5. CONSIDER accepting the Employment and Human Services Department's 2023 Annual Report on Anti-Human
Trafficking efforts in Contra Costa County, and FORWARD to the Board of Supervisors for their information.

2.Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers

3.RECEIVE and APPROVE the Record of Action for the April 28, 2023 Family and Human Services
Committee meeting.
The Committee approved the Record of Action from the April 28, 2023 meeting as presented.

4.RECOMMEND to the Board of Supervisors the appointment of the following individual to the Contra Costa
Advisory Council on Aging (ACOA) with a term expiring on September 30, 2023:

The Committee approved the appointments for Board of Supervisor approval as recommended.

5.ACCEPT the report from the Employment and Human Services Department on the Workforce
Development Board and Workforce Innovation and Opportunity Act updates.
Public comment was received by two people.

Chair Andersen and Vice Chair Carlson encouraged staff to reach out to the Supervisor Offices
for help to disseminate information such as apprenticeship programs.
The Committee accepted the report and approved staff forwarding it to the Board of Supervisors
for their information.

6.ACCEPT the Council on Homelessness Quarter 1 report, and DIRECT staff to forward the report to the
Board of Supervisors for their information.

7.Approve staff funding recommendations of Measure X Housing Fund for affordable housing and
homelessness prevention projects awards, as concluded by the Request for Proposals process conducted
by the Department of Conservation and Development and the Health Services Department's Health,
Housing, and Homeless Services division, and direct staff to forward the recommendations to the Board of
Supervisors for their information.
Public comment was received by eight people.
The Committee accepted the report and approved staff forwarding it to the Board of Supervisors
for their information.

Referral History:
The SNAP Program was originally referred to the Family and Human Services Committee by the Board or Supervisors on
February 15, 2011. This program was formerly known as Food Stamps and is currently known as the Federal Supplemental
Nutrition Assistance Program (SNAP). In California, the name of the program is CalFresh. EHSD has presented periodic status
reports to the FHS related to concerns about extended wait times for benefits and the anticipated impact of the expansion of
CalFresh benefits to SSI (Supplemental Security Income/Supplementary Payments) recipients effective June 1, 2019. FHS
received status reports on September 24 and December 3, 2018; and on April 22, June 10, July 29, and September 23, 2019.
Staff reported that CalFresh applications were beginning to level off at about 2,700 per month as compared to 2,200 per month
prior to the SSI expansion. EHSD also presented a status report directly to the Board of Supervisors on July 9, 2019. In
November 2019, Kathy Gallagher and Rebecca Darnell updated the FHS Committee. EHSD staff provided updates to the
Committee on June 22, 2020 and September 28, 2020. On May 24, 2021, Kathy Gallagher and Kelly Curtis updated the FHS
Committee. On July 25, 2022 Rebecca Darnell updated the FHS Committee.

participation, updates on the CalFresh benefit enhancements and expansions, as well as outreach efforts.

Referral History:
On January 6, 2015, the Board approved referring oversight to the Family and Human Services Committee (FHS) on the
Family Justice Centers and Commercially Sexually Exploited Children initiatives. This became FHS Referral No. 111.
On June 8, 2015, November 14, 2016, February 20, 2018, February 25, 2019 and July 27, 2020, FHS received and approved
annual reports from the Employment and Human Services Department on the Zero Tolerance for Domestic Violence Initiative,
Human Trafficking, Commercially Sexually Exploited Children, and the Family Justice Centers.
FHS received an annual update on June 28, 2021 and it was later accepted by the Board at their July 13, 2021 meeting.
FHS received the last annual update on June 27, 2022 and it was later accepted by the Board at their September 20, 2022
meeting.

Please see the attached 2023 Report on Anti-Human Trafficking efforts in Contra Costa County.
