Glover Absent: District II Supervisor Candace Andersen There were no requests to speak at public comment . 2.Welcome by Chair of the Board Supervisors Federal D. Glover, and Supervisors John Gioia, Diane Burgis and Ken Carlson. 3.Introduction of Mayor Lu and City Delegation. Mayor Lu was unable to attend the meeting . She needed to return to Taiwan as a typhoon is approaching the island. The Board welcomed the delegation: Mr. Mark K Huang, Deputy Mayor, Taichung City Government; Ms. Chen, Chia-Chun, Director General, Cultural Affairs Bureau; Mr . Chou, Jia-Hao, Executive Officer, Agricultural Bureau; Mr. Chiang, Woei-Min, Director General, Education Bureau; Ms. Luan, Chih-Yi, Director General, Information Bureau; Mr . Klon Lin, Director General, Digital Affairs Bureau; Ms . Hsieh, Chia Chen, Director General, Secretariat; Ms. Chang, Feng-Lan, Commissioner, International Affairs Commission . 4.History of Sister County/City Relationship between Contra Costa County and Taichung. Contra Costa County and Taichung became sister counties in 1983. In December, 2010 Taichung City and Taichung County merged and are known as Taichung City . Taichung City has maintained all 22 of it's sister relationships. Page 1 of 5 BOARD OF SUPERVISORS Meeting Minutes July 26, 2024 5.Promotion of Sister-County Relationship. The Delegation and the Board spoke on the excellent agricultural and industrial operations in both places. Contra Costa County has thriving agricultural, wine and craft brewery ventures in addition to its ports, industrial sector and testing partnership for autonomous vehicles . Taichung has renowned tea growing operations, a very large presence in semiconductor manufacturing as the home of Taiwan Semiconductor Manufacturing Company and Micron manufacturing plants, both companies having begun significant expansion . Offshore wind turbine companies from the U.S., Japan and Europe also enjoy a great deal of support in Taichung City, who has closed two of its three nuclear power plants, the third scheduled to retire in 2025. It was agreed that a robust relationship between Contra Costa and Taichung City would be of great benefit to both, particularly in the area of expanding tourism outreach, promotion of agricultural products, and the exchange of knowledge in clean energy generation, industrial production and the logistics of sustainable water allocations and recycling . The Delegation was pleased to note the festivals held in Contra Costa and encouraged a cultural exchange by inviting performers from Contra Costa to take part in celebrations in Taichung such as Rockin Taichung, the International Jazz Festival and the International Dance Festival, to name only a few. Contra Costa County was invited to reach out at it's earliest convenience for any assistance from the Delegation to visit Taichung City. The Board noted that it is has been planning for a visit and is looking forward to it. 6.Maintaining Bi-lateral Communication and Exchange. Taichung City and Contra Costa County both agreed that going forward stronger ties and communication would be of great benefit and look forward to sharing innovation in economic development areas and cultural exchanges . 7.Consent Item C.1 ADOPT Resolution No. 2024-275 recognizing Contra Costa County's Sister-County/City Relationship with Taichung City, Taiwan and welcoming the Honorable Mayor Lu and her delegation to Contra Costa County. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board before the Board votes on the motion to adopt. Each member of the public will be allowed two minutes to comment on the entire consent agenda . Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for public testimony. Each speaker during public testimony will be limited to two minutes. After public testimony, the hearing is closed and the matter is subject to discussion and action by the Board . Comments on matters listed on the agenda or otherwise within the purview of the Board of Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of Supervisors, 1025 Escobar Street, First Floor, Martinez, CA 94553 or to clerkoftheboard@cob.cccounty.us. In the interest of facilitating the business of the Board, the total amount of time that a member of the public may use in addressing the Board on all agenda items is 10 minutes. Time limits for public speakers may be adjusted at the discretion of the Chair . The County will provide reasonable accommodations for persons with disabilities planning to attend Board meetings who contact the Clerk of the Board at least 24 hours before the meeting, at (925) 655-2000. Subscribe to receive to the weekly Board Agenda by calling the Office of the Clerk of the Board, (925) 655-2000 or using the County's on line subscription feature at the County’s Internet Web Page, where agendas and supporting information may also be viewed: www.contracosta.ca.gov DISCLOSURE OF CAMPAIGN CONTRIBUTIONS Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received, since January 1, 2023, more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item. Members of the Board of Page 4 of 5 BOARD OF SUPERVISORS Meeting Minutes July 26, 2024 Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member, and may be made either in writing to the Clerk of the Board of Supervisors before the subject hearing or by verbal disclosure at the time of the hearing.
