HomeMy WebLinkAboutMINUTES - 02031987 - S.9 TO: BOARD OF SUPERVISORS FROM: Supervisor Nancy Fanden Contra Costa January 27, 19 8 7, County ;� SUBJECT: ONE TIME DEVELOPMENT FEES FOR POLICE SERVICES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION REQUEST: That consideration be given to recommending a ONE TIME DEVELOPERS FEE to offset the gap between demand for services and revenue from taxes. That the County Administrator' s office work with the Sheriff ' s Department, Community Development and County Counsel on a fee structure that would adequately cover the funding of police services by developers of residential, commercial and industrial property. BACKGROUND: The question is not "Do we have a crisis in Contra Costa County for police services" but rather, "How can we provide extra police protection for the residents in Contra Costa County, in a reasonable and responsible way, that will not only address our immediate needs but also develop a formula or criteria for future policing needs. The need for Police Services begins when the first shovel of dirt is turned over and lumber and materials. are delivered to a construction site. Vandalism and thefts occur long before residents move in and generate the tax dollars needed to pay for police services. To offset this need during the first year or so of construction, Chief Jim Franks of Brentwood proposed at a recent Contra Costa County Police Chiefs ' Association meeting, that a fee be added to developer costs to offset the costs of policing the construction sites. This suggestion is one that needs to be explored. Attached are some suggestions for IMMEDIATE (SHORT TERM) FUNDING OF POLICE SERVICES, AND LONG TERM PLANNING & FUNDING. CC: Finance Committee ATTESTED '-�" County Administrator Phil Batchelor, Clerk of the Board of Supervisors and County Administrator Mae2/7-ee BY DEPUTY l k 4 f FUNDING OF POLICE SERVICES FOR { IMMEDIATE & LONG TERM NEEDS i NEED TO ESTABLISH CRITERIA: The Sheriff ' s Department needs to develop a BASE LINE OF POLICE SERVICES FORMULA that can be used in determining the costs associated with both the immediate and long term planning and implementation of police services generated by new construction.. Crime statistics presented to the Board of Supervisors are based on the previous year' s stats. Therefore, we' re always one or two years behind in providing adequate police services in the unincorporated areas of Contra Costa County. IMMEDIATE FUNDING BASED ON NEED: E.I .R. ' s establish the NEED for police services when approved. Doesn' t it seen fair that since the police services are provided for immediately that they should be paid for immediately? A one or two year waiting period for the development to generate tax dollars doesn' t seemA to be fiscally responsible or practical. LONG TERM NEEDS AND FUNDING: As our communities continue to grow and prosper the need to reevaluate our police services becomes more evident and urgent. In 1970 County Service Area P-4 was established for the purpose of EXTENDED POLICE PROTECTION SERVICES in the unincorporated area of Orinda. Residents became more involved in taking responsibility for their communities police services. Discovery Bay is very interested in forming an ASSESSMENT DISTRICT. The recent shooting in Crockett has prompted many West County residents to express interest in creating an ASSESSMENT DISTRICT FOR SPECIAL POLICE SERVICES. Our constituents are looking at the WHOLE GEOGRAPHIC COMMUNITY when addressing the issue of EXTENDED POLICE SERVICES - can we do any less? l
