Referral History:
On February 13, 2018, the Board of Supervisors referred to the Public Protection Committee a
review of the production of the County's Multi-Agency Juvenile Justice Plan. The plan is due to
the state on May 1 of each year, as a condition of Contra Costa’s annual funding through the
Juvenile Justice Crime Prevention Act (JJCPA) and Youthful Offender Block Grant (YOBG). For
Contra Costa County, this amounts to over $8 million in annual funding specifically for juvenile
justice activities.
In 2018, the Public Protection Committee accepted an introductory report on the County's
Multi-Agency Juvenile Justice Plan endorsed by the Juvenile Justice Coordinating Council and a
summary of the Juvenile Justice Commission (JJC), the Delinquency Prevention Commission
(DPC) and the Juvenile Justice Coordinating Council (JJCC).
During its October 2018 meeting, the Public Protection Committee noted that the County had two
advisory bodies that were charged with similar duties, specifically, the Delinquency Prevention
Commission and the Juvenile Justice Coordinating Council (JJCC), and directed staff to return to
the Board of Supervisors (BOS) to combine the functions of the DPC and the JJCC. Also during
this meeting, the Public Protection Committee reviewed the composition of the JJCC and
recommended to the BOS that the newly consolidated JJCC consist of the following members:

Board of Supervisors representative,
Employment and Human Services Department representative,
Behavior Health representative,
County Alcohol and Drugs representative,
City Police Department Representative,
County Office of Education or a school district representative,

County Office of Education or a school district representative,
County Public Health representative, and
Eight community-based seats, including a minimum of two representing youth-serving
community-based organizations and two youth-aged community representatives (14-21
years old).
On December 4, 2018, the Board of Supervisors introduced Ordinance 2018-30 to dissolve the
Delinquency Prevention Commission, adopted Resolution 2018/597 to add seats and duties to
Juvenile Justice Coordinating Council, and terminated the referral to the Public Protection
Committee on this topic. On December 18, 2018, Ordinance 2018-30 was adopted.
Resolution 2018/597 established that the eight community-based seats: should reflect the
geographic, ethnic, and racial diversity of the County and should include youth or those providing
restorative justice, faith-based, or mentoring services, to justice, homeless, or foster involved
youth.
On March 11, 2019, the Public Protection Committee accepted a report on the County's
Multi-Agency Juvenile Justice Plan and provided direction on the recruitment process for the
public member seats on the JJCC. These vacant seats include four (4) At-Large Community
Representatives and two (2) At-Large Youth Representatives.
On June 3, 2019 the Public Protection Committee (PPC) conducted interviews and considered 21
applicants for the six (6) vacant seats for community-based representatives on the JJCC. After
recommending six (6) individuals be appointed to the JJCC by the BOS, these individuals were
appointed by the BOS during its June 18, 2019 meeting.
On September 30, 2019, the PPC considered nine (9) applicants and recommended two (2)
individuals to be appointed to the JJCC as representatives of community-based organizations
(CBO) by the Board of Supervisors. On October 8, 2019, the Board of Supervisors appointed the
two (2) individuals to the JJCC as recommended by the Public Protection Committee.
After Rebecca Oriol, a community-based organization representative, resigned from the JJCC on
January 14, 2020, and Claire Landes, another community-based organization representative,
resigned from the JJCC on July 24, 2020, the Public Protection Committee approved a 9-week
recruitment period to fill these two (2) vacant CBO seats during its July 27, 2020, meeting.
A list of current JJCC members can be found in Attachment A.
Referral Update:
The Office of Reentry and Justice (ORJ) issued a Press Release (Attachment B) and distributed it
on July 30, 2020, to recruit for the two (2) vacant JJCC CBO seats. Prior to the deadline, the ORJ
received a total of 8 (eight) timely submitted applications. All eight (8) applications are included
as Attachment C with personal contact information and signatures redacted. All applicants were
invited to participate in optional public interviews scheduled for the Public Protection Committee
meeting on September 28, 2020.
A summary of the information provided by the eight applicants is included as Attachment D, and
this summary sheet is organized by last names of the applicants.

Contra Costa County Seeks Applicants for
Juvenile Justice Coordinating Council
(Martinez, CA) - The Contra Costa County Board of Supervisors is seeking applicants who may
be interested in serving on its 19-member Juvenile Justice Coordinating Council (JJCC).
The JJCC is a multi-agency advisory body charged with creating and maintaining the County’s
comprehensive Juvenile Probation Consolidated Annual Plan and coordinating county-based
juvenile delinquency prevention initiatives. The state-mandated Juvenile Probation
Consolidated Annual Plan is designed to improve services for Contra Costa County’s juvenile
justice population by assessing existing practices and resources, identifying system needs and
gaps, and prioritizing and recommending solutions.
The Juvenile Justice Coordinating Council is composed of the following 19 members:
• Nine (9) ex-officio voting members:
1. Chief Probation Officer, as Chair
2. District Attorney’s Office representative
3. Public Defender’s Office representative
4. Sheriff’s Office representative
5. Board of Supervisors’ representative
6. Employment and Human Services Department representative
7. Alcohol and Other Drugs Division representative
8. Behavioral Health Division representative
9. Public Health Division representative
• Ten (10) additional voting members selected and appointed by the Board of Supervisors:

The Board is now seeking applications for two (2) of the seats identified above:

This recruitment effort is for mid-term appointments to JJCC seats #16 and #17. The Board of
Supervisors is looking to appoint individuals to these seats to complete the remainder of their
two-year term that is set to expire on June 30, 2021.
The JJCC is expected to meet on a regular basis, at intervals to be established by the JJCC.
Members will serve without compensation, stipends, or reimbursement of expenses. The
community-based organization representatives should reflect the geographic, ethnic, and racial
diversity of the County and should include those providing restorative justice, faith -based, or
mentoring services, to justice-involved, homeless, or foster-care involved youth.
Applicants will be interviewed by the Board of Supervisors’ Public Protection Committee:
Supervisors Candace Andersen, District II, and Federal Glover, District V. The nominations for
the Juvenile Justice Coordinating Council will then be forwarded to the full Board of Supervisors
for action.
Below is a timeline of the recruitment process for the two vacancies:
• September 18, 2020: Final Day of the Application Period, due by 5:00 p.m.
• September 28, 2020: Public Protection Committee Meeting Interviews
• October 6, 2020: Board of Supervisors’ Consideration of Nominees

vacancy. I am currently the Interfaith Juvenile Chaplain servicing the John A. Davis Juvenile Hall, as well
as the Orin Allen Youth Rehabilitation Facility, also known as Byron Boys Ranch. I have previously been a

I would like to serve on this particular commission because I believe I am a prime
candidate to fill this vacancy. I am currently the Interfaith Juvenile Chaplain
servicing the John A. Davis Juvenile Hall, as well as the Orin Allen Youth
Rehabilitation Facility, also known as Byron Boys Ranch. I have previously been a K-
12 educator, college counselor, youth pastor, and community organizer. I have an
undying and unwavering commitment to the success of all young people,
especially those who have been marginalized, and those who may be victims of
unsavory circumstances beyond their control. I am levelheaded and fair, and I
enjoy collaborating with others. Moreover, I have direct contact with the
demographic that we are representing and believe that I will be able to bring a
unique perspective to this commission. My life and career are both entrenched in
the mission and purpose of this commission, and I feel I am most qualified to fill
this vacancy.

Referral History:
On June 25, 2018, the Public Protection Committee (PPC) accepted the "Racial Justice Task
Force--Final Report and Recommendations," as prepared by Resource Development Associates,
and the committee recommended the Board of Supervisors (BOS) adopt this report and the
recommendations included in the report.
On July 24, 2018, the BOS considered adopting the "Racial Justice Task Force--Final Report and
Recommendations," as prepared by Resource Development Associates and decided to adopt the
report and recommendations as presented, except for recommendations #18 and #19. These two
recommendations were referred back to the Public Protection Committee as part of a separate
referral to gather further input on these recommendations from both the Sheriff and Racial Justice
Task Force. After later consideration, the Task Force ultimately concluded that due to existing
legal limitations, recommendations #18 and #19 should be removed from their final report.
On August 6, 2018, the Public Protection Committee considered implementation of the Task
Force Recommendations and provided the following direction:
Staff should develop a recruitment process to seat the Racial Justice Oversight Body (RJOB)
with the following representation:
A representative from the Superior Court, as a non-voting member1.
The Sheriff or his designee2.
The Chief Probation Officer or his designee3.
The Public Defender or her designee4.
The District Attorney or her designee5.
A representative from a local law enforcement agency, nominated by the Contra Costa
County Police Chiefs’ Association
6.
A representative from the Contra Costa County Board of Education7.
A representative from a School District8.
A representative from Contra Costa County Health Services9.
Nine community-based representatives, that include at a minimum10.

Two individuals with prior personal criminal or juvenile justice system involvement,
Three representatives from community-based organizations that work with individuals
in the justice system, including at least one person who works directly with youth

services to school aged youth
The process to fill the School Board representative is to be determined by current School
Board representatives of the Racial Justice Task Force
The Racial Justice Coalition will select its two representatives
Terms on the RJOB representatives should be for two years
Return to the Committee for consideration of the second part of the Task Force
recommendation for a RJOB regarding the need for additional resources necessary to staff
and facilitate the work of the RJOB.
After the Public Protection Committee met on September 10, 2018, the Racial Justice Task Force
school board representatives were consulted and determined that their rotation on the RJOB
should begin with Mount Diablo Unified School District, followed by West Contra Costa Unified
School District, and ending with Antioch Unified School District. A representative from the
Mount Diablo Unified School District was nominated to represent the school district on the RJOB.
The Racial Justice Coalition subsequently provided the names of their initial two representatives
on the RJOB. The Contra Costa County Police Chiefs’ Association nominated its representative
as well. In addition, the other seven Ex-Officio members were confirmed by their respective
departments and agencies.
To identify applicants for the seven remaining seats for community-based representatives, a
recruitment process was conducted. On November 13, 2018, the PPC interviewed applicants for
the seven community-based representative seats and recommended BOS appointment of seven
individuals to the RJOB.
On December 4, 2018, the Board of Supervisors appointed the 18 individuals recommended by
the Public Protection Committee to serve on the Racial Justice Oversight Body. These
appointments were to be for a two-year term commencing on January 1, 2019 and ending on
December 31, 2020.
A list of all current RJOB members can be found in Attachment A.
Referral Update:
According to the Bylaws of the RJOB, Ex-Officio and Other Appointed Members shall serve
during their terms of office or appointment. Members appointed by the Board of Supervisors shall
have two-year terms beginning on the date of appointment by the Board.
After the Public Protection Committee met on July 27, 2020, the Office of Reentry and Justice
contacted the Ex-Officio and Other Appointed Members regarding their RJOB membership
renewal for the next two years. A list of proposed 2021-22 RJOB members can be found in
Attachment B.
In order to identify applicants for the seven seats for community-based representatives in
