Enid Mendoza, staff to PPC, presented the report and responded to questions regarding the status
of the AB 109 Community Corrections fund balance. Department Heads with FY2024-25 budget
modifications, which were not approved by the Community Corrections Partnership (CCP) - CCP
Executive Committee, were given the opportunity to comment. Probation Chief Esa Ehmen-
Krause, District Attorney Diana Becton, and Public Defender Ellen McDonnell all agreed that
they would be working with the CCP Community Advisory Board (CAB) to further discuss their
program modification requests to determine whether they fall within the CAB's funding priority
areas with up to $15 million of the AB 109 Community Corrections fund balance.
Chair Gioia asked that the CCP return to the PPC after the CAB reports back on the status of all
modifications, including which were approved as funding priorities and which were not, so that
this Committee can re-evaluate all requests. Vice Chair Glover agreed reconsideration, as long as
the state of the fund balance was sustainable.
A motion was made to approve the budget as presented and the motion carried by a
unanimous vote.

The Committee agreed on the proposed meeting schedule and format. Chair Gioia asked that staff return
with a listing of all Committee referrals for discussion and calendaring at the next meeting.

Referral History:
The Juvenile Justice Coordinating Council (JJCC) is a multiagency advisory body that informs the development
and implementation of a countywide juvenile justice plan composed of several critical parts, including, but not
limited to an assessment of existing law enforcement, probation, education, mental health, health, social
services, drug and alcohol and youth services resources which specifically target both at-promise as well as
system-involved youth, and their families. The JJCC also coordinates on a countywide basis the work of those
governmental and non-governmental organizations engaged in activities designed to reduce the incidence of
juvenile crime and delinquency in the greater community, develop information and intelligence-sharing systems
to ensure that county actions are fully coordinated, and provide data and appropriate outcome measures.
The JJCC is composed of 20 members:
Twelve (12) Ex-Officio Members include the Chief Probation Officer (Chair), District Attorney’s Office
representative, Public Defender’s Office representative, Sheriff’s Office representative, Board of Supervisors’
representative, Employment and Human Services Department representative, Behavioral Health Services
representative, Alcohol and Other Drugs Division representative, Public Health representative, Juvenile Justice
Commission Chair, City Police Department representative, County Office of Education or a School District
representative.
Eight (8) additional JJCC members are appointed by the Board of Supervisors as follows:
- four (4) At-Large community members, residing or working within Contra Costa County,
- two (2) Community-Based Organization Representatives, and
- two (2) At-Large youth, fourteen to twenty-five years old and residing or working within Contra Costa
County.
The JJCC currently has two (2) vacant At-Large Representative seats and two (2) vacant Community-Based
Organization seats.

The Probation Department issued a Press Release on January 12, 2024 (Attachment A) to recruit for two (2) At-
Large Representative seats and two (2) Community-Based Organization seats on the JJCC. Probation received a
total of six (6) applications prior to the deadline. Six (6) applications are included as Attachment B with
personal contact information and signatures redacted.
All applicants were invited to participate in public interviews scheduled for this Public Protection Committee
meeting. A summary of the information provided by the six (6) applicants is included as Attachment C,
organized by the applicant's last name. A list of the JJCC members has been included as Attachment D for your
information.

Referral History:
On May 23, 2023, the Board of Supervisors referred the Contra Costa Animal Servies (CCAS) Department to
the Public Protection Committee (PPC) to provide an update on its center operations. The update would inform
the Board and the public of the operational performance measures of CCAS, including animal shelter intake
and outcomes.
On July 3, 2023, the Department presented the animal shelter’s challenges, which other animal welfare
organizations share both nationally and statewide. The pressing issue CCAS presented was the limited capacity
to serve a growing animal shelter population. During public comments, members of the public shared their
needs and concerns around CCAS’ lack of overall animal services within the County, and the lack of spay and
neuter services in the community.
The PPC requested that CCAS return to its next meeting on August 7, 2023, with a draft CCAS proposal for
Measure X funding and strategies to address the following areas:
•Increasing public access to low cost spay and neuter clinics,
•Building more robust foster and adoption programs, and
•Increasing CCAS community adoption and vaccine events.
On February 6, 2024, the Board of Supervisor’s referred the Animal Services Department to the Public
Protections Committee to provide a status on the FY 2023/24 operations and community engagement updates,
along with the FY 2024/25 plan on increasing service delivery operations and community services.
Referral Update:
The following information provides details on the Department’s low-cost spay and neuter services, community
outreach and engagement, and additional funding sources to support community-based services. Funding
details are included in Attachment A of this staff report.

CCAS COMMUNITY OUTREACH AND ENGAGEMENT
CCAS was funded to onboard two (2) Animal Center Coordinators for FY 2024/25.
1.Animal Center Coordinator to manage the CCAS K9 Foster Program
2.Animal Center Coordinator to manage the CCAS Adoption Program
CCAS provided over 60 community event activities in 2023 (Attachment B.). These activities included
adoption events, community presentations, wellness clinics, and humane education.
MEASURE X
The purpose of the Measure X funding is to provide low cost spay and neuter services,
microchipping/vaccination clinic events, and pet retention services. The funding priority for Measure X will be
focused on pet owners experiencing homelessness and residing in zip codes of high intake areas identified as
94565 and 94801. The Measure X funding will be for $750,000 over a three-year period, which CCAS plans to
contract through a Request for Qualifications (RFQ). The Department has begun the RFQ process with the
County’s Purchasing Department to publish the funding opportunity in the spring of 2024.
Recommendation(s)/Next Step(s):
ACCEPT the report from the Animal Services Department with updates on the Measure X allocation and
priorities and provide direction to staff as needed.

At its May 1, 2023, meeting the Committee received a report from the Community Corrections Partnership
Community Advisory Body (CAB), which included the proposal to expand housing, behavioral health,
employment, and pre-release engagement services using up to $15 million of AB 109 Community Corrections
fund balance. The Committee approved the proposal and asked the CAB to return to a future Committee
meeting once the proposal was further developed, including details regarding the application and funding
processes and specific allocation amounts, as well as guidance for program planning of each priority area.
At its May 23, 2023, meeting the Board of Supervisors formally referred to the Public Protection Committee
(PPC) the topic of Animal Services Department center operations. The update would inform the Board and the
public of the department’s operational performance measures, including animal shelter intake and outcomes.
Referral Update:
The following recommendations are being proposed for the Committee’s consideration as referrals and
discussion topics for the 2024 PPC workplan:
A.Continuing the following referrals to the 2024 PPC:
1.Opportunities to Improve Coordination of Response to Disasters and Other Public Emergencies
Staff recommend combining this referral with #2 below, and retitling the referral to “Emergency and
Disaster Planning / Community Warning System”
2.Multi-Language Capability of the Telephone Emergency Notification System
(TENS)/Community Warning System (CWS) Contracts
Combine with #1 as stated above.
3.County Support and coordination of non-profit organization resources to provide re-entry
services, implementation of AB 109 Public Safety Realignment, and appointment recommendations
to the Community Corrections Partnership
Retitle to “AB 109 Public Safety Realignment Oversight”. This referral will include CCP seat
appointments.
4.Juvenile Justice Coordinating Council
Retitle to “JJCC seat appointments and oversight
5.Holistic Intervention Partnership from the Public Defender's Office
6.Animal Services Department Operations
B.Terminating the following referrals to the PPC Committee:
1.Welfare Fraud Investigation and Prosecution
The Committee has not received a report on this topic since 2016, and there are no known pending
concerns from the last report.

The Sheriff now provides quarterly reports to the Board of Supervisors on its operations and these
specific topics can be addressed during public Board meeting.
3.Racial Justice Oversight Body
At its August 7, 2023, the PPC referred this to the Equity Committee.
4.County Law Enforcement Participation and Interaction with Federal Immigration Authorities
The County has conducted Truth Act forums since July 2018, and the Sheriff’s reporting has been
responsive to Board and public questions and concerns.
5.Adult Criminal Justice Fees -
Fees have been eliminated both from the County moratorium and state legislative actions.
C.Referring the following referral to the Family and Human Services Committee:
1.Stepping Up Initiative, including the Anyone Anywhere Anytime (A3) program
This referral relates more to behavioral health services and would be most appropriately discussed
by the Family and Human Services Committee since they received routine updates from the
Behavioral Health Division of the Health Services Department.
Recommendation(s)/Next Step(s):
1.APPROVE the proposed 2024 Public Protection Committee meeting work plan referrals and discussion
topics as specified above; and
2.PROVIDE direction to staff as appropriate.
