providing a report on the status and progress of the various District activities and initiatives.

The Board would not receive the most up-to-date information regarding ongoing Fire District activities and
initiatives.

Operations Section Update
Field Operations
Several significant fire incidents occurred in August.Overall,the number of vegetation
fires was reduced,as compared with earlier summer months,and this is the historical
trend with August experiencing lower vegetation fire activity.As we prepare for
September and October,which are each similar in having less overall vegetation fire
activity,the potential for large incidents is increased with very dry vegetation,trees,and
brush,and these are the two months with historic red flag fire weather events.

Significant Incident -Lafayette Tesla Fire -August 27
●Two Teslas were involved in a fire that spread to vegetation in Hunsaker Canyon.
The fire was contained to the two cars and nearby vegetation.No structures
were damaged,with the intervention of fire crews.The crew response time and
weight of the total response,including automatic aid units,an aggressive fire
attack by first arriving crews,and proper defensible space on the property all
aligned to make this a significant incident,but not a large incident that could have
impacted homes and the surrounding community.The Hunsaker Canyon area is
an area of elevated fire risk and potential for rapid vegetation fire spread.

Significant Incident -Martinez Vegetation Fire -August 4
●ConFire crews responded to a reported vegetation fire on Highway 4 westbound
at the Morello exit in Martinez and found a fast-spreading grass fire driven by
high winds.The initial response of four fire engines and a Battalion Chief had just
extinguished the fire when a second fire 100 yards to the east was reported.
●This fire was likely started by embers from the first fire carried by the wind.A
second alarm wildland response was initiated as the fire moved quickly,driven by
wind,and in taller grass and brush.Crews were repositioned as additional fire
units were implemented to limit the spread as the fire was moving quickly toward
commercial buildings on Arnold Drive.A third alarm of structure fire engines and
ladder trucks was called to mitigate the fire spread to a three-story building
directly in the path of the wind-driven brush fire that had spread to a dense grove
of trees.
●The fire highlights the need for defensible space around commercial buildings,as
well as residential buildings.

Significant Incident -Antioch Structure Fire -August 22
.
●The structure consisted of three two-story townhomes connected by a common
attic.Upon arrival of the first fire crews,a heavy volume of smoke and flames
was coming from the middle dwelling unit.This was an exceptionally hot fire on a
hot August afternoon.The fire unit was a total loss due to fire,smoke,and water
damage.Adjacent units suffered from smoke,water,and sheetrock damage.
RedCoss was requested and assisted with housing for displaced residents.One
resident was transported to a local hospital for smoke inhalation,and one pet did
not survive the fire.

●At 3am,crews responded to a report of a structure fire at the Woodland Hills
Apartments in Pittsburg.The fire was initially reported as a spreading kitchen fire,
and occupants jumped out of a second-story window due to the rapid spread of
the fire prior to our arrival.Due to the information obtained by our dispatchers
and possible need for rescue of the building occupants,the incident was
upgraded to a 2nd alarm before arrival.Engine 85 arrived on scene concurrently
with Battalion 8.The Battalion Chief established incident command,which
allowed the crew from Engine 85 to initiate a fire attack immediately.The fire had
already spread from the initial unit involved to adjoining units,including the
second floor and attic.Engine 85’s crew extended a hose line to place water on
the fire as Truck 84 arrived.In coordination with Engine 85,Truck 84 completed a
primary search of the fire area to ensure all residents were out of the apartments.
Once it was determined all occupants were out of the apartments in the
immediate fire area,crews started working to put out the fire and checked the
remaining twelve units in the fire building.
●The building suffered significant damage with multiple units rendered
uninhabitable due to the fire spread and common attic construction.
Aerial Firefighting Helicopter Contract
●We have been working on a partnership with PG&E to secure a Type 2
firefighting helicopter for the months of September and October.As of the date
of this report,we anticipate beginning flight operations on September 6th with the
helicopter being based out of the Wildfire Center in Byron.The helicopter will be
equipped with a 300 gallon fixed belly tank,capable of reloading itself from a
pool,pond,river,or temporary dip tank at an incident.The fixed belly tank
provides significantly more water dropping capacity than the traditional hanging
bucket.The helicopter will be made available for all wildland fire responses
within the county,including the other agencies and communities outside of the
Contra Costa County Fire Protection District.

Career Development
●A workgroup has been established to prepare for upcoming promotional exams
and to integrate that process into a comprehensive career development program.
A district wide career development survey was conducted and the results will be
utilized as a road map to implement tools and processes to help prepare our
members for promotions and for succession planning to fill leadership positions
in the organization over the long term.
Emergency Medical Services (EMS)Division
●The Nurse Navigation project continues to move forward.We have had a positive
response from the other fire agencies in the county.The Richmond FD is also
exploring the possibility of their dispatch center implementing the program,which
would be required for the program to be implemented within the City of
Richmond.
●We took delivery of an additional 20 ambulances in July and they are in the
process of being outfitted and certified in order to be placed in service.
●Flu shots are just around the corner and we will be offering vouchers to all
employees.
●Just over one year into our EMS Requests For Citizens Assistance Program we
are seeing good utilization of the program by our crews.Last month we
processed 6 referrals to other county agencies.
●Monthly reports for hospital transfer of care time for July and August are
attached.Overall times continue to exceed those outlined in county policy.
●The County EMS Agency APOT dashboard is operating which shows our
average transfer of care times.The average and 90th percentile wall times
continue to impact our crews with delays and significant commitment times at
hospitals which results in reduced availability of ambulances for additional 911
responses.

Special Operations
●Hazmat School -four firefighters are attending six weeks of Hazmat Specialist
training in Richmond and will be added to the Hazardous Materials Response
Team after completing their training.
●Continuing Challenge 2024 -our Hazardous Materials Team members are
meeting with the Cal OES Hazmat team leaders and Cal OES leadership to
review the past year of training and discuss the future of the Cal OES funded

Hazmat teams.One of our members will be a sitting member on the statewide
Firescope committee dealing with the growing EV (electrical vehicle)battery fires.
●Rescue -Our Rescue committee is working on securing a multi-agency grant that
would possibly fund the replacement of our rope rescue cache and some of the
hardware to better,lighter weight equipment.
Training
●Quarter 3 Training -Human performance -This training is designed to implement
the elements of human performance that are recognized in sport and military
experience and their training programs by incorporating and shaping it to the fire
service.The goal is to give our personnel the tools necessary to be successful,
safe,and effective during highly stressful environments.
Advanced Planning Section Update
Fire Prevention Bureau
●The Bureau is making great progress with the Knox “E-key”grant awarded
through the Assistance to Firefighters Grant program.Phase I is almost
complete with all the devices installed in 60 apparatus and 62 support vehicles.
The next phase involves training all personnel on the new electronic system,
followed by replacing the individual building and occupancy key cores in the
physical Knox boxes at these locations.
●We recently received notification from Cal Fire that the Prevention Grant to
create the East Richmond Heights Shaded Fuel Break was not awarded.The
District received feedback from Cal Fire to improve the project’s competitiveness
for future consideration in the next grant application cycle.This project will again
be our focus for the 2024 Cal Fire Prevention Grant application to be completed
and submitted in cooperation with the County Fire Safe Coordinator over the next
three months.
Health &Wellness
●Annual Physicals -this innovative program for our members begins in early
September and runs through the end of November.The vendor,LifeScan,
provides traditional annual fit-for-duty physical exams along with a full body scan
of the body’s major organs and circulatory system.These have been extremely
valuable exams for our members with multiple cases of members having had
life-saving findings with these exams and the associated scans.

Administration Section Update
●Recruitment efforts are underway to fill the vacant Chief of Administrative
Services II position.This critical position has not been vacant for over a decade.
The Fire District has already received some unsolicited interest and expects to
garner a strong pool of finance professionals interested in joining our team.Our
recruitment,outreach and marketing efforts are supported by an external
recruiting consultant.
Support Services Division
●Fire Station 85 (Pittsburg)A new driveway has been completed for Fire Station
85.The engine accessed the old driveway using a very small left turn lane when
traveling south on Loveridge Road.The engine could not fully fit in this left turn
lane,causing it to stick out into traffic,creating a safety hazard.The new
driveway is accessed off the side street,through the District’s adjacent property
parking lot.This provides increased safety for the firefighters and decreases the
potential for damage to Engine 85.
●Fire Station 2 (Pleasant Hill)and Fire Station 81(Antioch)both have new
emergency generators.These generators were installed as part of a hazard
mitigation grant through Cal OES.The generators will provide emergency power,
allowing the fire stations to continue to operate during power outages.
Fire Stations /Major Facilities Construction
●Fire Station 94 (Brentwood)The September 10,2024 Board of Directors Agenda
includes the award of a contract to the successful design build entity to construct
Fire Station 94 in Downtown Brentwood.This two story,3 person,two bay
station will take approximately 24 months to construct.
●Fire Station 90 (Brentwood)Fire District leadership continues to work with
County Public Works,Real Estate Division to secure a new site for Fire Station
90.
●Communications Center Remodel (Pleasant Hill)This project has encountered
some challenges right from the start.The availability of an emergency generator
and switchgear has been a critical path issue.This supply chain issue and lack
of clarity is unresolved and could have major impacts to the project.The
groundbreaking ceremony was canceled and will be rescheduled at a later date,
as a result.
●Fire Station 9 (Pacheco)The bridging documents for Fire Station 9 in Pacheco
are well underway.Internal stakeholder meetings have taken place with
firefighters who work at Station 9 providing feedback to the design and floor plan.
It has been determined that Station 9 will not be able to be occupied during
construction.Therefore,early efforts are underway to identify a suitable site for a

temporary (24-32 Months)fire station in the Pacheco area.Options include
Buchanan Airport Property,County Owned vacant land on Pacheco Boulevard or
leasing commercially available space.
Communications Division
●The district continues to work on GIS improvements with our two internal GIS
Analysts and with an external consultant.These efforts are focused on aligning
boundaries,moving to a parcel address-based routing system for responding
units,and preparing for NextGen 911 implementation.
●The Information Technology team and County DoIT continue to work on the
District’s stand-alone network project with weekly meetings to review the system
design,estimated costs and implementation plan.
●The contract for the computer aided dispatch (CAD)rebuild has been executed
and the district is preparing for the start of the project with the contracted vendor,
Central Square.
Rodeo-Hercules FPD Annexation Update
●Dates for the LAFCO process have been clarified.LAFCO requires two separate
meeting dates to consider (1)the sphere of influence change request for
CCCFPD and (2)the reorganization/annexation application.The sphere of
influence request will be considered at their November 12,2024 meeting and the
reorganization/annexation application will be considered at their December 10,
2024 meeting.
●Internal planning process will commence in September to give sufficient time to
prepare for the annexation and all the elements of integrating the two
organizations.

Childhood Cancer Awareness Month
●District apparatus will be displaying gold ribbons through the month of September
in partnership with Dillon’s Dream to raise awareness of this organization and our
collective commitment for the fight against childhood cancer.
●Dillon's Dream A World Without Cancer provides art supplies and crafts along
with small toys four times a year to children battling cancer at John Muir Walnut
Creek,Kaiser Oakland and Sutter Health Sacramento.Additionally,the
organization helps families with gift cards for gas or food in support of the

BACKGROUND:
WHOOP is a wearable device that tracks various biometric data points essential for understanding human
performance.It monitors physical exertion,mental load,sleep quality,general health,and recovery.By
analyzing this data,WHOOP provides personalized insights and suggestions to optimize performance.It
accurately measures all four types of sleep and recommends optimal bedtimes for better recovery.
Additionally,it tracks physical and mental strain throughout the day,generating a Strain Score to gauge total
exertion.The Recovery Score indicates how well the body is coping with stressors such as training,lack of
sleep, illness, or menstrual cycles, guiding decisions on activity levels.
Ultimately,WHOOP aims to enhance recovery,boost immune function,and facilitate performance gains by
empowering users to make informed lifestyle choices.These wrist devices,which will be worn by fire
suppression personnel,including Battalion Chiefs,Fire Captains,Fire Engineers,and Firefighters is part of the
District’s overall health and wellness program.

FISCAL IMPACT:
These funds are 100% budgeted in the CCCFPD EMS Transport Fund and the amount is not to exceed
$245,000 over the life of the agreement.
BACKGROUND:
The Contra Costa Regional Fire Communications Center utilizes the NICE software to record all incoming and
outgoing calls to the 9-1-1 center. This includes 9-1-1 calls, non-emergency calls, calls between allied agencies,
and internal communications within the district. The NICE system also offers a reconstruction feature, which
allows the department to fulfill public records requests and subpoenas by providing the necessary audio
recordings.
The NICE system is also integrated with the East Bay Regional Communications System Authority (EBRCSA).
This integration enables the department to access and retrieve radio communications from EBRCSA's server,
which stores the radio transmissions for all district incidents.

BACKGROUND:
The Contra Costa County Fire Protection District (District)uses highly technical emergency medical equipment
to provide care on the scene of medical emergencies.
EMTs and Paramedics use LIFEPAK defibrillators to analyze the heart’s rhythm and,if necessary,deliver an
electrical shock (defibrillation)to help the heart reestablish an effective rhythm.They can also be used as a
pacing device and conduct 12-lead electrocardiograms.The District needs to purchase new defibrillators
periodically as older equipment becomes damaged or ages beyond its useful life.
The LIFEPAK 15 V4+monitor/defibrillator is currently used at all fire stations within the District and by
American Medical Response,our ambulance sub-contractor.The device captures and stores patient data,events
(including waveforms and annotations),and continuous waveform and patient impedance records in internal
memory.The user can select and print reports and transfer the stored information via supported communication
methods.

The LUCAS Chest Compression System is an automatic mechanical CPR device used in the field,during
patient transport, and in hospitals. There are many benefits to using these systems, including:
1.Provision of high-quality CPR without degradation due to fatigue or personnel issues;
2.Reduction in or alleviation of caregiver fatigue;lowered stress due to eliminating the need to rotate
personnel providing manual CPR; and
3.Increased safety for rescuers due to lessening the occurrence of awkward positions during patient
transport -crews are able to remain in a static position during transport -possibly leading to a reduction
in CPR-related injuries and injury-related healthcare costs.
CONSEQUENCE OF NEGATIVE ACTION:
The District would have to identify alternate means to acquire this equipment, resulting in increased costs.

BACKGROUND:
The District intends to submit a response to the Contra Costa County request for proposals to provide
emergency ambulance services within Contra Costa County (the “County Ambulance RFP”).Under the first
phase of this agreement,the contractor designed and developed a request for proposals (RFP)for an ambulance
subcontractor,assisted in the RFP process,and provided subject matter expertise and assist with the contracting
of a selected provider in anticipation of an eventual response to the County Ambulance RFP.
Under the second phase of the agreement,which has not yet started,the contractor will assist the District in
developing its response to the County Ambulance RFP once that bidding process is initiated by the County.
This contractor has experience in fire-based emergency services including ambulance and suppression-based
emergency medical services (EMS),"alliance"and direct fire department emergency ambulance RFP
development,communications,human resources,consolidations,public-private partnerships,
labor/management relations,EMS billing,and financial cost recovery.The contractor also has prior experience

relevant legal and regulatory standards such as compliance with the Firefighter Bill of Rights.

The Contra Costa County Fire Protection District’s (District)Fire Station 94 project (Project)includes
reconstructing a fire station at 739 First Street in Brentwood.Fire Station 94 will replace Fire Station 54,which
ceased operations around 2014 and was demolished in 2022.
The Project will increase fire and emergency protection to meet the growing needs of downtown Brentwood
and the surrounding area.The former fire service provider,East Contra Costa Fire Protection District,served
the area through three staffed fire stations.The previous fire station on this site was closed around 2014,
leaving a deficit in Brentwood and the greater geographic area served by this location.This fire station
replacement and enhanced services were identified during the annexation of the East Contra Fire District.The
Board of Supervisors dedicated the associated Measure “X” funding in the original allocations.
The Fire Board approved the issuance of a Request for Qualifications (RFQ)and a Request for Proposals (RFP)
for the selection of a Design-Build contractor for Fire Station 94 at the January 9,2024 meeting.The District’s
design consultant,Shah Kawasaki Architects,Inc.,prepared conceptual plans and specifications for the
building and site.The Design-Build procurement process began in January 2024 and is detailed in the Request
for Qualifications section below.The best value evaluation was completed as described below in the Requests
for Proposal / Selection Process Section.
Request for Qualifications (RFQ):
The Public Works Department released the RFQ on January 10,2024.The RFQ release was communicated to
known contractors,including those in the County’s Local Vendor Database,advertised in the Daily Builder,and
published in the Contra Costa Times.It was posted to the Public Works Department Plan Room,which is
accessed via a link on the Contra Costa Public Works,Doing Business,Request for Qualifications and
Proposals page.A Non-Mandatory Informational Design-Build Entity RFQ Conference for all interested
vendors was held on January 17, 2024.
The RFQ required that Design-Build Entities include a cover letter,with their prequalification questionnaire,to
describe the outreach efforts that the Design-Build Entity made to included minority business enterprises,
women-owned business enterprises,and small,local,disabled veterans,and other business enterprises as part of
their team.Furthermore,the prequalified and shortlisted Design-Build Entities who participated in the Request
for Proposals /Selection Process phase had to meet additional outreach requirements associated with the Contra
Costa County Outreach Program.The RFQ also required the Design-Build Entities to provide references from
past projects.Specific questions included:Was the team collaborative with the owner,adherence to the project
schedule and budget, timely payment to subcontractors and suppliers, and adequacy of equipment?
The County received responses from four (4)Design-Build Entities.On March 19,2024,the Contra Costa
County Fire Protection District,in coordination with Contra Costa Public Works Department staff and the
project construction management firm Kitchell CEM,reviewed the information submitted and shortlisted the
top three (3) scoring Design-Build Entities according to the RFQ criteria.
Request for Proposals / Selection Process:
The three (3)shortlisted firms were invited to bid with the request for proposals released on April 17,2024.On
July 10,2024,the Contra Costa County Public Works Department received proposals from two (2)of the three
(3)shortlisted Design-Build Entities.A three (3)person selection committee consisting of Deputy Fire Chief
Aaron McAlister,Assistant Fire Chief Tracie Dutter,and County Sr.Project Manager Margaret Thorp,assisted
by a support team made up of Kitchell CEM,PM/CM Project Director Steven Dewan,PM/CM Design
Manager Bob Parks,and Shah Kawasaki,Project Bridging Architect Brian Leonard scored the proposals and
conducted interviews with the two (2) Design-Build Entities.

In summary,the best value proposal evaluation process included two categories of factors:(1)the Evaluation
Factor Categories evaluated on an Acceptable/Unacceptable basis as follows:
A.Skilled Labor Availability & Acceptable Safety Record
B.Schedule Compliance - a realistic plan to achieve the Project completion date
And (2) points Evaluation Factor Categories with points assigned as follows:
A.Subconsultant/Subcontractor Outreach - (10 available points)
B.Bridging Documents Conformance Proposal - (30 available points)
C.Design & Construction Qualifications - (20 available points)
D.Best Value Enhancements - (15 available points)
E.Interview/Presentation Questions - (25 available points)
Each selection team member independently filled out a scoring sheet for each proposal with a maximum of 100
points available.The scores from each panel member were averaged,giving a total score for each proposal
with a maximum of 100 points.The qualified Bidder with the maximum points is recommended for award of
the Contract.
The scoring process results showed that the Overaa Construction /DLR Group team achieved the highest-rated
proposal with 98 points,and it was also the highest-rated proposal for all three (3)scoring members.Based on
its unanimous highest-scoring proposal,the selection committee recommends C.Overaa &Co.’s proposal as
the best value for Contra Costa County citizens.
The contractor will be required to enter into a Project Labor Agreement (PLA)in connection with the services
to be performed under the contract.Staff recommends an exemption to the PLA be granted for the procurement
of the Limited Use/Limited Application (LULA)Elevator.A LULA elevator provides the necessary
handicapped access to the Fire Station but is smaller and has a lower cost of ongoing maintenance.Due to its
limited footprint,it is the ideal elevator for this Project.C.Overaa &Co.reached out to the manufacturer and
were provided the certified dealers/installers for this specific elevator.The three firms are unwilling to sign the
PLA. In order to procure a LULA elevator for this Project, an exemption to the PLA must be granted.
The RFP provided that a stipend in the amount of $25,000 would be paid to any responsible bidder,other than
the bidder to whom the Contract is awarded,that submitted a proposal determined by the County to be both
balanced and responsive.The stipend is designed to compensate non-awarded bidders for (1)some of the
additional efforts bidders expend in developing,refining,and enhancing their proposals during the RFP and
supplements information process, and (2) for the District’s ownership of the bidder’s proposal documents.
Project Features
One of the advantages of using a Design-Build method of procurement is that the design can continue to
evolve,which allows additional improvements and value engineering to the District as the project moves
forward.
The following project additions and improvements are being proposed by the Design-Build Entity:
1)Improved schedule
2)Addition of affixed-base moment-resisting frame at gridline 4 between D and F to improve structural
performance.

3)Durafuse steel beam-to-column connections for both gridlines 1 and 4 to improve structural
performance.

wall to allow closure of the space.
6)Relocation of the fuel tank and emergency generator system to the North side of the side of the site,
providing better access to the PG&E transformer and providing one (1) extra standard parking space.
7)Provide a vapor retarder under the entire slab on grade in lieu of specified locations.
CEQA
The California Environmental Quality Act (CEQA)Notice of Exemption was filed on February 20,2024.On
February 6,2024,the Fire Board approved the District’s actions related to lot line adjustments for Fire Station
94 and also included a Determination that the Fire Station 94 project is exempt from environmental review
under the California Environmental Quality Act,pursuant to Guidelines Section 15302,and Directed the Fire
Chief or designee to cause a CEQA notice of exemption to be filed with the County Clerk and the State
Clearinghouse, pursuant to Public Resources Code Section 21152(b).
A CEQA notice of exemption for that project was filed and stamped on February 20, 2024.
CONSEQUENCE OF NEGATIVE ACTION:
The Fire District would have to identify alternative ways to construct facilities in order to provide service to the
Brentwood community.

BACKGROUND:
A Fire Records Management System (FireRMS) is specialized software designed to assist the District in
maintaining and organizing critical data related to incident command. The system supports essential functions,
including quarterly reporting to the State Fire Marshal and submissions to the National Fire Incident Reporting
System (NFIRS), which are required by FEMA and the U.S. Department of Homeland Security.
The District initially engaged BioKey in 2004 to acquire licenses and annual maintenance for its Fire RMS
system. BioKey was subsequently acquired by Zoll Data Systems, Inc. in 2007. The new Master Agreement
includes additional licenses for the East County stations acquired through annexation and covers the annual
maintenance for all 41 FireRMS Enterprise licenses related to the District’s incident response records

FISCAL IMPACT:
This agreement is supported by state funding from Cal OES. While the overall costs are almost fully
reimbursed by the state, there are some potential costs for the District which may include costs for training or
backfill that Cal OES does not reimburse, damage or vehicle repair costs under the terms of this agreement, the
cost to insure the vehicle under the terms of this agreement, and fuel costs for using the vehicle within our
District jurisdiction. Costs not supported by Cal OES would be paid from the District’s General Operating
Fund - 10% Fire District General Operating Fund and 90% State Funds.
BACKGROUND:
On April 10,2018,the Fire Board of Directors approved the Fire Chief to execute an Agreement for the
Temporary Assignment of a Vehicle and Equipment with the California Governor’s Office of Emergency
Services.This contract included the vehicle and equipment necessary to maintain a Type II inventory according

to FIRESCOPE.
In April 2023,FIRESCOPE and Cal OES Hazmat recommended increasing the mutual aid response level to
Type I.Cal OES would provide the equipment and training necessary to upgrade the Fire District's current Type
II team to Type I status.This includes weapons of mass destruction training and additional equipment
inventory. The vehicle remains consistent with the previous agreement.
CONSEQUENCE OF NEGATIVE ACTION:
Without an executed Agreement,Cal OES will not upgrade the hazmat team's status from Type II to Type I.
This will jeopardize our ability to maintain the equipment on loan from the previous contract and could limit
our access to training dollars from the Cal OES, which totals $445,000.
