Matter of Urging The United ) States Postal Service to Consider ) RESOLUTION NO.. 90/308 a Local Government Postal Rate WHER AS, the United States Postal Service has filed notice for an increase in postage- rates to be effective upon the approval of all appropriate bodies; and WHEREAS, such a postal increase will mandate a significant financial impact on local. county governments throughout the United States for .essential services provided by local entities, i.e. , tax notices, voter registration forms, jury duty summonses, jury duty pay, general payments of local counties., et al; and, WHEREAS, in essence, such a postal rate increase will be a form of "double, taxation" on Local county government taxpayers, for required governmental services; and WHEREAS, the United States Postal Service and local. county governments should, be working mutually for the . benefit of local taxpayers, to whom they both provide a "service" ; THEREFORE,. BE IT RESOLVED that Contra Costa County requests that . the United States Postal Service strongly- consider the institution of a "local government postal rats" as a part of its current rate filing in an effort to reduce the burden of cost increases in postal rates to localcounty government taxpayers.
