Background: On December 4, 2012, Joel Bryden was appointed to EMCC seat B-7 – Contra Costa Police Chiefs’ Association Alternate, with a term expiration date of September 30, 2014, by the Board of Supervisors. On July 1, 2013 we received a letter from the Contra Costa County Police Chiefs’ Association notifying us that Joel Bryden had retired, and that the association would like to appoint Steve Simpkins to take his place. We also received a completed and signed Board Application from Chief Simpkins. Per the EMCC By-Laws, nominations to this seat are made by the Contra Costa County Police Chiefs’ Association.
