40/40 Under the general direction of. the MCAH Director, plans, coordinates and directs
Position the administrative and program operations of the two Miller. Centers for develop-
mentally disabled persons. Miller. Centers East. and West are located i.n Concord
and Richmond respectively. They house Health Services oper.at.ed programs for
developmentally delayed or disabled infants 0-3 and severely developmentally
di-sabled adults over. 21 years. Additional space at both Centers is leased by
various community progr.ams.
35% Program Administration
• Provi.des consultation, lead direction and supervision of programs.
• Plans, develops and administers the two Nursery programs, two Adult
programs and two Therapy services.
• Responsible for planning the modification or expansion of existing
services to fill unmet needs as identified in the cccruni t.y.
• Responsible for. the provision of periodic evaluation of current
services.
• Responsible for the assurance of compliance with local and state
regulations and codes as applicable to the Centers and program
services.

• With Public Health Division Administration, is responsible for the
preparation, allocation and adjustments and monitoring of the budget for.
the Health Services Programs.
• Responsible for negotiation, preparation and revision of the contract
with the Regional Center of the East Bay for vendor.ized services.
• Responsible for moni.t.or.i.ng the Regional Center contract for bi.11i.ng
and payment:. aspects.
• Responsible for negotiation, preparation and admi.ni.str.at:.i.on of leases
to tenants for use of the two Miller. Center. sites.
• Responsible for negoti.at.ion, preparation and monit:.ori.ng of contracts
with transportation systems, consultants, alarm system company, etc.
• Responsible for the review and approval of budget expenditures which
are handled at. a cost center. level.
• Responsible for management and maintenance of the two f.aci.li.t.i.es, i.n-
cludi.ng supplies, equipment and grounds.
• Responsible to seek out sources of additional revenue with assistance
from Public Health Administration, Miller Center staff and community
groups.

• Supervision of. Health Services staff at. Miller. Centers including
professional, supervisory and clerical staff and service workers.
• Responsible for consultation with the four program supervisors in
supervision of their staff.
• Responsible for i.dent.i.fyi.ng and ini.t.i.at.i.ng necessary personnel actions
for all st.:aff at the Centers and work with Public Health Administration
and Personnel for completion of these actions.
• Responsible for provision of staff or.i.ent.ati.on, trai-ning, and staff
development. opportunit:i.es.
• Prepares personnel requests, classification actions, etc. , for positions
at the Centers.
• Works with program supervisors and others as appropriate to develop
nx)dif.icat.inns of. staffing patterns, job descriptions, etc. , based on
program needs.
• Responsible for administration of County Personnel policies at the Centers
and for development and administration of intra-Center policies.

15% Community Liaison
• Represents the Centers on various community Boards, advisory groups
and agencies, etc. , including the DD Council, Regional Center., School
Districts, Parent groups, Association for Retarded Citizens, S.A.C.O. , etc.
• Provides consultation and information to community groups and works with
them regarding policy development.
• Represents the Miller. Centers and the County at the local and stage level
regarding community issues relative to developmental disabilities,
including advocacy for funding, etc.
• In conjunction with program supervisors and other professional staffs,
works with coryuni.t.y agencies to develop new services and to coordinate
and integrate services at the Miller Centers with those in the community.
• Responsible for recruitment of tenants when space is available at the
Centers.
• Seeks out alter.nat.e ways to supplement Center staff through community
resources with assistance of other. Center. professionals.
• Responsible for volunteer recruitment, orientation and training with
assistance of other Center professions.

• Responsible for the conduct or facilitation of special studies, projects
and proposals to improve administrative support and/or maximize services
provided at the Centers.

Administrative duties have been shifted from the Medical Director to an administrative
assistant about 5 years ago, and almost completely to the HSA-C three years ago. With
this position, the MCAH Director will no longer be involved in programatic aspects.
