The attached draft bylaws will be forwarded to the full Board of Supervisors for the March 9, 2021 Board of Supervisors meeting. The Committee discussed the process to be used to select members for the At-Large appointments. On or about March 12, the Clerk of the Board shall forward all applications to all Board members for selection of three nominees (two nominees plus one stand-by nominee). The Clerk of the Board shall provide a summary document sorted alphabetically by city of residence and then alphabetically by name within city. The summary shall include the explanation provided by the applicant of why they would like to serve on this particular board and their description of qualification for appointment. Because these materials will be distributed to the full-Board of Supervisors, they shall be redacted and made available to the public on the date they are distributed to the Board. Prior to March 22, Board members shall forward their nominees to Finance Committee staff for inclusion in the March 29, Finance Committee packet. The Finance Committee shall receive the nominees from Board members in their Board packet. At the March 29, meeting of the Finance Committee, the Committee shall invite each applicant wishing to make a public comment regarding their qualifications to do so. The Committee may ask follow-up questions. At the conclusion of the comment period, the Committee will deliberate and make final nominations. Meeting Date:03/29/2021   Subject:Selection of Members for the Measure X Community Advisory Board Submitted For: FINANCE COMMITTEE,  Department:County Administrator Referral No.: D.4 2/2/2021   Referral Name: Measure X Community Advisory Board  Presenter: Lisa Driscoll, County Finance Director  Contact: Lisa Driscoll, County Finance Director 925-655-2047 Referral History: The voters passed Measure X, a ½ cent sales tax levied countywide (exempting food sales), in November 2020. Collection of the sales tax will begin in April 2021 and will be available for distribution in FY 2021-22.  On February 2, 2021, the Board of Supervisors approved the creation of a 17-member Community Advisory Board to recommend funding priorities of annual revenue received under Measure X funds, directed the County Administrator to return to the Board of Supervisors by February 9, 2021 with a process to move forward in soliciting applications and seating members on the Community Advisory Board, and further directed that the Advisory Board be a Brown Act body that is staff by the County Administrator's Office. On February 9, 2021, the Board of Supervisors clarified the composition and eligibility issues related to seats on the Advisory Board, adopted a process to recruit and appoint members of the Measure X Community Advisory Board, and referred the item to the Finance Committee.  The Clerk of the Board of Supervisors has solicited applications to fill the 17-member Advisory Board through a single recruitment process. Applications shall be referred to each County Supervisor to select three nominees to serve on the Advisory Board (two nominees plus one stand-by nominee). Supervisorial District nominees will be transmitted to the Finance Committee along with all remaining applications for appointment. The Finance Committee shall review the Supervisorial District nominations and select nominees for the remaining seven (7) At-Large seats considering the goals identified by the Board. In the case where the same nominee is selected for a Supervisorial District appointment by multiple Supervisors, the Finance Committee shall take into consideration the stand-by nominees recommended by those Supervisors in resolving the conflict and making a final recommendation to the Board of Supervisors. The Finance Committee shall ultimately make every effort to ensure that there is representation from the broadest cross-section of stakeholders as directed by the Board as well as geographic, racial and ethnic representation reflecting the County’s diversity.  On February 11, 2021, the County issued a media release for application with a deadline of 5:00 PM on March 11, 2021. Candidate interviews were to take place during the month of March and the Board of Supervisors plans to make final appointments in late March or April 2021. On March 1, the Finance Committee convened and reviewed a draft set of bylaws for the Measure X Community Advisory Board that incorporated the membership and eligibility terms that the Board of Supervisors approved on February 2nd and amended on February 9th. The Finance Committee discussed the bylaws, took public comment, and provided staff direction regarding modifications. The bylaws were adopted by the Board of Supervisors on March 9. Out of County Oakland Aceves-Iniguez,Kimberly For the past twenty years, I've been leading racial justice advocacy efforts that bring voice and power to young people and their families in West Contra Costa County. As one of the founders of the RYSE Center, and as one of the founding leaders of the Richmond Kids First initiative, I am also acutely aware of the importance of centering the community in conversations around equitable and informed allocation and oversight of public resources. Being part of the Measure X advisory community board I believe would be an important opportunity for me to continue to support and center the needs of young people and their families. Out of County Albany Arteaga,Luis I am would like to serve on the Measure X Advisory Committee because I believe this body has an opportunity to recommend investments that can address critical community needs in the short term and set a future course to identify and address the underlying issues that drive inequities in the County. As the CEO of a family foundation in Contra Costa, I am committed to learning more about community needs/opportunities and sharing this information with other Bay Areas funders committed to equity and social change. I look forward to learning from others on the committee and coming to consensus on what investments are most critical to the diverse communities of the County. resume attached District 4 Concord Ashley,Gareth I have been a resident of Contra Costa county for 15 years but have always been a believer in in civic engagement wherever I have lived. People with knowledge, skills and strengths that can benefit the community should freely offer them up. This particular board interested me because fiscal oversight is important when it comes to public money, and never more so as when a measure was not overwhelmingly supported by a very vocal portion of the community. On a personal note, I've been working at home for the last year, and my desk is against a window overlooking Concord Library and Civic Center. Every day I see something which could be classified under one or more of the 'priority focus areas', e.g. homelessness and mental health, I see emergency response, outreach and County/City services helping as best they can ... but it's clear that there are gaps in terms of resources and coordination, I would like to help find ways to fill those gaps and connect those dots I believe I can bring steady and focused leadership to what is potentially a contentious forum. I work in the private sector (for an engineering consultancy) and don't have affiliations with any political party, labor organization or taxpayer association. I do, however, lead multi-million-dollar projects for public and private sector clients, and so have a realistic understanding of costs, budgets and the practical challenges of defining, describing and delivering programs and projects. I have participated in several local committees (see above), including one directly related to oversight (MSUDS CBOC) and one where significant public funds are directed to programs serving the community (First 5). I have served as Chair on all these bodies, and so understand parliamentary procedure, governance, Brown Act compliance and CA FPPC requirements. Resume is available on request. District 2 Moraga Bahramipour,Guita As a member of Contra Costa County Alcohol and Other Drugs Advisory Board, l will be focusing primarily on the priority areas identified in the Measure X Needs Assessment, including substance abuse services. According to county residents, access to social services is a challenge, even in the best of times. With the decline in state revenues expected to continue, the challenges to social services will be greater. I have brought together professionals, agencies, service users, carers, and service providers to share best practices and opportunities. District 1 Richmond Bana,Soheila My interest in joining Measure X Community Advisory Board stems from my passion to serve my community and a clear and realistic understanding of different needs for community empowerment, improvement and preparedness for disasters. I have lived in Contra Costa County for decades and as both an engineer working for Caltrans and a real estate agent I have had the opportunity to work all over the county and learn of its issues as well as local advantages and disadvantages. I have worked with people of different backgrounds, ethnicities, levels of education and needs both as a volunteer and as a professional. I have extensive work experience with planning, project evaluation and budgeting both as an engineer with millions of dollars and as a volunteer with more limited budgets. As a real estate professional, I have different socioeconomic pockets of Contra Costa County and am familiar with the needs of different communities. I strongly believe in partnership of community and local government as well as residents' empowerment through raising awareness and providing them with simple tools to build community teams. This is especially true when it comes to wildfire prevention, emergency preparedness and disaster recovery. District 4 Concord Barsotti,Patricia I am involved at the city level and I feel this is a very important commission. Where these funds are used is important to our future. Because they are money from a public approved measure we have a responsibility to handle the funds properly. The public needs to know the funds will be used appropriately. With my financial background I believe I will useful. I have been in the banking business for 40 plus years, retired at the end of 2019 and have enhanced my professional skills and joined my husband in the real estate business. District 4 Concord Benavente,Pablo I am applying for the Measure X Community Advisory Board because I want to serve the citizens of Contra Costa. Being part of the Measure X Community Advisory Board for Contra Costa is a step towards making a difference in my community, and making sure that Contra Costian's tax dollars are spent adequately and responsibly. I also want to create an environment that is warm and welcoming for current and future Contra Costian's -- just like the one I grew up in here in Contra Costa County. An environment where my family and I felt comfortable and safe, a place where working-class families could thrive and prosper. My experience and devotion to the County of Contra Costa make me the perfect candidate to serve the Measure X Community Advisory Board. Similar to Measure X; Measure V provides local funding that will help maintain vital services in Concord such as maintain 911 emergency response/disaster preparedness, support local businesses/jobs through recovery, enhance local street/pothole repair, maintain community-based neighborhood patrols, and maintain gang prevention/crime investigation. I would like to become more of an active participant in the creation of Housing policies, programs that impact my community and feel that I can do so with serving on a board or committee in Contra Costa County. With my experience working in local government over the past 20 years, specifically in Housing & Community Development, I feel that I can bring a level of expertise and on the ground working knowledge of Affordable Housing to the board or committee to truly make a difference. I have participated in various affordable housing boards, committees, steering groups and task forces over the past 20 years. Additionally, I have over 20 years of experience in working in the affordable housing industry, ranging from a local non-profit organization, Redevelopment Authority, Housing Authority and Local Government. My experience in affordable housing ranges from single family homeownership programs, multifamily rental housing development, housing policy, and community revitalization programs. District 2 Lafayette Bliss,Steven I would like to serve on the Measure X Community Advisory Board because it is an opportunity to draw on my experience—both professionally and through prior community leadership roles—in budgeting, community health planning and infrastructure, housing and social safety net policy, and youth services. Serving on this board is a chance to put this knowledge toward identifying community needs and helping strengthen county services and programs, especially at this critical time as Contra Costa County begins to recover and rebuild from the COVID-19 pandemic. My qualifications for this appointment include expertise in several of the issue areas that are central to the work of the Measure X Community Advisory Board; prior experience in local government (including in Contra Costa County); and an understanding of the role of the social safety net and other public services. Some key qualifications are the following: - Twenty years of professional experience with local and state public policy, including health and human services, housing, infrastructure planning, and related issues. While currently employed by Rubicon Programs, I have an extensive history working for both Contra Costa County and community based organizations that serve Contra Costa residents. It is my goal to use my long-standing involvement listening and responding to the community's expressed interests to achieve the Budget Justice Coalitions goals of achieving a values-based use of Measure X funding. There is a strong need to ensure that Measure X funding advances the community's needs as they understand them, and I would like to be a part of that decision making process. In addition to being the representative for the Budget Justice Coalition, I have served in the role of staff on numerous boards and committees in the County and am well versed in the rules and procedures related to public meetings. I also have extensive experience with the County budget process that may also prove useful in determining priority uses for Measure X revenue. District 1 El Cerrito Bolt,Emily I would like to serve on the Measure X Community Advisory Board because I care deeply about our community, and I believe that with my experience, knowledge, skills, and dedication I could effectively engage with the complex and important issues involved in making recommendations on the Measure X funds allocations. Many of the issues including homelessness, mental health services, racial justice and equity, youth services, and substance abuse services are of particular importance to me and I would welcome the opportunity to be a part of public policy solution-making around these key social issues and public responsibilities. I became a lawyer, and studied at the University of California Berkeley School of Law, specifically because I believe in public service and in using my skills and expertise to benefit the public interest. I want to help our community function equitably and efficiently, and to use the power of local government to make life better for everyone. I believe in the idea of solidarity gains, that by working together to finance and develop public goods and services, and ensuring that those in need are lifted up, we can make a more just and more livable society for everyone. That is the vision I would bring to the Measure X board. While working long days on the COVID-response planning at Crestmont School this past year as President of the Board, I have taken pride in being able to work and communicate effectively with all our school constituencies and achieve success in opening our campus safely and helping our school to survive these unprecedented challenges. As a member of the community, parent, and engaged citizen, I bring the care and attention to thoughtfully engage with the many considerations and constituencies affected by the outcome of the Measure X funding allocation determinations. I have excellent communication skills and love working with a team on solutions for complex problems and proactive planning. I am adept at seeing the big picture and foreseeing the range of potential outcomes for each decision, many steps down the line. Legal Career: In 2011, I co-founded my own law practice, originally Bolt Keenley - Attorneys at Law, now Bolt Keenley Kim LLP. We represent disabled individuals, retirees, the elderly, and the insured to fight for their benefits in ERISA cases and other civil litigation and administrative appeals. I have also represented employees in individual and class action lawsuits for wage-and-hour, discrimination, harassment, and civil rights. I possess very high-level legal interpretation, writing, and argument skills, and I employ these to help individual people in need of representation against powerful financial institutions, particularly insurance companies. After graduating law school, I clerked for Judge John E. Munter in the Complex Civil Litigation Department of the San Francisco Superior Court (2007-09), and then for Judge Maxine Chesney of the United States District Court for the Northern District of California (September-December 2009). I then litigated civil cases on behalf of plaintiffs in employment, civil rights, and personal liability at Sundeen Salinas and Pyle in Oakland (2010-11). Board of Directors, Crestmont School: I have served on the Board of the non-profit cooperative Crestmont School in Richmond since 2018, two of those years so far as the Board President. Crestmont is a parent-run cooperative school serving children in grades K-8 in West Contra Costa County and nearby environs. Because Crestmont is a parent-run cooperative, and especially in light of the unique challenges facing schools during the COVID-era, the President of the Board is an important functional position responsible for ensuring the smooth operation of the school and long-term strategic and financial planning. In my first year, I spearheaded an overhaul of the organization’s bylaws and operational procedures to modernize the school’s operations and governance, and in my second year I assumed the District 4 Walnut Creek Botello,Cathy Dear Committee, I would like to serve on the Measure X or Juvenile Justice Boards in order to use my experience as a community advocate and my work as an Executive Director for a non-profit to support a greater understanding of the challenges we face as a community. We must do better as a Community with so much wealth. The homeless population or our constituents with no representation I want to be there voice. My military experience leading a company of over 250 people, working in a youth guidance center as a counselor, and now volunteering with a nonprofit for homeless outreach in Richmond California have provided me a foundation for this position. I would like to give back to the community which gave me so much opportunity. I want The homeless and voiceless individuals to have a voice through me. District 1 Pinole Browning,Catherine I've lived in Contra Costa County (Pinole, Tara Hills area) for a little over five years now, and in the East Bay for a little over 15 years. I'm strongly committed to community engagement and improvement, especially in the areas of education, environment, and basic needs. I'm a working mom of a second grader at Tara Hills Elementary, where I serve as Chair of the School Site Council. I am excited by the opportunity to serve the community by helping allocate the new Measure X funding in an equitable way to support people at greatest need, including unhoused people, people living with mental illness, children, and seniors, as well as communities of color that have historically been underallocated civic resources. I have 15 years of experience working at UC Berkeley in a variety of roles, including as an instructor, a staff member, and an academic student employee; currently I am the Assistant Dean of Academic Programs, Equity, and Inclusion for the UC Berkeley School of Information. I have teaching experience with kids K-12 in a summer reading program and teaching yoga for preschoolers and first graders, and experience volunteering in preschools and elementary schools, including La Casita Bilingue Montessori School in Pinole and Tara Hills Elementary in San Pablo, to support my son as a parent. Through my work, I am very aware of the financial pressures faced by the State’s local agencies, particularly counties. Measure X represents a critical initiative to maintain essential County services in the face of long-term fiscal stress, which has been further exacerbated by the COVID-19 pandemic. I view the Measure X Community Advisory Board as the means by which the County keeps faith with the voters. Although Measure X was approved as a general tax measure, the Advisory Board can ensure that the actual application of funds will be directed to the categories indicated in the ballot measure and stressed in the "Yes on Measure X"• campaign. On a personal note, I grew up as a second-generation American on or near a variety of military bases. My grandfather came to the United States from Mexico and settled his family in rural Iowa, where he worked as a laborer for the Rock Island Railroad. They were one of a handful of Mexican families in their small town. My father joined the Army Air Corps in World War II and made a career as an Air Force pilot and officer. On our periodic family visits to Iowa between my father’s reassignments, I came to realize how far my family had come and how much I felt I owed to this country. This sensibility remained with me through college at Harvard, business school at Stanford and my subsequent career in investment banking. While I have served on several non-profit boards, I have sought to become more involved in my local community in my post-retirement career. My wife and I are 25-year Lamorinda residents and we raised our children here. I joined Lafayette’s General Plan Advisory Committee promptly after my retirement as its work will help shape our community over the next two decades. During my career in Public Finance, I worked with a wide array of public agencies on a diverse range of capital projects. This work included nearly 500 municipal bond transactions and the issuance of over $16 billion of bonds. The focus of my MBA was in finance and public management and I applied this skill set over the course of my career to develop a good understanding of governmental finance and project analysis. While my orientation is to financial analysis, I have a sense of the social and economic issues relating to affordable housing, community development and homelessness from my first job after my Coro Fellowship with the Mission Housing Development Corporation and my prior and current board service with the Tenderloin Neighborhood Development Corporation. As a provider, Roberta has worked across outpatient, residential, and inpatient environments focused on those most impacted by behavioral health and intellectual disabilities. Since 2011, Roberta has worked as a consultant to the public mental health systems across California and Nevada. This includes serving as the Principal Investigator for a number of research projects testing new interventions aimed at interrupting the cycle of crisis, hospitalization, incarceration, and homelessness for adults with the most serious needs as well as working with a number of counties to develop actionable plans to address these issues systemically and structurally. One of the biggest barriers I’ve encountered in this role, is locating housing opportunities and funding resources, among other challenges such as employment, mental health, and sustaining income during the pandemic. My personal mission and values, have convinced me that I must share the same vision of positive change. I want to be a catalyst for that change. The data is clear in order to reshape the future of Contra Costa County we must prioritize everything we value; Environmental Justice, Racial Justice, Health Care, Reliable sources of income, Transportation, the value of Quality Education for students, and all family members. All these things intersect. And it all begins with funding. The housing crisis and the Pandemic demands that we build more affordable housing, and improve our Healthcare infrastructure to deliver services more efficiently. I have had the pleasure of serving as president of the School Site Council in Pittsburg, having to make tough decisions regarding budgetary spending. Now as a Board Member with the East Bay Housing Organizations (EBHO), it offers me that rare opportunity to forge my lived experience into transformative change. I once said “I perceived the EBHO Board position as the next progression in my journey. That journey through the darkness and the uncertainty of housing into the light of affordable housing has led me to this point. I decided-No. I will not go quietly into the night.― This is the dawning of a new day. The same old ideology and talking points will not do. COVID changed that forever. We have to reinvent a new narrative, with new priorities for our communities. I am ready to serve. I have advocated for my community in various different arenas. District 1 Richmond Groce,Amarylles I live and have worked in Contra Costa County for serval years, and I am aware of the challenges that exist in our county, especially my district; district one. The crime, homeless population as well as the housing shortage, and our education system just to name a few. I believe I can offer a different and fresh perspective to bring about a favorable solution that will benefit all who are willing to do the work to make a change in our society. I have sat on financial boards, treasurer for guild. I have had positions as Accounts Payable/ Account Receivable, and handle payroll. District 4 Concord Guest,Susan As a resident of Contra Costa County and District 4 for over 40 years, as well as being a recently retired employee of Contra Costa County, I am knowledgeable of what has and hasn’t worked in this county to improve health and human services. I am knowledgeable of the health care system, and available funding sources. I understand the needs of the employees having served as the President of the Contra Costa County Chapter of IFPTE Local 21. I know I can guide this committee in assuring the revenue is used to not only benefit the community and the employees, but also to leverage these funds to draw down any federal, state or private funds that might be available. As a Public Health Nurse Program Manager for Contra Costa County for over 25 years I am very aware of the budget processes of the County, and the impact those processes have on programs. As a part of the Local 21 negotiating team for over 10 years, I also am aware of County priorities and Labor priorities, and how collaboration is essential for the best outcomes for both. As a person who grew up in Contra Costa County, lives in Contra Costa County, raised children in this County, practiced nursing with the most vulnerable populations in Contra Costa County, cares for an elderly father, and cares for grandchildren, I have a unique vantage point of the past and present, and a desire to have the future where services are available and equitable for all. I am eager to learn more about the specifics of housing and social services issues in Contra Costa County and contribute to the welfare of my neighbors. I find it very rewarding to be grounded in the community where I live. I hope to be able to use my experience in housing and social science research to benefit my community and, most importantly, listen to and learn from the communities of Contra Costa County. For the past thirteen years, I have worked actively for social and housing justice in the Bay Area and New York City. My passion for and experience with housing from many different angles have prepared me to contribute to the work of Measure X Community Advisory Board. For my PhD dissertation, I spent 2007-13 researching how community development organizations, affordable housing funding structures, and community and tenant activism shaped the rebuilding of the South Bronx in New York City from the 1970s to the present. Through this experience I learned about how very different housing interventions such as the Low Income Housing Tax Credit program, the Community Reinvestment Act, local community development corporations, and faith-based tenant organizing for livable housing interacted. Since returning to the Bay Area in 2010, I have taught about gentrification and urban inequality, volunteered with community groups, and, most recently, worked as a Research and Policy Analyst at Centro Legal de la Raza in the Tenants' Rights Practice. At Centro Legal, I have supported a diverse team of attorneys and advocates working to ensure that tenants' rights are respected and community residents can stay in their homes. I analyze our programs for effectiveness and equity, and I assist our director in designing and implementing new programs. In the almost three years I have been at Centro Legal, I have become very familiar with the landscape of the affordability crisis in the Bay Area and the policies proposed to address it. District 1 Richmond Gutierrez,Blanca As a Contra Costa resident, I voted for Measure X because I support efforts to improve and grow healthcare services, safety net programs, and other vital community needs. I would like to serve on the advisory board to increase my civic engagement and to advance health equity through thoughtful recommendations of Measure X funds allocation. I am committeed to ensuring funding reflects community needs, with considerations for those who are underserved. It would be my pleasure to serve on the Measure X Community Advisory Board and provide insight regarding safety net programs acquired through my experience working in the public health field and lived experience as a former recipient of safety net programs in Contra Costa County. I participate in several coalitions on the local, state, and federal level, that focus on expanding access to healthcare programs and preventative care for all residents. I have a deep understanding of the existing landscape of resources available for the remaining uninsured. District 1 El Sobrante Hampton- Vizinau, Katrina First, I believe I am qualified to represent the people in the community that I have been serving over 20 years. I am a cohort graduate of the Urban Habitat Organization that provided leadership development and policy training for a select group of community advocates and professional organizations that care about, advocate for, and serve the people in our local and regional communities. I have extensive training and certifications from a congressional chartered nationally recognized nonprofit organization, NeighborWorks America. NeighborWorks America is known for their highly professional and recognized training in community development, affordable housing (includes rental counseling), homeownership, financial education and more. And most importantly, I have a passion to work people in the community and with community leaders in identifying, developing, and implementing change that address and solves common issues around housing, financial stability, healthy bodies (mental and physical), consumer advocacy, and services for youth and seniors. I held a board of director position for the California Reinvestment Coalition for over 5 years advocating for communities of color fair and equitable financial products and services leading me to meet with elected official on capital hill in Washington D.C. giving a voice to the people who could not speak themselves. I was instrumental in helping over 1000 homeowners keep their homes from foreclosure during the last housing crisis back in 2007. I am a concerned citizen looking to contribute my time, knowledge, and expertise if you will have me. I am Gender Non-Conforming and work with clients with trauma and gender diversity. I have a long history of working with non-profits including working with the unhoused and in supportive housing. I have worked with El Cerrito Progressives Racial and Social Justice Committee. I also have been an active advocate in El Cerrito regarding the recent budget issues. I am especially committed to mental health issues particularly for those who identify as transgender or non-binary. I am seeing first hand the lack of social and mental health services for disenfranchised communities, especially in this pandemic. There was a mental health crisis in this country before COVID and there will be a larger one as the pandemic lessens. I am also committed to reimagining public safety services in a way that provides support for our unhoused, substance-abusing, and residents with mental health issues. As a gender diverse person myself I can offer that perspective. I am white but I am committed to being anti-racist and have spent the last several years working on my ingrained white supremacy. I understand this is ongoing work and I am committed to that process. I would love to serve my community in deciding how best to utilize the Measure X monies to support mental health in our community. I have been an active member in the El Cerrito Community for the past four years and prior to that was on the Human Relations Commission. I have a strong adminstrative background and have educated myself a lot of budgets as i have worked to advocate with the El Cerrito Community around our budget issues. I have worked with El Cerrito Progressives on Racial and Social Justice issues including the Cookies Not Cages fundraiser when we raised thousands for the East Bay Sanctuary Covenant. I am a mental health provider myself and have worked as a social worker for my entire career. I am committed to Social and Racial Justice and that is a commitment I bring into my work as a gender therapist. I myself identify as gender non-conforming which is a diversity group that often gets overlooked in our community. Trans women of color are a population that is most at risk for being murdered. I believe we have a mental health crisis in this country and I am committed to help do my part to resolve it. We have the opportunity in our county to expand the level of services and it needs to be done in a thoughtful manner to support all of our diverse communities. As a El Cerrito resident I am also concerned about the lack of resources in our little city for those that need treatment. District 2 Danville Havlik,David The anticipated Measure X revenue, $4 million/year for 20 years, is relatively small compared to the overall Contra Costa County budget. But, because these funds go to the General Fund and their disbursement is entirely discretionary, they represent an important opportunity to address critical needs. To maximize these benefits, it will be essential to develop a long range spending plan that takes into account both the expected revenue stream and the timing of various needs throughout the County. I have extensive experience in strategic planning and government program development at very senior levels of the Federal government, including the white House. Four year on the Danville Planning Commission has provided insights into local government operations. As a forty-year resident and homeowner in Contra Costa County, I want Measure X to be a success. With my background, I believe I can make an important contribution to the Measure X Community Advisory Board and help achieve this success. My professional experience at Sandia National Laboratories included managing multiple programs with annual budgets of $1-10M, and numerous strategic planning efforts. I was also loaned to the federal government on three separate occasions where I worked with officials in the Defense, State, Justice and Energy Departments and the White House, and had the opportunity to start, plan and manage a new government program of well over $100M/year. I also served on the Danville Planning Commission for four years. These experiences have provided me with insights on how governments work at the local and national levels and how to plan, negotiate, and manage new initiatives, such as those that will come with Measure X. District 2 Orinda Honig,Diana Being on the Measure X Committee would give me a way to put my values to action. As you can see from my resume, I have a longstanding commitment to social justice issues. I believe we all have an obligation to do what we can to care for others and bring about positive social change. These values stem in part from my faith, as an active member of the Jewish Reform movement. Our family joined Temple Isaiah in Lafayette when we moved to Orinda in 2011. Both my kids and I (as an adult) went through the Jewish education program and became B'nai Mitzvah. Throughout my years at Temple Isaiah, I have participated in the Values in Action program, assisting, for example, with the Winter Nights program that houses homeless families at the Temple, providing meals for local shelters, and helping new immigrants obtain furniture or other necessities. Before moving to Orinda, I lived in Oakland for 10 years and worked as a disability rights attorney for a statewide non-profit. I resigned when my now 14-year-old twins were born to care for them and my father, who had Alzheimer’s Disease. Since then, I have found a variety of ways to be involved in my community both locally and nationally. For the 2020 Election, I worked the Election Protection Voting Hotline to provide urgent legal advice to early voting Texans. I also did GOTV work with the Commit 2 Flip Blue, Flip the Vote, and the Center for Common Ground Reclaim Our Vote postcard campaigns to send hundreds of postcards to Iowa and Georgia. Most recently, I worked as a Campaign Volunteer for Latika Malkani’s run for Orinda City Council. In addition to sharing many of my views, Latika would have been the first person of color on the Council if she had won. I also helped establish a Diversity, Equity, and Inclusion parent group at Orinda Intermediate School where my daughter is a student. Working on the Measure X Committee would allow me to continue to do this important social justice work in alignment with my values. Being on the Measure X Committee would also enable me to continue to work to improve healthcare for Contra Costa residents most in need. After the 2016 election, I joined the Multi-Faith ACTION Coalition (MFAC) Health Care Task Force to advocate for maintaining the Affordable Care Act (ACA) and to ensure people keep their healthcare coverage. Working with the Task Force, I helped educate County residents about healthcare access and advocate to maintain and expand the ACA. I volunteered at ACA Town Halls with Congressman DeSaulnier and we held a Q&A session on understanding healthcare issues with Andy Slavitt, former Acting Administrator for the Centers for Medicare and Medicaid Services. More recently, I have been involved in the Task Force’s longstanding efforts to sustain the Contra Costa CARES program and ensure quality, affordable healthcare to all County residents, regardless of immigration status. County statistics clearly show that the Coronavirus pandemic has exacerbated the existing inequities in people’s ability to access healthcare. The County Please see my attached resume. I have the experience, knowledge, and skills to do an excellent job on the Measure X Committee. Working the last four years on the MFAC Health Care Task Force has given me some good insight into the healthcare needs of Contra Costa County residents. Although I am currently a member only of the Health Care Task Force, I am able and willing to sit in on the MFAC Steering Committee Meetings so that I can liaison with the Chairs from the other Task Force groups and get input from them for the Measure X Committee. MFAC has Task Force groups focused on Economic Justice, Housing and Shelter, Racial Justice, and Food Security. While working as a disability rights attorney, I also saw firsthand many of the issues low-income residents with disabilities face in accessing affordable, accessible housing, public benefits (including Medi-Cal), government services, businesses, education, employment, and even voting. I have a good working knowledge of many antidiscrimination laws and service systems, which would be helpful in brainstorming ways to address the unmet needs of Contra Costa residents. I also have extensive experience doing policy work on the state and national level as well as working on advisory committees and non-profit boards to develop programming and manage funding. Further, I have vast experience working collaboratively with a broad range of people, including traditionally underserved groups, such as people from the disability, BIPOC, monolingual, homeless, LGBTQI+, and rural communities. I have worked in a variety of roles to brainstorm practical solutions to complex problems through representing individuals directly, working in coalitions with community-based organizations, lobbying public officials, and collaborating with government officials. These skills would prove invaluable on the Measure X Committee. District 4 Concord Hudson,Michael I would like to make sure that the military veteran community benefits from the Measure X funding initiative. I served as a U.S. Marine for 25 years and continue to volunteer at home and in the workplace for the benefit of all Veterans. Measure X will provide funding for a variety of programs across a spectrum of diverse interests. I have experience in multiple areas which I believe can provide a big picture approach to how this money will be allocated across our community amid potentially conflicting interests. I am a generalist with personal and professional experience in a variety of areas. Professionally I was a Project and Product Manager with responsibility for $200 million in sales and upwards of $50 million in profit. I understand budgeting. I also worked in regulatory affairs for nearly 15 years. I understand how government works. I am a mother of a child with a life long medical condition, the daughter of a mother who I watched slowly leave us as she battled Alzheimer’s while I tried to provide her with a graceful passing. I understand how our health care works, or doesn’t work so well, for those whose life’s are tied directly to accessing solid, dependable health care. I support law enforcement and have been privileged to both ride along with the police and to visit our local jail as well as San Quentin. I have insights into both. District 3 Brentwood James,Concepcion I retired from Contra Costa Health Services two years ago where I served as the Health Equity Manager for Hospital and Health Centers. I am an active member of United Latino Voices and I am a board member of Contra Costa Crisis. I have a great interest in seeing that the equity lens be applied to Measure X funding to support equitable outcomes for the most vulnerable. I worked as a firefighter in Richmond for 10 years and as a paramedic for AMR in Richmond for 7 years. I currently work for the Berkeley Fire Department, which includes time spent there as a single-resource Mobile Integrated Paramedic. I believe in providing improved preventative health and health equity in Richmond. As a medical provider, I experienced the impact of the Doctors Hospital closure and saw its impact on the community. We must ensure that children in our county grow up with access to basic needs (food, housing, diapers, infant formula, etc.) and that parents/caregivers and the child care workforce are also supported to provide the family, community, and educational conditions that children need to thrive. Child care and preschool are anti-poverty tools that allow parents/caregivers to participate in work and school, opening pathways to economic advancement, and they also help prepare children for kindergarten, a key milestone in their educational and long-term trajectories. Early care and education (ECE) providers perform important work and have proven to be the workforce behind the workforce, allowing businesses to open and parents to work. We must push for this field to be better recognized and provide coaching, training, wage supports (many child care providers are considered low-income) to improve (ECE) quality and draw people to the field. I have been an advocate for young children, birth to age five, since I began my career in children's health more than 10 years ago. Since then, my professional experience has crossed the fields of communications, mental health, global/public health, and public policy/advocacy. With each experience, I have built on my knowledge of the conditions that children need to thrive, centering this perspective on equity and ways public funds can be used most strategically to leverage opportunities at the local, state, and federal level and in partnership with business and philanthropy. Most recently in my communications role at First 5 Alameda County, I have gained insight into the strategy involved with funding decisions to maximize impact during the COVID-19 response. First 5 AC established a $10 million Community Resilience Fund (www.first5alameda.org/community-resilience-fund) that provided crucial support to all levels of the early childhood system, including community-based organizations, school districts, and child care providers. The EBLC advocates for issues related to health, education, and housing and I feel confident I would be able to contribute to fruitful and productive discussions that result in recommendations to the Board of Supervisors to better meet the needs of our community. I am also knowledgeable about local economic development efforts and passionate about the importance of economic mobility, which may be a unique perspective. Much of my work as the EBLC Policy Director requires me to track legislation, budgets and regional initiatives and I would bring this awareness to the Advisory Committee in hopes of helping the group identify how their priorities might tie into regional and/or state work. Measure X, will bring in an estimated $100 million per year to Contra Costa to fund much- needed services to help residents thrive. Community input into how to invest these funds is vitally important to this process. Raised in Richmond, Gregory has always had a heart for and been active in his community. In 2014, he started Bethel Community Service (BCS), an affiliate of Bethel Church in Richmond, where he is the Executive Director. BCS is a grassroots organization committed to providing young people STEM knowledge and skills required for success in education, work, their daily lives and encourages them to pursue STEM careers and degrees. BCS has cultivated partnerships with numerous organizations, such as the RYSE Youth Center and Codefu, to implement programs that engage youth in STEM projects ranging from fun science projects, coding, and website development. Additionally, in his capacity as BCS Executive Director, Gregory has served on the planning committees for the Northern California Summit on Children and Youth and the summit "Bridging the STEM Diversity GAP". The creation of the Community Advisory Board, and the Supervisors' direction to have the Advisory Board oversee the creation of an annual county needs assessment, represent a bold new approach to community-centered budgeting in Contra Costa. I am excited about this new model, and about the potential for Measure X funds to improve the lives, health, and economic well-being of county residents who can most benefit from county- and community-provided services and supports. I worked with many others to develop the initial Needs Assessment and ensure that Measure X was successfully passed by voters last November. I would love to continue to collaborate with county leaders and workers, residents, community organizations, and other stakeholders to develop recommendations for the Board of Supervisors on how Measure X funds can be invested for the greatest community benefit and impact. As co-chair of the Sales Tax Working Group (appointed by the Board of Supervisors Finance Committee), I led a committed and diverse group of stakeholders -- including community organizations, labor representatives, community members, advocates, health care providers, private sector business leaders, regional policy organizations, housing providers, etc. -- through a complex and successful process to produce a countywide Needs Assessment. Because of my variety of experience working with different types of local governments and their many services, I am able to listen to and analyze the relative merits of various County programs. I am someone with the background to understand staff reports as they're presented to the Community Advisory Board, and I am a collaborator and team player who will work to build consensus on the Advisory Board so that our recommendations are clear and helpful. For the past five years, I have helped school boards, cities, counties and other local governments place policy decisions and revenue measures before their voters. This has made me knowledgeable about the various funding methods possible and the valid uses of funds, for example with a county sales tax. My career in non-profit and development work has made me familiar with a wide variety of local, state and federal programs regarding housing, homelessness, education, transportation, re-entry and rehabilitation, youth services, libraries and public safety. I am interested in bringing the perspective of a “faith leader― to the Advisory Board. I am an ordained Roman Catholic deacon, currently serving at Saint Bonaventure Catholic Church in Concord. As noted in the section on volunteer activity, my parish work has historically focused on prison ministry and educational work around Catholic Social Teaching. I do, however, bring other forms of expertise and experience that may be useful in this work. Professionally, I have more than 20 years of experience in health care and currently serve as the Senior Director for Mental Health and Wellness in Kaiser Permanente’s national office in Oakland. I worked hard to pass Measure X in the recent election. In my work as an organizer, I helped lead a phone bank and got more than 3,000 Contra Costa voters to commit to vote for Measure X. Over the last year we also advocated for housing justice and the passage of a countywide moratorium on evictions. I have also been working regionally and as part of the statewide Housing Now coalition to pass SB 91 to cancel rent for struggling tenants in California during the COVID-19 Pandemic. In my work with ACCE (Alliance of Californians for Community Empowerment), we have for the last 6 years been part of the One Contra Costa coalition and were one of the main groups who pushed the county to enact Contra Costa CARES, the health care coverage program that covers more than 4,200 undocumented adults in our county. We are also a part of the Contra Costa Racial Justice Coalition and in the city of Richmond we are part of the Reimaging Public Safety community working group. We are also part of the Lift Up Contra Costa coalition. As such, over the last 3 years we have worked on issues related to the County Budget in particular to increase services for mental health services, substance abuse treatment and housing programs. Recently we advocated for Community oversight of Measure X funds at the Board of Supervisors. As someone who lives and works in District 1 of Contra Costa, I believe my experience, skills, and outlook make me a great fit for this position. District 5 Martinez Sherman,Jennifer I have a strong interest in public health and equity and want to take an active role in helping to shape the community on a broader scale than what I have done. I have aging parents in the community, as well as an Autistic son of elementary age, and a daughter attending high school. I have been a nurse in this county for 17 years and have seen the struggles of people who are unable to access the system in various ways and it actually motivated me to go back to school for my MPH. I also have a passion for Emergency Preparedness and was actively involved in EP roles in the hospital in which I worked, making county contacts for how we would evacuate a NICU. In my MPH work I became very involved in work supporting and working for health equity, and I believe that, while a white woman myself, I have a good perspective theoretically of the barriers to health faced by my non-white peers, although in no way do I believe I can speak for them. And, finally, I have struggled myself to get my son the resources he needs, and I continue to struggle with it to this day. I find that I am a resourced woman who has full health insurance and I actually work in the system I am trying to navigate, and I still find it nearly impossible to get some of the things my son desperately needs, because either they are too expensive or they just don't exist, and the ones that do exist for reasonable prices are very hard to find. I can only imagine how hard it is to navigate this same system for people who do not have the resources and support systems that I do. I want to help and I have a lot of ideas and experience. I recently finished editing a book, My Fellow Americans, which compiles the inaugural addresses of every president and couples it with an essay from 63 leading historians, scholars, and biographers of a president or their era. Contributors have been New York Times Bestsellers, Pulitzer Prize winners, Bancroft Prize winners, and National Book Award winners. I coordinated across 63 different people for an entire year in order to complete the book (I was the sole editor). It required me to make several assessments on length, tone, theme, and workability across more than 5 dozen essays. I had to decide what was important, what to cut out, and what to touch upon. The result was a near-700 page ebook. I grew the organization from two employees distributing 30,000 pounds of food to an organization with over 80 employees that distributed over 24 million pounds of food a year. I understand the needs of the community and recognize that difficult decisions will need to be made in order to effectively use the revenue voters authorized. Now, I would like to be an advocate for my community. I am a 51-year resident of Pittsburg; I grew up here. A lot has changed in the years since my family moved to Pittsburg (from Richmond) in 1971. The cultural diversity in East Contra Costa - particularly in Antioch and Far East County - has increased significantly, but the systems in place to serve these populations remain unchanged. I have also seen significant occurrences of homelessness, mental health issues and substance use disorders in this area. Previously, there have been opportunities to bring financial resources to bear on these issues, but somehow funders' stipulations for securing the funds weren't met; thus, the financial opportunity went away. I would like to see that not happen again. I realize that there are no guarantees when it comes to addressing the issues homelessness, etc. But I do know that if one isn't - if I'm not at the table for the discussion, they are that much less likely to be discussed as possibilities. Awareness of the issues - particularly East Contra Costa. Pride in this community coupled with a strong desire to contribute. I have been a resident of Crockett for 25+ years, and am deeply committed to community service. I have served on a number of different boards and committees, including running for (and winning a seat on) the Crockett Community Services District board. I have a proven track record of being willing to attend meetings, make decisions, and do the sometimes difficult work of balancing different needs and demands. My professional life as a partner in a small business has helped enormously. While I currently focus on HR, I have been involved in all areas of running a business from operations to finance. I started this application and realized i was writing my own autobiography painting a picture of my life in Contra Costa. Then i realized how many applications you are reviewing. So, I’ll have to wait and publish my autobiography later (smiling). I'll get straight to the point. I have worked for Contra Costa County for 2 years as a contract provider and 14 years permanent. I did not make it through college to obtain a degree. I was hired based off my lived experience as a former foster youth of 11 years and navigating behavioral health services for myself, as a parent of children, and now of a family member with a serious and persistent behavioral health condition. Through the years my partner and four sons and niece, benefited from valuable resources such as section 8, food stamps, Medi-Cal, CalWorks, supplemental food from agencies and faith-based organizations, at-risk perinatal services, special education, after school programs, domestic violence services and education, Child and Family Services, juvenile hall, jail, prison, many calls to law enforcement. We have received resources to pay PGE and many resources from the Bay Point clinic including toothbrushes, toothpaste and presents for our sons and niece when we couldn't afford them during the holidays. My family and i have been on a long journey of healing and have been in mental health and substance use recovery for 21 years, i volunteer packing and distributing food in my community and volunteer in a faith-based outreach ministry to unsheltered or at-risk individuals and families to help them wash their clothes, shower, and get a haircut. I would like to be a member of the board to continue to give back and serve Contra Costa and the people who live, work, and play here. I would like to be the voice, for the people who need and utilize the many services and supports that this newly created board will be discussing. I would also like to be on the board because i bring the lived experience of the many services and supports our county offers. I believe having a genuine voice who can provide perspective and speak up with kindness and without worrying about stigma will bring a level of authenticity and remind us why we are there. District 3 Brentwood Wallace,Susan Measure X was sold to Brentwood voters with the promise that a fair share of the funds raised would be allocated to alleviating our perpetual fire protection funding crisis. Brentwood and the surrounding communities did their part to get Measure X passed. I’d like to ensure that the promises made to voters are kept. I have been a stay at home mom since we returned to the US in 2002. Previously, I worked for STG Coopers and Lybrand Switzerland as a telecommunications strategy consultant in European, Middle Eastern and Caribbean markets as they were being deregulated. I also worked in telecommunications equipment sales for Siemens in Munich, Germany for Turkey and the Philippines.Having served as a Planning Commissioner for Brentwood, I understand the obligation to put the requirements of the office before personal goals or preferences. However, I firmly believe that Brentwood has been asked to provide park funding to the entire county through the inequities of Proposition 13. Now it is time for the county to provide the level of fire services to Brentwood that the rest of the county enjoys. I have the technical and financial skills required for the Measure X advisory position. I also read Measure X in its entirety on the ballot literature and was appalled at the difference between the text of the measure and what was sold to voters in campaign ads. Promises are not law, and promises are easy to forget. Brentwood deserves an advocate for the city's fire service needs. District 2 Lafayette Welch,Elaine Measure X is an opportunity for many advances in Contra Costa County. I want to be sure seniors are not forgotten. Seniors are often the low hanging fruit when it comes to funding for programs and services when budgetary cuts are necessary. Seniors are generally viewed in our society as less valuable than the younger population. They are seen as old and sick and using valuable resources that could be used by others who have more to contribute to society. I am living proof that aging is not an illness and many of us still have much to give if nothing more than our wisdom that can only come with age and experience. I am a voice for those who cannot speak up for themselves and their peers and my ego is in my pocket. I am an RN (specializing in geriatrics and rehab) with an MBA, who serves as the CEO of a nonprofit agency called Mobility Matters that provides mobility management services to every area of Contra Costa County as well as providing two free, door-through-door, one-on-one, escorted volunteer driver programs. I am also the founder and chair of the 9 county Bay Area group called VITAL (Volunteers in Transportation Advocacy Link) and former co chair /current member of VOAD (Voluntary Organizations Active in Disasters).as well as previously serving on Boards for senior and DD client programs. I am the Executive Director of CASA of Contra Costa County working with foster youth in the County. Our foster youth are often the members of our community in the greatest need of mental health services. In addition, I am a Licensed Clinical Social Worker (LCSW) with a specialty in trauma-informed care. Perhaps my greatest asset, however, is that I am very open to hearing varied points of views, and trying to work out the best solution for everyone. I am easygoing, and enjoy working in groups. District 3 Antioch Y,Gigi I have been a home owner and tax payer in Contra Costa County since May 2002 and have a vested interest in ensuring the funds raised from this sales tax are allocated in a manner consistent with reimagining public safety and improving health outcomes for all. I have a keen understanding of how appropriately utilizing these new financial resources, through cost effective methods with community input can result in a better quality of life that could allow for more economic opportunities for all residents. I understand that when services and programs are not made available where they are most needed it results in greater cost down the line for all. I think we have an obligation to wisely use these additional dollars to address long standing inequities that put a drain on our system. I want to work with individuals who love this county as much as I do to create a county that meets the needs of all by prioritizing and redefining safety while promoting community and belonging for all citizens. I want to share my ideas around key resources we can use to promote equity and reduce disparities as well as other financial skills I possess. I have through other experiences in other jurisdictions offered innovative ideas on utilizing these additional tax dollars to leverage other opportunities. Possibly leveraging the funding by promoting matching opportunities and creating growth and sustainability for some of our struggling social services. I want to add value to discussions regarding addressing disparities for our most under resourced ethnic and cultural communities. I want to identify strength based fair and equitable approaches that allow business owners to rebuild what was lost during this pandemic. I served as Program Specialist/ Contract Monitor for Alameda County BHCS, responsible for over $35 million of contracts with community based organizations. I owned a successful restaurant in Brentwood CA. I successfully manage a non profit that has generated over $1 million annually since I took on the role of Executive Director. I am a 30 year old Cambodian American who has moved 11 times and have settled in Pinole for the past 13 or so years? Moving so much while so young has helped me gain a wide perspective while also understanding differences whether economical or cultural.
