Board meetings are televised live on Comcast Cable 27, ATT/U-Verse Channel 99, and WAVE Channel 32, and can be seen live online at www.contracosta.ca.gov. Meetings of the Board are closed-captioned in real time. Persons who wish to address the Board during public comment or with respect to an item on the agenda may comment in person or may call in during the meeting by dialing 888-278-0254 followed by the access code 843298#. A caller should indicate they wish to speak on an agenda item by pushing "#2" on their phone. Persons who wish to address the Board in person should complete the form provided for that purpose. Access via Zoom is also available using the following link: https://cccounty-us.zoom.us/j/87344719204. Those participating via Zoom should indicate they wish to speak on an agenda item by using the “raise your hand” feature in the Zoom app. To provide contact information, please contact Clerk of the Board at clerkoftheboard@cob.cccounty.us or call 925-655-2000. A Spanish language interpreter is available to assist Spanish-speaking callers. If the Zoom connection malfunctions for any reason, the meeting may be paused while a fix is attempted. If the connection is not reestablished, the Board will continue the meeting in person without remote access. Public comments generally will be limited to two minutes per speaker. In the interest of facilitating the business of the Board, the total amount of time that a member of the public may use in addressing the Board on all agenda items is 10 minutes. (Lewis Broschard, Fire Chief) 24-2078 DRAFT RHFPD Plan for Service 7-2-24Attachments: D.3 PUBLIC COMMENT (2 Minutes) 3.CONSENT ITEMS Page 1 of 4 FIRE PROTECTION DISTRICT AGENDA July 9, 2024 C.1 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract amendment for the 2022 California Department of Forestry and Fire Protection County Coordinator Statewide Grant Program, to extend the performance period through December 31, 2024 for the Fire District to spend the remaining funds from the original grant award of $175,000. (100% State) 24-1972 C.2 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Eaton Corporation, with an initial annual payment limit of $11,220 for uninterrupted power supply onsite services for the period March 23, 2024 through March 22, 2025, with optional automatic annual renewals. (100% CCCFPD General Operating Fund) 24-1973 C.3 APPROVE Budget Amendment No. BDA-24-00260 authorizing new revenue in the amount of $388,911 from the California Department of Forestry and Fire Protection (CAL FIRE) to the Contra Costa County Fire Protection District and appropriating it for the creation of a shaded fuel break and to provide public education and outreach regarding home hardening and defensible space. (100% State) 24-1974 Budget Amendment No. BDA-24-00260Attachments: C.4 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with the California Department of Forestry and Fire Protection (CAL FIRE) in an amount not to exceed $2,125,193 for the Marsh Creek - Morgan Territory area fire and emergency services for the period July 1, 2024 through June 30, 2027. (100% CCCFPD General Operating Fund) 24-1975 C.5 APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Genasys Inc., in an amount not to exceed $545,000 for evacuation planning and management software, for the period June 2, 2024 through June 1, 2027. (100% Measure X) 24-1976 C.6 DENY claim filed by Vanna I. Conrady-Cossano.24-1977 ADVISORY COMMISSION The Contra Costa County Fire Protection District Advisory Fire Commission is scheduled to meet next on Monday, August 12, 2024, at 7:00 p.m. at their Administrative Office, 4005 Port Chicago Highway, Suite 250, Concord, CA 94520. Page 2 of 4 FIRE PROTECTION DISTRICT AGENDA July 9, 2024 GENERAL INFORMATION The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Directors less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal business hours. All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board before the Board votes on the motion to adopt. Each member of the public will be allowed two minutes to comment on the entire consent agenda. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for public testimony. Each speaker during public testimony will be limited to two minutes. After public testimony, the hearing is closed and the matter is subject to discussion and action by the Board. Members of the Board of Directors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member since January 1, 2023, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member, and may be made either in writing to the Clerk of the Board of Supervisors before the subject hearing or by verbal disclosure at the time of the hearing.
