SUBJECT: Appointment of Steve Simpkins to the EMCC
Recommendation:
Appoint Steve Simpkins to the Emergency Medical Care Committee seat B-7 – Contra
Costa Police Chief’s Association Alternate, to complete the remainder of the current
term and for the next term expiring on September 30, 2016 as recommended by the
Committee.
Background:
On December 4, 2012, Joel Bryden was appointed to EMCC seat B-7 – Contra Costa
Police Chiefs’ Association Alternate, with a term expiration date of September 30, 2014,
by the Board of Supervisors.
On July 1, 2013 we received a letter from the Contra Costa County Police Chiefs’
Association notifying us that Joel Bryden had retired, and that the association would like
to appoint Steve Simpkins to take his place. We also received a completed and signed
Board Application from Chief Simpkins.
Per the EMCC By-Laws, nominations to this seat are made by the Contra Costa County
Police Chiefs’ Association.

SUBJECT: Contra Costa Inter‐jurisdictional Council on Homeless – Appointment Requested
The Contra Costa Behavioral Health, Homeless Program recommends the following individual for
appointments to the Contra Costa Inter‐jurisdictional Council on Homelessness (CCICH) with a two term that
expires on March 31, 2014:
Central County Representative Janet Kennedy
Health Care Representative Nishant Hasmukh Shah
Members of the Homeless Program staff and CCICH have encouraged interested individuals, including past
and current consumers of homeless services, to apply for vacant seats by providing announcements at various
community meetings, solicitation via email to various listserves, and at the regular quarterly meetings of the
CCICH. Additionally, as the Homeless Program is integrating with Mental Health and Alcohol and Other Drug
Services, we have had the unique opportunity to outreach to other constituencies involved in the integration
efforts around the opportunities to serve on the Inter‐jurisdictional Council on Homelessness.
The two candidates were interviewed by members of the CCICH executive committee who unanimously
recommended appointment. A copy of the applications received for membership appointment are attached.
