The County Probation Officer, Esa Ehmen-Krause, presented the candidates and
clarified that only one of the applicants qualified for the Community-Based
Organization (CBO) seat and the other five applicants were eligible for the two vacant
At-large seats. Four of the candidates were present and briefly introduced themselves
and shared their interest in participating on the Juvenile Justice Coordinating Council .
Staff noted that future recruitments for the remaining CBO seat would specify the
specific CBO seat qualifications and Chair Gioia requested including targeted outreach
for East County representation, particularly for Antioch or Oakley applicants .
Vice Chair Glover recommended the reappointment of Julius Van Hook to a CBO seat
and Chair Gioia recommended the appointments of Daniel Theodore and Denise
Coleman for the At-large seats. The Chair made the motion and the motion carried by a
unanimous vote.

Interim Animal Services Director, Jane Andreotti, presented an overview of spay /neuter
services, staffing plans for the Community Outreach Coordinator and a new Community
& Media Relations Specialist, adoptions data, and an update on Measure X funding .
Public comment was received by members of the public at both meeting locations and via
zoom.
The Committee inquired about additional spay/neuter and adoption case information
prior to the pandemic (2018 and 2019) compared to recent years and department staff
shared data from their online dashboard.
Chair Gioia asked the department to return to this Committee with their proposed
Measure X program(s) Request for Proposals (RFP). The RFP should include a mix of
spay/neuter and low cost vaccination services with a focus on areas that are in higher
need such as the previously reported 94565 and 94801 zip code areas. The Department
was also asked to return to this Committee with information related to "backyard"
breeding and areas where city partnerships and support are needed.

Referral History:
On February 13, 2018, the Board of Supervisors referred to the Public Protection Committee a review of the production
of the County's Multi-Agency Juvenile Justice Plan. The plan is due to the state on May 1 of each year, as a condition of
Contra Costa’s annual funding through the Juvenile Justice Crime Prevention Act (JJCPA) and Youthful Offender Block
Grant (YOBG). For Contra Costa County, this amounts to over $8 million in annual funding specifically for juvenile
justice activities.
In 2018, the Committee accepted an introductory report on the County's Multi-Agency Juvenile Justice Plan and the
Juvenile Justice Coordinating Council and a summary of the Juvenile Justice Commission (JJC), the Delinquency
Prevention Commission (DPC) and the Juvenile Justice Coordinating Council (JJCC). During the October 2018 meeting,
the Committee noted that the County has two advisory bodies that are charged with similar duties, specifically, the
Delinquency Prevention Commission and the Juvenile Justice Coordinating Council and directed staff to return to the
Board of Supervisors to combine the functions of the DPC and JJCC.
On December 4, 2018, the Board of Supervisors introduced Ordinance 2018-30, which dissolved the DPC and adopted
Resolution 2018/597 increasing the size of the JJCC to 19 members and designating the JJCC to coordinate county-wide
juvenile delinquency prevention activities. The adoption of the ordinance and resolution effectuated the dissolution of the
DPC and its referral to this Committee.

Statutory Requirements of the JJCC
Annual Consolidated Plan
Annual Expenditure & Data Report
Juvenile Justice Crime Prevention Act Fund (JJCPA) (Government Code Sections §§ 30061(b)(4)(A) & (B))
JJCPA funds can be used for programs and approaches that have been demonstrated to be effective in
reducing delinquency and addressing juvenile crime for any elements of response to juvenile crime and
delinquency, including prevention, intervention, suppression, and incapacitation.
Youthful Offender Block Grant (YOBG) (Welfare and Institution Code Sections §§1950 and 1951(b). )
YOBG funding is to enhance the capacity of local communities to implement an effective continuum of
response to juvenile crime and delinquency. These funds can be used to enhance the capacity of
county probation, mental health, drug and alcohol, and other county departments to provide
appropriate rehabilitative and supervision services to youth offenders supervised locally.

fund balance. The Committee approved the proposal and asked the CAB to return to a future Committee
meeting once the proposal was further developed, including details regarding the application and funding
processes and specific allocation amounts, as well as guidance for program planning of each priority area.
At its May 23, 2023, meeting the Board of Supervisors formally referred to the Public Protection Committee
(PPC) the topic of Animal Services Department center operations. The update would inform the Board and the
public of the department’s operational performance measures, including animal shelter intake and outcomes.
At its March 4, 2024, meeting the Committee reviewed its standing referrals and provided direction to staff as
