HomeMy WebLinkAboutMINUTES - 02031987 - S.8 8 TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Nancy Fanden Costa DATE: January 27, 1987 County USE OF GUNS BY OFF-DUTY POLICE OFFICERS SUBJECT: SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION REQUEST: That the Board of Supervisors request the Criminal Justice Agency survey all law enforcement agencies in Contra Costa County as to their policy governing the carrying of guns by OFF-DUTY police officers. BACKGROUND: State law permits police officers to carry their weapons at all times. While most departments have specific rules governing the type of weapon carried and its use, few agencies have specific guidelines that cover drinking and carrying a firearm.. Instead, most address the issue through rules forbidding "conduct unbecoming a police officer. " The unfortunate shodting incident in Crockett by OFF-DUTY Richmond police officers (who had been drinking earlier in the evening) prompted Crockett' s assistant fire chief, Frank Ochinero, to raise the question of police gun policies at a liaison meeting attended by Sheriff Richard Rainey and District Attorney Gary Yancey. See attached newspaper story for a more detailed accounting of the discussion. Let us hope that this countywide survey by the Criminal Justice Agency becomes a viable tool in setting future police gun policies in Contra Costa County.
