limited
availability, Chair Gioia acknowledged that the youth were present, allowed for
public comment as well as comments from a HOPS youth who shared his
concerns about the negative health impacts that unhealthy retail environments
have had on his family . The BOS directed CCH and BACR to garner additional input from members of the retail community to ensure that all of those affected
would have both an opportunity to learn more and ask questions about the
proposed policy, and then return to the BOS with a full presentation and report.
In the Summer of 2023, a revised survey was developed resulting from the
request by the BOS, CCH and BACR staff surveyed all 32 retailers, this number
include follow up surveys conducted with the 19 retailers who were surveyed in

March 2023. In addition, in October 2023, two virtual retailer townhall meetings
were held to further expand opportunities for the retailers to learn about the
health benefits of the proposed point of sale policy as well as to allow them to
provide their feedback and offer additional recommendations for the policy itself.
Extensive outreach in various languages was provided to retailers including
technical assistance for meeting registration . In addition, language translation
services were offered for the meeting, along with contact information for any
assistance or questions leading up to the forum. The number of participants was
low, with one retailer in total for the meetings.
CCH staff have collected, analyzed, and summarized the findings from the
surveys as well as input from the townhall meetings.
III. 2023 Healthy Retail Survey Findings
CCH NPAP and BACR staff conduc ted surveys of the retail environment for all
32 retail owners and staff for stores greater than 2000 square feet in unincorporated Contra Costa County participated. The findings from the surveys
are as follows:
i. Overall Viewpoints:
When asked What are your thoughts on the county implementing such a
policy? Would you support it- YES or NO or UNSURE? Of the 32
retailers surveyed, 11 retailers supported the policy , 11 were unsure, 8
declined to answer, and only 2 could not support a policy.

ii. Stocking Healthy Snack Options:
When asked: Do you already stock healthy items such as dried or fresh fruits and
veggies, nuts, whole grain snacks, water and/or 100% juice at checkout? If so,
what kinds of healthy products do customers most often buy from the checkout
area?
Retailers surveyed responded that they currently stock some healthy items, such
as fruits, nuts cheese, at the checkout counter. Those who do not stock healthy items at the checkout stated that it was because their customers find them to be
more expensive or that the healthy items expire too early and do not sell. Others
shared that their customers may be upset if they move the unhealthy items away
from the check out and that the healthy items will create space limitations for
other high demand items.
Several retailers expressed that they understood the health benefits of the proposed policy and the importance of increased visibility of healthy foods for
their customers. They also shared that they are open to learning more about the
proposed policy. If a proposed policy were passed, these retailers expressed
interest in the development of a healthy non-perishable products sample list of
foods that would meet the policy’s minimum qualifications.
iii. Identifying Healthier Snack Options:
When asked: “Most stores already stock a number of items that meet the
standards in the proposed policy . When we’re done talking, would you like
me/our team to identify a few products on your shelves that meet the proposed
standards?”
The surveys findings revealed 6 retailers were interested in piloting new healthier items at the point of sale. Five were not, and seven were undecided or
would defer to their corporate offices.
iv. Healthy Retail Policy Technical Assistance
When asked: “Which kinds of support do you think would be helpful in the
transition?”
Of those retailers surveyed in March 2023, 50% (9 of 18) of all retailers
surveyed would like technical assistance as well as healthy retail educational
materials such as posters. The remaining 9 retailers responded that they would
comply with the policy if their corporate office directed them to do so and/or if the policy passes, they will accept technical assistance. When returning to ask
the same question in August of 2023, 43% (14 of 32) of all retailers surveyed

would like technical assistance and healthy retail educational materials. The
remaining 18 retailers varied in their responses sharing that they already stock
healthy items or will not require any assistance if the policy is passed.
v. Retailer Engagement
Retailers were asked if they were interested in attending a meeting to learn more
about the proposed policy and to ask questions and/or provide their personal
opinions about potential impacts to their retail businesses. Flyers are attached.

On October 17, 2023, CCH and BACR hosted two retailer forums virtually, one
in the afternoon and one evening to accommodate retailers’ schedules. There
were 12 attendees, one of which was a retailer. The presentation was recorded
and is available on the CCH website publicly so that retailers may access the
information.
IV. Healthy Retail Policy Recommendations
Healthy retail is a priority for many leading health organizations and local health departments. In Contra Costa County, NPAP has been a long-standing grantee of
the California Department of Public Health’s Nutrition and Physical Activity
Branch (CDPH-NPAB) delivering nutrition and physical activity programming to
low-income families within the county. One goal of CDPH-NPAB is to promote
retail-based policy, systems, and environmental (PSE) change strategies that
encourage storeowners to increase access and availability o f healthy foods and
beverages.
In 2022, NPAP secured a Healthy Refrigeration Grant Program (HRGP) from the
California Department of Food and Agriculture to support additional retail
environment interventions. The funds support energy efficient refrigeration units
in corner stores, small businesses in low-income or low -access areas throughout
the state to stock California-grown healthy, minimally processed, and culturally
appropriate foods (CDPH-NPAB). A recent award for a Bay Point retailer will
provide over $75,000 in grant funding for energy efficient refrigeration to
provide healthy produce options in the community. In addition, technical
assistance in promoting, supporting, and reinforcing health messaging consistent
with the Dietary Guidelines for Americans. In December 2023, CCH successfully
fulfills CDFA HRGP grant deliverables to improve food access in the county.

The above provides NPAP with the unique ability to provide oversight and
implementation management should the Board of Supervisors provide direction
for a policy to be passed.
Phase 1 :
• Foods with ≤ 5 grams added sugar and ≤ 200 mg sodium per serving
• Gum and mints with no added sugar
• Beverages with no added sugar and no low- and no-calorie sweeteners
Phase 2: CCH staff will support healthy retail education and technical
assistance to 32 retail stores during its implementation phase (months 1 -12).
Technical assistance will include:
1) Distributing retailer education packets, information cards, list of healthy
options, and health promotion posters
2) Providing one-on-one technical assistance for all stores by phone, email and
in -person visits; and
3) Conducting no penalty store evaluations and technical support for store
managers.
Phase 3: CCH staff is uniquely positioned to ensure enforcement of the sale of
healthy food and beverage options at checkout policy as they work closely with
food retailers to provide nutrition education, and they will oversee

implementation management of any policy passed. Phase 3 will begin
approximately 13 months after the passing of the policy to allow time for
retailer education and engagement.
Options that CCH staff recommend for its retail enforcement are as follows:

It is recommended that those retailers in violation of the proposed Healthy Retail
Policy would be subject to administrative citations in accordance with the
following:
● 1st Violation: Store owner will be served with a written notice to
comply with the Healthy Retail Policy and re-inspection.
● 2nd Violation: Impose a $100 violation fee*
● 3rd Violation: $200 violation fee*
● 4th Violation: $500 violation fee*
*Fee Violation is based on Administrative Fines (Chapter 14-12)
Appeal Structure and Reporting
An appeals process will be included in any policy passed. Any requests for an
appeal must be in writing and must be received within ten days after notice of the decision was mailed. Any request for an appeal hearing must state the legal
and factual basis f or the appeal and be accompanied by payment of a fee
established by the board by resolution. A hearing on the appeal will be held
within fifteen days after the request for appeal is received by the appointed
officer. The appeals officer will issue a written decision supported by written
findings. The decision will be based on the applicant's compliance or
noncompliance with this policy .
NPAP will provide an annual progress report to the BOS and include information
regarding violations and penalties should there be any.

Staff recommends that the Family and Human Services Committee accept the
report and direct staff to present to the full Board of Supervisors to further
explore potential development of a policy that would promote the placement of
healthy food options at the point of sale greater than 2000 square feet in
unincorporated Contra Costa County.

Referral History:
In November 2014, the Board approved "Forging Ahead Towards Preventing and Ending Homelessness: An
Update to Contra Costa's 2004 Strategic Plan", that renewed the County's 2004 plan with the latest data, best
practices, and community feedback and reaffirmed the County's commitment to the Housing First approach. As
such, "Forging Ahead" establishes this guiding principle:
"Homelessness is first a housing issue, and necessary supports and services are critical to help people remain
housed. Our system must be nimble and flexible enough to respond through shared responsibility,
accountability, and transparency of the community."
The Strategic Plan Update identifies two goals:
1) Decrease the length of time people experience homelessness by focusing on providing Permanent Housing
and Services; and
2) Decrease the percentage of people who become homeless by providing Prevention activities.
To achieve these goals, three strategies emerged:
* Implement a coordinated entry/assessment system to streamline access to housing and services while
addressing barriers, getting the right resources to the right people at the right time; and
* Use best, promising, and most effective practices to give the consumer the best possible experience through
the strategic use of resources; and
* Develop the most effective platforms to provide access, support advocacy, and connect to the community
about homelessness and available resources.
Referral Update:
The Employment and Human Services Department (EHSD) serves some of the most vulnerable residents of
Contra Costa. EHSD works with Health Services, Non-profit organizations and the Housing Authority of
Contra Costa to support EHSD clients who are facing homelessness.

Referral History:
At the February 26, 2024 Family and Human Services Committee (FHS) meeting, the FHS Chair and Vice
Chair requested that the August 26, 2024 FHS be cancelled and the presentations tentatively scheduled on that
date be moved to another date.
Additionally, it was discovered that the April 22, 2024 FHS meeting conflicted with the County’s budget
hearings. The FHS Chair and Vice Chair directed staff to find an alternate date for the April meeting.
Referral Update:
The August 26, 2024 has been cancelled and the April 22, 2024 FHS meeting has been moved to April 15,
2024.
Attached is a new draft 2024 FHS calendar.
