HomeMy WebLinkAboutMINUTES - 02031987 - 2.5 9 n THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 3 , 1987 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: Designation of County Official to Receive Notification of Potential Hazardous Discharges within the County from Various State Agencies In a January 20 , 1987, report to the Board, Mark Finucane, Health Services Director, referred to the reporting procedures required of State agencies as a result of the passage of the Safe Drinking and Toxics Enforcement Act of 1986 (Proposition No. 65 ) . He advised that the most immediate impacts of the implementation of Proposition 65 are the requirements that all designated State and local government employees disclose the illegal discharge or threatened illegal discharge of hazardous waste within 72 hours to the Health Officer and to the Board of Supervisors. Mr. Finucane commented on the need to designate one county official to receive information from the various reporting agencies as well as to have one official responsible to initiate the appropriate actions required for public and environmental health protections where indicated. Mr. Finucane recommended the designation of Dan Bergman, Director of Environmental Health, as the Contra Costa County governmental officer to receive these notifications. Board members expressed an interest in receiving guidelines from the State as to procedures that would assist in the development of standards for implementing Proposition 65. They also commented on the need to coordinate a procedure with appropriate county agencies relative to compliance with this Act. Therefore, IT IS BY THE BOARD ORDERED that Dan Bergman, Director of Environmental Health, is DESIGNATED as the Contra Costa County governmental official to receive from various state agencies notifications on illegal discharges and threatened illegal discharges in accordance with requirements of Proposition 65. IT IS FURTHER ORDERED that the Health Services Director, the Director of the County' s Office of Emergency Services, the Hazardous Materials Commission, and representatives of the County' s Fire Protection District are REQUESTED to review and coordinate reporting procedures in this County to facilitate the compliance of provision of Proposition 65.
