HomeMy WebLinkAboutRESOLUTIONS - 06261990 - 90/416CONTRA COSTA COUNTY BOARD OF SUPERVISORS Adopted this Resolution on June 26, 1990, by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES:None ABSENT: Pone RESOLUTION NO. 90/416 Government Code § No. 25350) SUBJECT: Intention to Purchase Real Property for County Office Purposes 10 Douglas Drive, Martinez, California W.0. 6X5360 RESOLUTION OF INTENTION TO PURCHASE REAL PROPERTY The Board of Supervisors of Contra Costa County RESOLVES THAT: It intends to purchase from 10 DOUGLAS DRIVE, a limited partnership, for County office purposes for $2,670,000, the real property described as a portion of Rancho Las Juntas, City of Martinez, Contra Costa County, California, being all of Lot 2 as shown on the amended map for Subdivision 6265 recorded October 19, 1983, in Book 274 of Maps at Page 1; said property is located at 10 Douglas Drive, Martinez, California. This Board will meet on Tuesday, July 24, 1990 at 9:00 a.m. in the Board's Chambers, County Administration Building, Martinez, California, to consummate this purchase and the Clerk of this Board is DIRECTED to publish the following notice in the Contra Costa Times pursuant to Government Code Section 6063. NOTICE OF INTENTION TO PURCHASE REAL PROPERTY The Board of Supervisors of Contra Costa County declares its intention to purchase from 10 DOUGLAS DRIVE, at a price of $2,670,000, approximately 2.4 acres of land and a 30,000± square foot office building located at 10 Douglas Drive, Martinez, and more particularly described in Resolution No. 90/ 416 of the Board and will meet at 9:00 a.m. on Tuesday, July 24, 1990, in its Chambers, County Administration Building, 651 Pine Street, Martinez, California, to consummate the purchase. Adopt Resolution of Notice of Intention to Purchase Real Property and set July 24, 1990 at 9:00 a.m. for hearing on the acquisition. 2 . Approve agreement with the Association of Bay Area Governments for financial services in providing interim financing for the building acquisition. 3 . Authorize the County Administrator and the General Services Director to take the necessary actions to complete the transaction for County use. FINANCIAL IMPACT The acquisition cost for the building will be provided by a note borrowing through the Association of Bay Area Governments. The note will be replaced with permanent bond financing within one year. The rent and debt service costs are budgeted in the General Services, Health Services and District Attorney budgets. Cost offsets will be realized by cancellation of other leases when the programs relocate to the 10 Douglas Drive location. BACKGROUND The County leases a portion of the building at 10 Douglas Drive for the Health Services Forensic Mental Health Program. Plans for additional occupancy include the Alcohol Information and Referral Service Program and the District Attorney Family Support attorneys. A bond issue for long-term financing of the building, combined with other needs is planned for early 1991 to replace the interim financing. The building is located adjacent to the new Data Processing Center at 30 Douglas Drive, and the new Social Service Administrative headquarters will be constructed at 40 Douglas Drive to the West of the Data Processing Center. The building is well located for several uses that need to be consolidated from other Central County locations into Martinez and near the transportation hub of Highway 4.
